On Monday, August 29, an investigator from one of the departments of the Main Investigative Committee of the ICR for Moscow separated into a separate proceeding a criminal case on the fact of a murder for hire committed by a group of persons (clauses “g”, “h”, part 2 of article 105 of the Criminal Code), as well as on the fact of illegal acquisition and storage of weapons (clause “a” part 3 of article 222 of the Criminal Code) in relation to Namik Salifov, a native of Georgia, and Rovshan Abbasov, who lives in Tambov. A source in law enforcement agencies told RBC about this, the information was confirmed by another source familiar with the materials of the investigation. According to the investigation, they are accomplices in the murder of crime boss Ali Heydarov (Alik Ryzhiy).

Yesterday it became known that in organizing the murder of thief in law Ali Heydarov (Albert Ryzhiy), committed last spring in Moscow, Namik Salifov, who has the same criminal status, the brother of another well-known thief in law Nadir Salifov (Lotu Guli), is officially suspected. The latter was killed six months before the death of Ryzhy in Turkey. It is worth noting that the version of fraternal revenge appeared on the very first day of the investigation, but so far it has been confirmed only by circumstantial evidence. Such, for example, as the fake passport of the detained murderer Ali Heydarov, who chose the name Taleh Namik as his “pseudonym”, which means “Namik is your destiny” in Russian.

[…] Among those accused of this crime were the natives of Azerbaijan Metleb Pasha-oglu Sultanov, who is assigned the role of a killer, the alleged organizer of the assassination attempt Namik Nariman-oglu Salifov and their likely accomplice Rovshan Abbas-oglu Abbasov. All three are also accused of illegal arms trafficking (part 3 of article 222 of the Criminal Code of the Russian Federation), and citizen Sultanov is also charged with the use of forged documents (Article 327 of the Criminal Code of the Russian Federation). So far, only citizen Sultanov has managed to bring charges personally from all three. […] The alleged customer and accomplice of the murder are hiding abroad, and even their possible whereabouts have not yet been established.

Heydarov was killed in April last year at the Don-Sport Scarlet Sails fitness club on Aviatsionnaya Street in Moscow. Then a representative of the capital’s department of the Investigative Committee said that an unknown man fired several shots at Abbasov from a firearm, from which the latter died at the scene, after which the attacker fled.

Sultanov, confessing to the murder of Albert Ryzhy, said that he did it because he insulted his mother. Allegedly, this happened many years ago, when they were both under investigation in their native Azerbaijan.

Later, the security forces detained Matlab Sultanov, a native of Azerbaijan, who stated that the reason for the murder was a personal conflict and that he did not receive money from anyone for the crime.

RBC’s source in law enforcement agencies lists Ali Ryzhy as one of the circle of people related to crime boss Aslan Usoyan (Ded Khasan), who was killed in Moscow in 2013. It is known that there were three assassination attempts on Heydarov. In 2014, he was arrested on charges of robbery. In 2016, he received seven years in prison; in June 2020, Heydarov was released on parole.

The detectives found that thief in law Namik Salifov (Guli’s brother) repeatedly called the pre-trial detention center, who persistently asked influential inmates not to do anything about Sultanov.

Having brought the information, the operatives found out that Namik was already a special person and did not hide among those close to him that the elimination of Aliyev was the work of “his hands” and this was revenge for his brother.

Loto Guli was shot in Turkey in August 2020 by a bribed person from Salifov’s entourage. The order is not officially known. However, gradually they became known and there are three of them. These are thieves in law Heydar Aliyev, Rafik Eyvazov (Rafik Massalinsky) and authoritative businessman Zaur Akhmedov. Not everyone had a reason to hate Guli and everyone made an effort to ensure that he was gone. Aliyev and Salifov were old enemies. Guli’s people cut off Rafik’s ear. Akhmedov’s brother, thief in law Rovshan Dzhaniev, was killed. It is believed that this happened at the go-ahead of Loto Guli.

Albert Ryzhiy belonged to the clan of the once thief in law No. 1 Aslan Usoyan (Ded Khasan). The war between Nadir Salifov and Ali Heydarov began at the end of 2013. Ilgam Hajiyev (Ilgam Bolnissky) in St. Petersburg in 2019 was sentenced in absentia to 8.5 years in prison for organizing an assassination attempt on thief in law Heydar Aliyev (Albert Ryzhiy). While Guli was in jail for a long time, it was Ilgam who monitored the observance of Guli’s interests in the Moscow region. After the release of Guli, Ilgam had a conflict with Nadir’s brother Namik. Guli took the side of a relative, as a result, their paths diverged. And with Namik, Ilgam became bitter enemies.

If we return to Albert Ryzhy, then at the same time as Guli, he waged a war with thief in law Alexei Gudyna. The clarification of their relationship led to a shootout in Turkey due to the fact that Albert Ryzhiy deprived Gudyna of his thieves’ status.

In 2016, Heydarov was arrested for robbery and later sentenced in St. Petersburg to seven years. In the summer of 2020, Albert Ryzhiy was released on parole.

At the end of January 2021, Heydarov celebrated his 40th birthday on a grand scale. According to the documents, he was born on February 2, but in reality this event happened earlier. On the occasion of such a significant event, Albert gathered a lot of honored guests at a restaurant in Moscow. According to some reports, even at the age of sixteen, Namik personally shot those who tried to kill his brother, which earned Nadir’s respect for life. And when the brothers were finally caught, twenty-year-old Namik was sentenced to twenty-six years in prison, while Guli himself received fifteen years. It is known that in Azerbaijan Namik spent three years in the 10th colony and the Gobustan (covered) prison. And for some reason, he was released much earlier than his term, and already in 2001 he visited his older brother in ITK-6 in the village of Boyuk-Shor.

And while Salifov earned his authority while in prison, he had powerful support outside. Of course, his brother Namik played an important role here. Guli’s decisions that he made in prison were valid only because everyone knew about this powerful support from the outside.

According to Prime Crime News Agency, for some time Namik lived in Spain, which was previously considered a favorite place for thieves hiding from justice. Namik Bakinsky was elevated to the status of a thief in Turkey in 2013, after which he immediately began to gain weight in the criminal world. After his move to Istanbul, Namik organized a large-scale gathering in honor of Guli’s birthday, during which three new thieves approached (the appointment of new thieves in law), and Guli himself received congratulations via Skype from behind bars

According to media reports, Namik Bakinsky came to Moscow with his representative (Fuad Rzayev, nicknamed Afo) in the midst of the fight against Rovshan Lenkoransky. And it was he who was the real leader of the organized criminal group, which was headed by Lotu Guli. Namik was her head, arms and legs, while Guli was her heart. At the same time, he never encroached on the power of his older brother, whom he sincerely respected. By his nature, Namik liked to be in the shadow of his brother, but this does not mean at all that he was his shadow.

When Lotu Guli was released, he immediately moved to Istanbul to his brother, where he was warmly received by one of the bosses of the Turkish underworld, Sedat Peker, who always then provided him with his patronage.

But the power of Namik himself only increased after the release of Guli. And when crime boss Sari Gadzhiev arrived in Yekaterinburg last year to impose tribute on fellow countrymen, then, according to insiders, he collected money from Namik, and not from Lotu Guli.

Why the Salifov brothers were crowned

After thief in law Zakhary Kalashov, better known as Shakro Molodoy, was released from a Spanish prison in 2015, he decided to “slow down” some lawyers, including the Salifov brothers. The reason for this was the rebellion initiated by Guli.

Salifov raised it in 2005 because of his brother Mushfig, who, in the fight against Guli, law enforcement officers of Azerbaijan allegedly planted weapons. Before the riot, everything was fine in this camp – up to the point that it was possible to order from the will of prostitutes. But after its suppression, several people died, more than a hundred prisoners were charged under new articles.

However, the question not only about Guli himself, but also about Namik, has always remained debatable, since even Shakro could not ignore the growing influence of the Salifov brothers. Recently, the thieves’ world has had a hard time in general – in Russia and neighboring countries dozens of criminal cases are brought against thieves for occupying the highest position in the criminal hierarchy, and in Europe they are openly hunted mercilessly. In the midst of these hostile territories, Turkey for thieves is a relative island of peace.

Perhaps that is why, despite the fact that relations between the Salifovs and Shakro have always been far from ideal, they never went into open conflict with each other. And in the end, everyone recognized the Salifov brothers as legitimate thieves.

Turkey elevates Azerbaijani thieves

The underworld of Turkey is significantly different from the thieves’ world of the post-Soviet space. Turkish organized crime groups have close ties to corrupt politicians and are associated with political groups such as the nationalist organization Bozkurt (Grey Wolves). If the criminals of the former territories of the Soviet Union are held together by a pronounced international idea, then Turkish crime, on the contrary, is held together by sometimes rabid nationalism. For this very reason, a Turkish mafia boss will always prefer an Azeri Turk over Georgians, Kurds, or Slavs.

According to Turkish media, while Guli served his term and subjugated Azerbaijani criminals right from prison, his brother settled in Istanbul, where he established ties with Turkish ethnic groups. Perhaps that is why Guli got away with the death of his enemy Rovshan Lenkoransky, who was shot in a car in the prestigious Besiktash district of Istanbul. Rovshan himself was an Iranian-speaking Talysh and did not belong to the Turkic community.

Are Namik’s chances of retaining power

It was not Guli who introduced Namik to Sedat Peker, but rather the other way around. And the same Peker can act as a guarantor for Namik in the event that an encroachment on his authority begins from hostile thieves’ families. On the other hand, throwing him off the throne is also stupid – it is unlikely that Azerbaijanis in all markets of the former USSR will pay foreigners. Therefore, it is beneficial for everyone that it is an Azerbaijani who looks after the markets. The vegetable mafia in the CIS countries still remains a powerful source of income for criminals, regularly replenishing the thieves’ common fund.

Namik is an even more fitting figure than Guli himself. If he takes over the empire of his elder brother, the old order of things will largely be preserved and a new bloody war of thieves will not follow. At the same time, all the sins that were attributed to Guli (the death of Rovshan Lenkoransky, the beating of Kvezhoevich by Arman Diky) were washed away with his own blood. Therefore, Namik already, in fact, nothing can be presented.

Namik Bakinsky is practically unknown for his involvement in intrigues. Despite the fact that for a long time Namik was in the shadow of his brother, he is considered a decisive, strong-willed and courageous person. But, unlike Guli, Namik is less impulsive and prone to compromises. It is such a person who is now able to consolidate the criminal world of the post-Soviet space.
