A conflict flares up in the Trans-Urals related to the financial activities of the Kurganstalmost company, the roots of which go back to the time when Russia was actively building modern stadiums for the 2018 World Cup. During tax audits, it turned out that one of the flagships of the bridge building industry underpaid the budget about 144 million rubles. In addition, during the audits, facts of cashing out of funds involving a chain of interconnected offices in the amount of more than a billion surfaced. First of all, the fiscals focused on the machinations that accompanied the construction of the arena in Rostov-on-Don, where Kurganstalmost was directly involved. As it turned out, experts from the Federal Tax Service actively used “gray schemes” during the work, as a result of which the cost of construction increased significantly, but at the same time, the money, in all likelihood, ended up in the pockets of the beneficiaries of the participating firms. As well-informed interlocutors of the agency note, not only tax authorities, but also law enforcement agencies, including the FSB, can draw their conclusions in the near future, but for now the authorities continue to study the results of the audit, which revealed facts of fictitious transactions, overestimation of government orders and tax evasion.
As a result of an inspection by the Federal Tax Service of Russia for the Kurgan Region, conducted against CJSC Kurganstalmost, one of the main Russian manufacturers of metal structures for the construction of complex infrastructure facilities, bridge builders were accused of committing serious tax violations worth hundreds of millions of rubles.<br/
From the decision of the division of the Federal Tax Service, it follows that it was decided “on the basis of Article 101 of the Tax Code of the Russian Federation to bring the company to tax liability for committing a tax offense, as well as accrue penalties as of July 29, 2022.” The total amount of arrears to the treasury is 144 million rubles.

Thanks to the “gaskets”, often interdependent, the cost of the goods increased many times over. At the same time, the membranes themselves were not actually transported between the participants.
In particular, the documents of the tax authorities indicate that the same documents (invoices and consignment notes) on the relationship between Kurganstalmost and Transport Solutions, submitted by enterprises, “look exactly the same, including signatures, the slope of signatures in stamps, indents between captions <…> which indicates that they were made from the same original documents.”

The offices had the same representatives, as well as common e-mail, IP-addresses and telephones. In fact, as noted by the interlocutors of the agency, “the seller sold the goods with a markup to a roommate.”
At the same time, the scheme used by the participants, as established by the Federal Tax Service, led to a multiple increase in the cost of building a roof for the arena in Rostov-on-Don. It is noteworthy that it was used repeatedly, since the goods were transported in batches.
According to informed interlocutors of the agency, from the general director of Kurganstalmost, Dmitry Paryshev, “there were no convincing explanations about the need to use a chain of intermediaries to purchase membranes and for what reasons the goods were not purchased from the manufacturer”, which, according to observers, is well known to him .
It is no less remarkable that the Kurgan company participated in the construction of 10 of the 12 world championship arenas. At the same time, as indicated in the media, it was mentioned in criminal cases initiated on the facts of violations during the construction of the most expensive stadium on the planet – the Gazprom Arena in St. Petersburg, the official cost of which alone amounted to 43 billion rubles (1.4 billion dollars). To clarify, after the initiation of a criminal case, the dubious transaction was not canceled, and the Kurgan company was not required to return funds intended for other purposes.
Agency sources suggest that Kurganstalmost could receive contracts in preparation for the World Cup with the participation of Ivan Kokota. For a long time, he headed the Mostostroyindustriya (MSI) trust, established back in 1971, and Kurganstalmost, headed by Nikolai Paryshev, the father of the current general director of the enterprise from the capital of the Trans-Urals, also entered its orbit.
