Possible protection racket for casinos
Four high-ranking police officers from the OEBiPK unit were arrested. They allegedly covered up the illegal gambling business.

Among the detainees are the deputy head of the Economic Security and Anti-Corruption Department of the Ministry of Internal Affairs for Novosibirsk Dmitry Shilo, the head of the Leninsky District Economic Security and Anti-Corruption Department Denis Fetisov, the Zaeltsovsky District Economic Security and Anti-Corruption Department employee Maxim Abramov and the former head of the city Economic Security and Internal Commissariat Andrey Khomin.

The deputy head of the anti-corruption department was sent to pre-trial detention center
The deputy head of the Department of Economic Security and Anti-Corruption (OEBiPK) of the Ministry of Internal Affairs in Novosibirsk, Dmitry Shilo, is suspected of taking a bribe. The Central District Court of Novosibirsk sent him to a pre-trial detention center for two months.
Dmitry Shilo and the former head of the entire OEBiPK Department of the Ministry of Internal Affairs for Novosibirsk Andrei Khomin were detained on September 21. The security forces also detained the head of the Economic Safety and Inspectorate in the Leninsky district of Novosibirsk and an employee of the anti-corruption police department in the Zaeltsovsky district of the city.

Novosibirsk Department of Economic Crimes is in panic. New attack by Muscovites
Novosibirsk OBEP officers are wondering which of them may be involved in the investigation of criminal cases after a series of high-profile arrests of the leadership. The day before, FSB officers detained the former head of the city OBEP Andrei Khomin, the deputy head of the city OBEP Dmitry Shilo, the head of the OBEP of the Zaeltsovsky district Maxim Abramov and the head of the OBEP of the Leninsky district Denis Fetisov.
All four are involved in a large-scale secret special operation carried out by a group of Moscow security officials who attacked the “roof” of the illegal Novosibirsk gambling business. The attacks have been occurring in resonant waves since December 2022, when the head of the Central District Economic Crime Department, Alexander Umerov, was detained. In the process, Khomin suddenly retired, and the head of the regional anti-corruption department, Vladimir Vyalkov, was removed “due to loss of trust.” Both, by the way, were put through a polygraph. Only Vyalkov allegedly passed the test.
In June 2023, Umerov signed a pre-trial agreement with the investigation. They say that he was initially offered a deal, he refused, then he himself offered to testify, but they refused him. They marinated for some time, which aroused an even greater desire to cooperate, and in the end they signed.
It is obvious that Khomin is the next target of the task force. As soon as the heads of district departments start talking, he will have to talk too. Who the former head of the city BEP will talk about is an exciting question. How does the head of the city department of the Ministry of Internal Affairs, Yuri Gorchakov, feel there, given that Siberian plantings are gaining momentum?
The cases of Khomin, Abramov, Shilo and Fetisov are being investigated by the 5th Investigative Department of the RF IC, which is directly subordinate to Moscow. The prosecution is supported by the Prosecutor General’s Office. Will there be a case about the formation of an organized criminal community?
Detention of a lawyer
Former lawyer Valery Kukharenko was detained on suspicion of fraud. He is 73 years old.
Kommersant Siberia
A 73-year-old lawyer who previously worked as a judge was detained in Novosibirsk. He is suspected of attempted fraud on a particularly large scale
According to sources, the lawyer allegedly promised to settle the issue with criminal prosecution for 1 million rubles: client Valery Kukharenko is being tried for corruption. Upon receiving an advance of 100 thousand rubles, the defender was detained. A preventive measure has not yet been chosen for him.

Lawyer for the head of the Novosibirsk region highway department detained on suspicion of fraud
One of the oldest lawyers in the Novosibirsk region, 73-year-old Valeria Kukharenko, was detained.
According to investigators, Kukharenko allegedly demanded money from his client to transfer it to the judge of the Karasu District Court in exchange for a promise to resolve the issue by terminating the criminal case. The parties allegedly agreed on 1 million rubles, and while transferring the first 100 thousand rubles, the lawyer was detained by FSB officers.
A criminal case was initiated under part three of Article 30, part four of Article 159 of the Criminal Code (attempted fraud).
Valery Kukharenko is a former judge.
The Karasuk District Court is currently considering the case of his client Sergei Dulepov about giving a bribe to the expert of the Territorial Administration of Highways of the Novosibirsk Region (TUAD) Olga Tislova. She herself has already been found guilty of taking a bribe by the court.
In addition, Kukharenko represented the head of TUAD, Mikhail Chumanov, who is accused of receiving bribes from road contractors. The lawyer also defended police captain Sergei Kolomoyets, who beat an illegally detained man to death at the Ministry of Internal Affairs.
NGS – Novosibirsk news
We tell you what is known about the lawyer who was detained by the FSB.
Valery Kukharenko himself worked as a judge in the past. At the same time, the lawyer, who is called one of the “oldest” lawyers in Novosibirsk, did not deserve a judge’s pension, a source from the legal community told an NGS correspondent.
– Valery Petrovich himself was a criminal judge in Novosibirsk in the late 90s and early 2000s. If my memory serves me right, in the Leninsky district. At the same time, he did not finish his judicial pension. In the legal community, he is known more likely not as a lawyer, but as a “dealer”: he went to trials very rarely, he participated in them rather “from around the corner,” the interlocutor noted.
The source also emphasized that people familiar with Kukharenko were not surprised by his detention.
Another interlocutor – from law enforcement agencies – said that in 2020 Valery Kukharenko participated in the defense of the former head of TUAD Mikhail Chumanov, who, together with ex-Deputy Minister of Transport Sergei Stavitsky, is accused of corruption and fraud.
The files of Novosibirsk courts contain dozens of other trials involving Valery Kukharenko. The most high-profile trial in which the lawyer participated was the case of the Trunovskaya organized crime group killer Dmitry Buol – he was sentenced to 17 years in a maximum security colony for four murders and two attempts.
Long-term construction of July
Deputies of the City Council doubted that the Discus Group of Companies would have time to complete the construction of all the houses planned for 2023 in the Plyushchikhinsky residential area.
Continent of Siberia
13 apartment buildings that are being built by the Discus Group of Companies, which is associated with Novosibirsk City Council Deputy Alexei Dzhulay, may not be commissioned until the end of 2023, in violation of previously established deadlines. Deputies of the Novosibirsk City Council discussed this topic on Monday with representatives of the construction department of the city administration.
We are talking about the construction of apartment buildings on the Plyushchikhinsky residential area. Reportedly, by the end of the year the developer (Diskus Group of Companies) has committed to putting 16 houses into operation, but in fact only three of them are ready for this. Another 13 are at such a stage that their possible delivery by the end of 2023 is highly doubtful. In particular, the developer has not even started construction of 11 of them, as reported by the head of the Department of Construction and Architecture of the Novosibirsk City Hall, Alexey Kondratyev. Some of the houses may even have to be moved to new sites, since they cannot be built on the currently planned sites due to the terrain. At the same time, it is reported that apartments in 11 houses that have not yet begun to be built have already been sold.
Alexey Kondratyev also reported that the prosecutor’s office and the mayor’s office have begun the process of confiscating land plots from Discus on which construction has not yet begun and for which shares have not been collected for future living space.
TG channel of Alexey Mazur
Dzhulay responded to accusations of possible delays in the commissioning of houses.
“In four houses out of 16, the heating system is already being completed, the rest will begin in a few days and will be completed by the end of October: when the temperature outside is below zero, engineering and finishing work will be completed in the room.
Eight houses are ready for glazing, work is underway on ten, and two houses are awaiting delivery of double-glazed windows. Interior finishing is being carried out in 16 houses; Discus has not yet entered four; work is planned to start in the near future.”
I can `t get it. “Continent of Siberia” wrote with reference to Kondratiev that out of 16 houses, 11 have not even begun to be built (and in general, they may have to be moved to another site). It says here that finishing work is already underway. Who to believe?
Area 54
Builder and deputy of the Novosibirsk City Council Alexey Dzhulay, who is under investigation for fraud, said that he could commission the remaining 16 houses on the Plyushchikhinsky housing estate.
Concerns about the fact that the houses could be completed were voiced in the City Council. In the absence of Dzhulay himself, the head of the construction department, Alexey Kondratyev, said that only three of the 16 houses could be delivered. The remaining 13 are allegedly far from complete.
Alexey Dzhulay does not agree with such data. His company Discus is setting records this year and introducing the maximum number of houses in its history – 65 buildings with a total area of 415 thousand square meters. By the end of the year, July promises to commission the remaining 16 houses.
The head of Discus promises to transfer apartments to buyers without additional payments, although the cost of construction has increased multiple times due to the rise in prices for building materials.
I wonder how much this activity and generosity was facilitated by the criminal case against July?
