The Metropolitan Police opened a criminal case on fraud – allegedly embezzlement of several hundred million rubles allocated by the Russian Ministry of Defense for the construction and repair of the premises of the GRU special forces training complex and the Separate Radio Engineering Center in the Moscow region. The work was carried out by Tekhenergoproekt JSC from a small Dagestan village, the company is now in the process of bankruptcy. There are no suspects or accused in the case yet.
On January 23, the investigative department of the Internal Affairs Directorate for the Southwestern District of Moscow opened a criminal case under Part 4 of Art. 159 (fraud on an especially large scale) of the Criminal Code. The reason was the appeal to the police of military builders – the successors of the liquidated Federal State Unitary Enterprise “GUSST No. 1 at Spetsstroy of Russia”.
In 2014–2015, the Federal State Unitary Enterprise concluded contracts with the contractor, Tekhenergoproekt JSC, for the construction of premises for a military unit – the Serpukhov-15 Separate Radio Engineering Center, a previously closed administrative-territorial entity (ZATO), as well as an educational and training complex on the territory located in Solnechnogorsk near Moscow, military unit of the GRU of the General Staff of the Moscow Region.
According to the concluded agreements, all installation and commissioning works, including the construction of a complex for special tactical training of divers, were to be completed on a turnkey basis in 2018. Under these projects, the Ministry of Defense allocated 659 million rubles.
However, the objects for the needs of the military, as shown by the inspection of the prosecutor’s office, were not fully built. At the same time, a significant part of the allocated funds, according to the police investigation, was stolen. The exact figure of the damage has not yet been established by the investigation, but in practice, the defendants in criminal cases are usually charged with the amounts of unfulfilled government contracts in full.
It should be noted that the military tried to recover 224 million rubles from the builders. debt under the state contract, of which 36 million rubles. penalties, 131.9 million rubles. advance, as well as 55.8 million rubles. as interest on advance payments. The defendant did not appear at the trial. The court, however, did not satisfy the requirements of the Ministry of Defense, sending the plaintiffs to the Arbitration Court of Dagestan, where the claim for bankruptcy of the construction company was considered.
The company, registered in the small Dagestan village of Manaskent (its legal address was considered unreliable by the tax authorities), according to the database of arbitration courts, was filed dozens of lawsuits for multimillion-dollar sums.
Many of them were satisfied, but there was practically nothing to recover from the JSC.
And this despite the fact that only the portfolio of orders from the Ministry of Defense and the Moscow government at Tekhenergoproekt exceeded 1.6 billion rubles. So far, there are no accused or suspects in the case.
