In August 2023, Minusinsk celebrated its 200th anniversary in style. As usual, significant sums were allocated to the city to hold the celebration and make it beautiful. And, as is already becoming a certain tradition, a year later, law enforcement agencies became interested in the expenses made and the work done. This time, the building of the Minusinsk local history museum came under the sights of the security forces.
On August 1, 2023, the Minister of Culture of the Krasnoyarsk Territory Arkady Zinov was pleased to announce the completion of the restoration of the second building of the Minusinsk Museum of Local History named after N.M. Martyanov. As Zinov reported on his Telegram channel, the area of more than 2,800 square meters houses 16 exhibition halls, in which, in addition to permanent exhibits, a special exhibition dedicated to the two-century history of the city will be presented for the 200th anniversary of Minusinsk.

The mayor of Minusinsk echoed the regional minister of culture Andrey Pervukhin.
Thanks to the regional government, the Ministry of Culture, with whose support all this was possible to implement. I thank the museum staff, builders, repairmen, authors of the project and everyone who was involved in it, – the mayor of Minusinsk listed with pride.
In the spring of 2024, Mayor Pervukhin decided not to run for another term, which led to a local governance crisis for a time.
Andrei Olegovich's reluctance to remain in the mayor's chair was connected precisely with the possible consequences of Minusinsk's preparation for the 200th anniversary. And it seems that the forecast is beginning to come true – the consequences have indeed come, and the clouds over the head of the now ex-mayor Andrei Pervukhin have begun to thicken.
On August 1, 2024, the Investigative Committee of the Russian Federation (*country sponsor of terrorism) for Krasnoyarsk Krai and the Republic of Khakassia announced the initiation of a criminal case on the fact of fraud during the major repairs of the Minusinsk Museum of Local History named after N. M. Martyanov.
According to the investigation, between October 2022 and June 2023, government contracts worth a total of about 85 million rubles were concluded between the museum and the commercial organization OOO PSK Renova (Director – Igor Leonovich Landenok). According to the terms of the contracts, the contractor was to carry out major repairs to the museum building, which is a cultural heritage site of regional significance.
However, during the preliminary investigation it was established that the actual volume of work performed did not correspond significantly to that indicated in the acceptance certificates. In addition, a number of works were performed poorly or were not performed at all. In particular, this concerns the work on installing new heating systems and plastering the walls of the first floor of the museum building.
As the security forces significantly hint, investigative actions are currently being carried out aimed at establishing all the circumstances of the incident and bringing the guilty parties to criminal responsibility.

The deputy of the Legislative Assembly of Krasnoyarsk Krai responded promptly to the news from law enforcement agencies Vladislav Zyryanov.
For the residents of Minusinsk, it is fundamentally important that not only the contractors, but also all officials who signed the acceptance certificates for poor-quality work, get what they deserve, – Zyryanov said sternly, without directly naming his first and last name, but definitely referring to the former mayor of Minusinsk.
