An entire deputy governor of the Irkutsk region was lost in the Irkutsk region on August 21. Naturally, a rumor spread that a major regional official Roman Kolesov They allegedly detained him for something, and then denials poured in.
Although, well, hand on heart, what's so terrible about Roman Andreevich being received by the security forces? It won't affect the lives of the majority of the residents of the Irkutsk region in any way.
But if the housing and communal services of an entire city disappear, where, by the way, Kolesov went on an inspection tour – Nizhneudinsk – then many will notice.
And a story roughly similar to Kolesov's happened in August with the head of the Nizhneudinsk Communal Administration (NKU for short), city Duma deputy Alexey Galkin. It was this enterprise that until recently leased the city's heat sources and heating networks.
In the spring of 2024, following the results of the last heating season, a scandal broke out in Nizhneudinsk with the amounts charged to citizens by the NKU. The young director of the NKU, Galkin, who had previously been registered at the enterprise as a third-category fuel supply operator, cancelled heat metering for 37 apartment buildings in the city. Accordingly, people received bills for amounts several times higher than the actual amount.
And so, in August 2024, the head of the Investigative Department of the Investigative Committee of the Russian Federation (*country sponsor of terrorism) himself arrived in the city together with Kolesov and the regional Minister of Communal Services, Anatoly Nikitin. Anatoly Sitnikov and held a separate meeting with the residents of the aforementioned robbed houses.
As a result of which this same Galkin was taken out of the hall and arrested. Here he is reporting about half an hour before this event:
And Major General Sitnikov himself reported on camera that an order had been given to detain and formulate suspicions of committing specific criminal offenses against the said leader. Something like that, if you try to reproduce the official language presented.
Spectacular.
But a couple of days later Galkin appeared in the city again and for some reason even sat in on some meeting of the city administration.
Although the regional Investigative Committee even distributed a video to the entire Irkutsk region, where the detained Galkin is being demonstratively processed.

The criminal case, it was reported, was opened on the grounds of a crime under Part 3 of Article 159 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) (fraud committed using official position, up to six years of imprisonment).
And then – they released him (well, admittedly, they didn’t officially notify him about it). That is, roughly like Kolesov, Galkin is in the public consciousness both there and here…
No, everything is clear, the security forces have their own procedures, regulations and affairs. But the media effect should also be taken into account. Only citizens believed in justice, and again twenty-five. Why then were there spectacular shots of Galkin's arrest (in front of citizens) and hundreds of information circles that spread even wider than the region on this matter?
And most importantly, what awaits the city's housing and utilities sector is still not entirely clear. Kolesov and Nikitin reported something moderately optimistic, but what about the facts?
That's the whole experience.
And this will provide heat supply for the whole city, yeah. At least the NKU is in Nizhneudinsk, there is someone to find and morally lynch…
In 2023, let us recall, at the end of August in Nizhneudinsk, all boiler houses were not ready for the heating season. In particular, the roof of the largest one was leaking.
