Ukrzaliznytsia acquired servers from a person involved in criminal cases without bidding
The branch “Main Information and Computing Center” of JSC “Ukrzaliznytsia” published a report on the agreement concluded with “VM Construction Ukraine” LLC on the acquisition of information security software and hardware. The editors of 368.media became aware of this from information on ProZorro.
According to the contract, the contractor company VM Construction Ukraine LLC will supply software and hardware for information security and information protection by December 31, 2023. Purchased include two FG-1100 firewalls, FAZ-800G monitoring device, 8 10GE SFP+ optical modules and 8 25GE/10GE optical modules. UZ also purchased two FWB-2000F web application security devices and other equipment. The total amount of the contract was UAH 36.64 million.
The contractor VM Construction Ukraine LLC was registered in Kyiv in 2014. The company specializes in the construction of power supply buildings. Sergey Moroz is listed as its owner.
During 2017-2020, the Kyivteleservice capital enterprise, within the framework of tenders for Bilintech Ukraine and VM Construction Ukraine, bought equipment and software worth more than the cost of selling such equipment and software from official importers and distributors on the territory of Ukraine for a total in the amount of UAH 143.7 million.
Investigators of the SBU and the GPU also found that in 2017-2019 Kyivteleservice bought unidentified software or imported software products from Bilintech Ukraine and VM Construction Ukraine Fortinet and HewlettPackard, which, according to the State Fiscal Service, were not purchased or their suppliers on the territory of Ukraine from non-residents or residents for a total of UAH 44.9 million.
The court provided investigators with access to documentation on procurement from Bilintech Ukraine and VM Construction Ukraine, which are located at Kyivteleservice. The founder and director of Bilintech Ukraine is Viktor Shakhov, who at one time was an adviser to Sergei Rybka, ex-chairman of the board of JSC Giprosvyaz of the State Special Communications Service. Previously, the co-founder was Vladislav Bibik, before that Oleg Derevyanchenko, and even earlier Viktor Belov, Rybka's deputy in his former position at Giprosvyaz.
Belov was also the first deputy of the former and. about. director of the State Enterprise “Ukrainian Research Institute of Communications” of the State Special Communications Service Sergey Moroz. Since 2018, it is Sergey Moroz who manages and owns the capital VM Construction Ukraine. Since 2013, he has been listed in the state register. about. director of the State Enterprise “Ukrainian Research Institute of Communications” (UNIIS) of the State Special Communications Service.
