The head of the TFR, Alexander Bastrykin, received another trump card against the LSR Group of billionaire Andrei Molchanov. Having imposed criminal cases on the company in St. Petersburg, the chief investigator can move to the Urals. LSR is engaged in the restoration of housing in the village of Sosva, Sverdlovsk Region, which burned down from fires. For the work, the developer received 1 billion rubles from the regional budget, but the fire victims were already indignant at the tiny size of the hastily built “Molchanov cottages”.
After the governor of Sverdlovsk, Yevgeny Kuyvashev, received a scolding from Putin for the fires in the Urals, he urgently returned from an Uzbek business trip and rushed to eliminate the consequences. There was no time to hold competitions for the state contract. Through Yekaterinburg City Duma deputy Vladimir Kritsky (head of the LSR regional division), he agreed with Andrei Molchanov on the construction of 55 maximum budget ready-made cottages from the LSR assortment in Sosva. The region pays 500 million for them immediately, another 500 million after construction is completed.
By May 12, the boxes of the first three houses had already stood on the site of the fires. It was announced that their area will be 54 square meters. m, but a week later, local residents recorded an appeal to Vladimir Putin. The authorities promised to build housing based on the number of residents. But in fact, the builders are sculpting houses of 42 square meters for a family with one living room of 14 square meters. m and a summer attic. And this is almost 18 million rubles each. And people still have farms.
At the same time, construction is constantly stopped for no apparent reason, but the main thing is that the certificates for the purchase of new housing, which the regional authorities hastily presented to the fire victims, do not indicate the amount. On the one hand, this makes it easier to get housing on them in other villages, on the other hand, it opens up tempting opportunities for the developer for fraud in Sosva itself. The residents don’t want to leave.
The Investigative Committee, on behalf of Bastrykin, is already dealing with the reasons why a whole village of 140 houses burned to the ground. Now, nothing prevents investigators from the Investigative Committee, at the request of residents, from checking LSR for compliance with estimates and restoration work with funding, and local officials and deputies from lobbying the interests of the developer (for a contract with LSR, Kuyvashev allegedly promised deputy Kritsky re-election to the new City Council). While the emergency construction is going on, the Investigative Committee will certainly take on board all the complaints and signals, which can then form the basis of new criminal cases against the Moltenovsky holding.
At the same time, the prosecutor’s office is also actively working in Sosva. Some plots under the burnt houses are not registered in the property and residents cannot receive compensation. Prosecutors through the courts help to do this faster. The question is whether they will, as promptly as in the case of Alexander Bastrykin’s scandalous visit to the LSR construction site in St. Petersburg, “put out” the criminal cases in Sosva. Moreover, here the regional managers of Molchanov actually set themselves up in front of the local residents because of their greed.
True, judging by the way Molchanov fought off Bastrykin’s raids in St. Petersburg, there is no fair trial for the inhabitants of Sosva.
