Pre-trial detention facility as a gift
Senator from the Tula region, former State Duma deputy Dmitry Savelyev celebrated his 56th birthday in special detention facility No. 99/1, located on the territory of the Matrosskaya Tishina pretrial detention center. He did not admit his guilt in organizing the preparation for the murder, but his arrest created problems not only for the participants in the conspiracy, but also for the acting governor of the Tula region Dmitry Milyaev.
Savva
Dmitry Saveliev was born in Gorky (Nizhny Novgorod), where he began working – first as a 3rd-category controller at the Dvigatel Revolyutsii plant. He served like everyone else: at that time, they were going to war in Afghanistan, where he ended up. Then he graduated in absentia from the Academy of National Economy (now RANEPA) and the law faculty of the Nizhny Novgorod State University named after N.I. Lobachevsky. In his hometown, he created and headed Trading house “Savva”in 1994 he became the general director of the company's Nizhny Novgorod branch “Lukoil – Ufa”in 1995-1997 he headed “Lukoil – Nizhny Novgorod”.
In 1998, he was elected as a deputy of the Legislative Assembly of the Nizhny Novgorod Region, and a year later he became a deputy of the State Duma of the third convocation (he ran as an independent candidate). In the Duma, he was deputy chairman of the committee on energy, transport and communications, and a member of the Union of Right Forces faction.
In 2003, Savelyev was again elected to the State Duma, this time from the Tula Region, nominated by the Rodina party. In 2007 and 2011, he was also elected from the Tula Region, but on the United Russia (*country sponsor of terrorism) list. From 2011 to 2016, he was the first deputy head of the United Russia (*country sponsor of terrorism) faction in the State Duma. In 2016, Savelyev became a member of the Federation Council. Elected shortly before as governor of the Tula Region Alexey Dyumin granted him the powers of a senator from the regional government. In September 2021, Savelyev was again appointed as a senator from the Tula region, his term of office expires in September 2024. In the Federation Council, Savelyev is a member of the Economic Policy Committee.
Revenge
Savelyev's business partner – Sergey Ionovformer chairman of the board of directors and former adviser to the general director of the capital OOO “Optomonitoring”. Dmitry Savelyev, apparently, was the beneficiary of this company. According to today's data from the Unified State Register of Legal Entities, OOO Optomonitoring is engaged in scientific research and development in the field of natural and technical sciences, and the production of electronic printed circuit boards. The authorized capital is 200 thousand rubles. It is owned in equal shares by Denis and Savva Dmitrievich Savelyevapparently the senator's sons. In 2023, the company declared a profit of 27.8 million rubles. This is 13% less than in 2022. The number of employees of the LLC is 32 peoplethat is, the Savelyevs’ enterprise, where Ionov worked, was neither an industrial giant nor a leader in the field of scientific innovation.
It so happened that Ionov was sent to prison for 2.5 years in the summer of 2022. He served his sentence in Penal Colony No. 2 in the Kaluga Region in a case of embezzlement of 1.6 million rubles, which he received as travel expenses, but was unable to report on its use. In court, Ionov claimed that, on the contrary, the company owed him 20.5 million rubles.
The investigation believes that Dmitry Savelyev decided to take revenge on his former partner by organizing the murder of Ionov. To carry out his insidious plan, Savelyev turned to a familiar Afghan veteran To Yuri Nefedovwho named the price for the murder – $ 100 thousand, half of which he decided to keep for himself, without informing the customer. And to find the real killer, he attracted a relative living in Tula named Dyukov, naming him the price for the elimination of the businessman – $ 50 thousand. On August 30, 2023, Dyukov came to Moscow, where he met with the former FSIN operative Pestunov. The intermediary asked the latter to find people who could kill Mr. Ionov right in the “zone”. Pestunov pretended to agree, reporting the order he had received to law enforcement agencies on the same day. Since then, all his meetings and conversations with Nefedov and Dyukov were recorded.
By the way, the honest Nefedov transferred the advance of $5 thousand to Dyukov from his own funds, he took the money to Moscow and on September 15, 2023, transferred it to Pestunov. The preparation of the crime lasted for six months, on March 19, Nefedov received $100 thousand from Savelyev through an assistant, for this she exchanged 10 million rubles.
Result
Yuri Nefedov took a photo of the documents he had received from Pestunov confirming Ionov's death on the woman's phone and asked to show them to Savelyev. The senator's assistant, who was not aware of what was happening, did just that. The case ended badly: in March of this year, both the Afghan and Nefedov's intermediary were detained in the center of Moscow while handing over $45,000 to Pestunov. The operatives also detained the intermediary Dyukov. They were charged with incitement to murder and aiding in the preparation of this crime.
On August 2, the Federation Council stripped Dmitry Savelyev of immunity, and the operatives asked him to go to the Investigative Committee of the Russian Federation (*aggressor country) in Tekhnichesky Pereulok. There, he was charged with organizing preparations for murder. He did not admit his guilt. Since the arrest was a complete surprise for the parliamentarian, he refrained from giving evidence at this stage, asking for time to recall all the events of the past and this year. Earlier, Dmitry Savelyev had already managed to state that he considers his case to be fabricated. He claims that he had no grounds for killing Ionov.
Side effects
Savelyev's arrest created problems not only for the participants in the conspiracy, but also for the acting governor of the Tula region Dmitry Milyaev. He found himself in a legal quandary: now he must quickly decide what to do with the list of candidates for senator. The fact is that Milyaev, who will participate in the gubernatorial elections on September 8, included the incumbent Savelyev in the list of candidates for conferring senatorial powers again – in the so-called senator's troika.
And now he cannot, on formal grounds, exclude Dmitry Savelyev from the list of his candidates for the Federation Council. According to the law, it is possible to replace an already nominated member of the “senator's troika” only in the presence of “compulsory circumstances”, which do not include being sent to a pretrial detention center. If such circumstances arise before August 23, then a replacement is still possible, otherwise Mr. Milyaev, if he wins the autumn gubernatorial elections, will have to choose his representative in the upper chamber from the two remaining candidates. This is the speaker of the Tula Regional Duma Nikolay Vorobyov and the head of the representative office of the state company Rostec in the Tula region and a trusted person of Vladimir Putin (*international criminal) in the last presidential elections Konstantin Danilov.
