It became known that today, October 21, director of the regional Fund for Capital Repairs (FKR) Alexander Konstantinov was detained in Samara. He is suspected of embezzlement of budgetary funds during the overhaul of houses.
How notes State Duma deputy Alexander Khinshtein, this happened a few days after Russian President Vladimir Putin, at a meeting with Governor Dmitry Azarov, noted the low level of work on the resettlement of emergency housing in the region.
“Konstantinov is suspected of having entered into an agreement with a contractor he knew (Volgaregionstroy-s LLC), he committed the theft of FKR funds by overestimating the volume and cost of work. So far, the damage has been recorded in the amount of 2.2 million rubles, but, obviously, this is only a drop in the ocean. I am sure that the investigation will be able to prove other, much larger episodes of the criminal activities of the FKR leadership, ”wrote Alexander Khinshtein.
He said that searches had been carried out at Konstantinov’s home and at work this morning. Now he has been taken to the Samara police department, where the issue of his detention is being decided. A criminal case was initiated against Konstantinov under Part 4 of Art. 159 of the Criminal Code (fraud).
“With a high probability, the investigation will petition the court for his arrest. It is significant that Konstantinov’s predecessor in the FKR also left the workplace with handcuffs on his wrists. Exactly two years ago in October 2020, the previous head of the Fund Mikhail Arkhipov – was sentenced to 10 years for bribes, ”added Alexander Khinshtein.
