A month and a half has passed since the official annexation of four regions of Ukraine to Russia. But the process of entry is extremely slow – there are actually no de jure authorities there. Neither administrations, nor parliaments, nor courts have yet been registered with the Federal Tax Service. In the Unified Register of Legal Entities (EGRLE), there are not even local Ministry of Internal Affairs, prosecutor’s offices and courts.
One of the few departments that have been created on the territory of four regions is the department of the Federal Financial Monitoring Service. The FSFM is known for monitoring cases of money laundering obtained by criminal means, and also maintains a list of terrorists and extremists (it includes, for example, Alexey Navalny and Facebook owners). The new department of Rosfinmonitoring was registered in Donetsk, Ivan Anichkin became the head of the department there. Prior to that, he was deputy head of the department for Crimea and Sevastopol, for which he fell under the sanctions of Ukraine.
But a native of Krasnoyarsk, Honored Economist of Russia Yuri Chikhanchin, who has been the head of the Russian Federal Financial Monitoring Service for the past 15 years, is one of the few representatives of the Russian elite against whom Western sanctions have not been imposed. Undoubtedly, the top leadership of the country (primarily Vladimir Putin) trusts this man. Last year, the official turned 70 years old – the age limit for being in public office. But the head of state made an exception for Chikhanchin and extended his term of service by personal decree. The same thing happened this year.

Adashkin by that time was quite a successful entrepreneur. His most famous asset was LLC “Emelyanovskoye”, which owned an agricultural enterprise of the same name in the Krasnoyarsk Territory. First of all, the company is known by the brand “Emelyanovskoe milk”.
On November 25, 2016, Anatoly Adashkin died at the age of 75. After that, the owners of Emelyanovskoye LLC began to change. So, Yulia Chikhanchina, the full namesake of the daughter-in-law of the head of Rosfinmonitoring, took over a quarter of the company’s share. Interestingly, shortly after that, Yemelyanovskoye received the largest government contract in its history.
