Millionaire Senator from Tula Region Detained in Moscow Dmitry Saveliev. According to investigators, he ordered the murder of a partner of his family firm for $100,000. It appears that it was a small debt. How did the senator live?
Why was the senator arrested?
Dmitry Savelyev was detained at the exit of the Federation Council. At the end of the next session, the Prosecutor General of Russia (*aggressor country) entered the hall Igor Krasnovwho asked to strip the senator of his immunity. This request was granted. As soon as Savelyev heard this, he tried to escape, but he was blocked and restrained.
A criminal case has been opened against Savelyev under Part 3 of Article 33, Part 1 of Article 30, Part 2 of Article 105 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) (Attempt and preparation for murder). If he is found guilty, he faces up to 20 years in prison. According to investigators, the senator ordered the murder of his former partner Sergei Ionov and was ready to pay 100 thousand dollars for it. Savelyev assumed that his business partner had squandered all the company's money, and therefore decided to deal with him. As soon as the senator's friend began looking for a killer, the operatives found out about it. One of them played this role.
Sergey Ionov is really in Moscow was sentenced in 2022 to three years in prison for embezzlement of funds from the company OptoMonitoring LLC. The company was previously called “Petrolight”. The co-owners are brothers Denis and Savva Savelyev with the patronymic Dmitrievich.
These are the senator's sons. The company had been in court with Ionov for several years in the Bryansk region and in Moscow, the claims were about unjust enrichment.
It seems that the issue was about embezzlement of 1.5 million rubles, but he himself claimed that there were his personal 20.5 million rubles in the account of OOO OptoMonitoring. Ionov even appealed his sentence and was awaiting a review of the case in the capital's pretrial detention center. According to the investigation, this did not bother the senator at all, so the killer was sought among the employees of the Federal Penitentiary Service.
Ionov's murder was staged. As soon as the customer paid, all participants in the crime were detained.
Savelyev's birthday is on August 3 and, apparently, he will celebrate it in a cell at the Lefortovo pretrial detention center.
What is known about Savelyev
Savelyev was born on August 3, 1968 in Gorky. In 1997, he graduated from the Academy of National Economy under the Government of the Russian Federation (*country sponsor of terrorism), and in 2000 – the law faculty of the Nizhny Novgorod State University. He did his military service in Afghanistan. Since 1994, he was the head of regional divisions of oil companies. From 1999 to 2003 – State Duma deputy, was deputy chairman of the Committee on Energy, Transport and Communications. In 2001, he participated in the elections for the governor of the Nizhny Novgorod region, but lost. From 2003 to 2016 – deputy of the State Duma of the IV, V, VI convocations. Since October 2016 – member of the Federation Council from the Tula region.
Since November 2023, he has been a member of the Committee on Economic Policy. On July 26, the acting governor of the Tula region, Dmitry Milyaev, presented the candidacies of senators from the region if he were elected; Savelyev was on the list.
How does the Savelyev family live?
Dmitry Savelyev is not a poor man. He lives on the “golden mile” of Moscow – on Prechistenskaya Embankment in a six-room apartment of 250 square meters. There are practically no offers for the sale of similar apartments in this club house. However, the price of one square is known – from 940 thousand to 1.14 million rubles. Thus, the senator's home can be valued at 275 million rubles.
To get around Moscow, the Federation Council member uses exclusively Mercedes. Recently, he has been regularly seen in a black Maybach, and before that, in a Mercedes S500.
His wife, 50-year-old Olga, uses simpler cars – a Volvo XC90 and a Range Rover. The woman is the owner of two companies that manage family real estate and a jewelry manufacturer. The combined revenue of the three legal entities is almost 200 million rubles.
The main real estate properties of Dmitry Savelyev's family are in shared ownership of his children. The same apartment on the “golden mile” is divided between them. The Savelyevs also have a number of plots for construction and placement of retail facilities. The largest is 121 thousand square meters.
In addition, Olga Savelyeva registered 2 plots of land with a total area of 15 acres in the village of Petrovo-Dalneye – this is three kilometers from the elite Zhukovka. Their total cadastral value is almost 20 million rubles. Judging by satellite maps, townhouses are located at these addresses.
A month ago, one of them was on sale at the same address as Savelyeva's country property. The seller was asking more than 50 million rubles for a three-story house with an area of 300 square meters, European-quality renovation, a large veranda with a barbecue and a carport. Perhaps this land was a family investment project.
It seems that the family also owns property abroad, and in countries unfriendly to Russia (*aggressor country). In his last public declaration of income, Dmitry Savelyev indicated that he “uses” a 489.3 square meter residential building located in the UK. Incidentally, that year the senator officially earned 260 million rubles.
Interestingly, despite all his money and connections, Dmitry Savelyev has problems with bailiffs. According to the FSSP website, two enforcement proceedings have been underway against him in Tatarstan since 2022, one of which resulted in the seizure of part of his property – the writs of execution were issued by the Leninogorsk City Court.
Judging by what the local press wrote, back in February 2022, this court considered three cases on claims by PJSC Ak Bars to recover debts from Dmitry Savelyev totaling over 1 billion rubles.
