Prosecutor General Andrei Kostin reported that “measures to prevent abuse are continuing” and that six heads of regional and specialized prosecutors’ offices have written letters of resignation.

Details: According to him, the heads of the Zaporozhye, Rivne, Ternopil, Kharkov and Cherkassy regional prosecutor’s offices are resigning, as well as the head of the Specialized Prosecutor’s Office in the field of defense of the Southern region.

Zaporozhye regional prosecutor’s office – Sergey Spilnik;
Rivne – Andrey Rudnitsky;
Ternopil – Andrey Mikolaichuk;
Kharkov – Alexander Filchakov;
Cherkasy – Ekaterina Shevtsova;
Specialized prosecutor’s office in the field of defense of the Southern region – Andrey Glumakov.
All of them, according to Kostin, received increased pensions due to length of service, assigned by court decision.
The Prosecutor General added that an internal investigation is currently ongoing regarding the legality of prosecutors acquiring the status of persons with disabilities and the accrual of pension payments to prosecutors.
He also said that an “independent commission” has begun work in the UCP, which will look for candidates for leadership positions in regional and district prosecutors’ offices. The commission must evaluate the professional qualities and reputation of candidates.
In addition, according to Kostin, the Council of Prosecutors supported amendments to the law on the prosecutor’s office so that prosecutors would receive a long-service pension only after leaving work.
The head of the UCP promised that these “developments will be transferred to the subject of legislative initiative.”
Background:
- Journalists found that 49 prosecutors of the Khmelnytsky region, headed by regional prosecutor Alexei Oleynik, filed for disability with the chairman of the medical and social expert commission and regional council deputy from the Servant of the People party, Tatyana Krupa.
- On October 20, President Vladimir Zelensky appointed a meeting of the National Security and Defense Council and demands a reaction from law enforcement officers regarding the situation with medical and social expert commissions and registration of false disabilities, in particular by prosecutors.
- According to preliminary data from the official investigation of the UCP, more than a quarter of prosecutors in the Khmelnitsky and Cherkasy regions have disabilities.
