The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office have completed an investigation into the criminal proceedings on suspicion of the mayor of Bila Tserkva, Kyiv region, Gennady Dykyi, of abusing UAH 8.7 million.

“NABU and SAPO have completed an investigation on suspicion of the current mayor of one of the settlements of the Kyiv region and his accomplice, the owner of real estate, in causing more than UAH 8.7 million in damage to the territorial community. On November 11, 2022, the case materials were opened to the defense side for review,” the department informs.
The actions of the mayor were qualified under Part 2 of Art. 364 (abuse of official position), Part 4, Art. 358 (forgery of documents or use of forged documents) of the Criminal Code of Ukraine, his accomplice – under Part 5 of Art. 27 (aiding), part 2, art. 364, part 4 of Art. 27 (incitement), Part 2 of Art. 358, part 4 of Art. 358 of the Criminal Code of Ukraine.

His guarantors were: people's deputy from the Servant of the People faction Valery Kolyukh; deputies of the Kyiv Regional Council Oleksandr Polyarush and Volodymyr Sabadash; Yaroslav Dobryansky, First Deputy Chairman of the Kyiv Regional Council, and Alexander Vdovichenko, former commander of the 72nd Separate Mechanized Brigade named after Cherny Zaporozhtsev.
Recall, NABU and SAPO reported the suspicion to the mayor of Belaya Tserkov Gennady Diky and one of the owners of the non-residential premises. As the investigation established, on August 30, 2018, at the plenary meeting of the 55th session of the Bila Tserkva City Council of the Kyiv region, the submission of Mayor Dykyi was considered, as a result of which a decision was made to purchase real estate. Thus, by this decision, the right to build an administrative and commercial complex was acquired in accordance with the architectural and planning assignment and the object of construction in progress with a total area of 4728.5 square meters.
The cost of this property, based on the results of the assessment, was determined at almost UAH 24 million At the same time, the previous owners, namely Pavel Khodakovsky and Natalya Sokirko, purchased this property from LLC T.R.K. Theatrical” for only UAH 4.5 million. The appraisal of the said real estate was carried out by the appraiser of Ukrekspertiza-Center LLC and has signs of overvaluation, since the appraiser used the comparative method and selected objects of comparison, which clearly do not correspond to the technical condition of the premises under study. By these actions, according to the investigation, the city budget of the White Church was damaged.
