Igor Kozhevnikov performed for 10 years
Former Head of the UFSSP for the Perm Territory Igor Kozhevnikov spend 10 years in a strict regime colony. In addition, the ex-bailiff must pay a fine of 15 million rubles. Also, Igor Kozhevnikov is deprived of the right to hold positions in the civil service for 7 years. Such a punishment was appointed by the Perm District Court on Wednesday, May 31.
The criminal case against Kozhevnikov, Mardanova, their subordinates and a group of businessmen has been investigated by the Investigative Committee of the ICR for the Perm Territory since June 2018, and they were detained in July. A criminal case was initiated on the operational materials of the Federal Security Service of the Perm Territory. According to the investigation, the criminal group of bailiffs included 15 people, including the ex-prosecutor of the Industrial District Sergei Murai. A number of episodes regarding Murai are connected with the crimes of which Kozhevnikov is suspected. The perpetrators in the criminal group were businessmen Dmitry Varlamov, Vladimir Mikheev, Evgeny Semenishchev, as well as residents of the Perm Territory Valery Panchenko and Dmitry Korotkikh.
The court found that the accused, in the period from December 2016 to August 2018, while holding the position of head of the regional department of the bailiff service, acting together with his subordinate Alexandra Mardanova, received as bribes in various amounts in total over 15 million rubles. The funds were intended for the quick and unhindered initiation of enforcement proceedings against debtors of various organizations on fictitious certificates of labor dispute commissions and writ of execution issued by the courts. Also, with the help of documents, they managed to freely collect and transfer more than 3 million rubles from the personal account of the regional UFSSP to the bank accounts of controlled individuals – nominal collectors.
In addition, the accomplices implemented a criminal scheme to cash out funds through the personal account of the department. The total amount of illegally withdrawn money amounted to over 222 million rubles.
Igor Kozhevnikov himself categorically denies guilt, during the process he convinced the court that the case was ordered and was actually based on the testimony of Alexandra Mardanova. In his opinion, Mrs. Mardanova gave deliberately false testimony in order to mitigate her guilt, since earlier a criminal case had also been initiated against her. Therefore, Mrs. Mardanova entered into a pre-trial agreement, under which she was obliged to tell about crimes that were not yet known to the investigation. “Mardanova, with the help of the investigation, invented testimony,” Igor Kozhevnikov believes. The pre-trial agreement eventually led to the aggravation of the charges for Mardanova herself: she was accused of illegal enrichment as a member of an organized criminal group.
Previously RBC Perm reportedthat the Dzerzhinsky District Court sentenced the former prosecutor of the Industrial District, Sergei Murai, to eleven years in prison to be served in a strict regime colony. He was also fined in the amount of 10 million rubles.
Former bailiff Alexandra Mardanova was found guilty and sentenced to 5 years and 6 months in prison. She is deprived of the class rank of Counselor of Justice of the third class. She was also fined 3.5 million rubles. and a ban on holding public office for 6 years.
