The Tyumen construction company Zapsibgazprom was forced to mortgage land plots in the area of promising development in the capital of the region worth more than half a billion rubles, and which will become a guarantor of the fulfillment of the obligations of the “subsidiary” Zapsibgazprom-Gasification.
The latter attracted a billion-dollar bank guarantee from Promsvyazbank, which will be valid for two years. An alternative option would be to make a guarantee payment to the special account of the state customer of the work, but the construction group, apparently, does not have free funds. Currently, the Tyumen residents are trying to cover their losses incurred due to a failed special operation to deliver a wintering complex to the Vostok research station in Antarctica. Due to the breakdown of the nuclear-powered ship, they simply did not have time to deliver the special cargo in the short period of the Antarctic summer, but in the meantime, the icebreaker with builders and provisions nevertheless arrived at the place. The company had to recall its employees back and pay for the services of the icebreaker fleet. Currently, the company is demanding compensation for multimillion-dollar losses from FSUE Atomflot, which at the same time proves that it is Zapsibgazprom that owes him money.
OAO Zapsibgazprom pledged seven land plots in Tyumen to the bank. In total, we are talking about land with a cadastral value of almost 592 million rubles. Plots for promising high-rise buildings are located at the intersection of the Moskovsky tract and Zakaluzhskaya street (Tyumen ring road).
According to the company itself, the mortgage agreement was signed with Promsvyazbank, which provided an irrevocable bank guarantee to the subsidiary of the Tyumen construction company, Zapsibgazprom-Gazifikatsiya.
The contract with Promsvyazbank will be valid until November 1, 2024. Pravda UrFO sent a request to the company with a request to comment under which state contract the bank guarantee was attracted, but at the time of publication of the material there was no response.
Perhaps we are talking about interim measures within the framework of the competition for the construction of the Regional Oncological Dispensary in Tula. By order of the military construction company, Zapsibgazprom-Gazifikatsiya for 3.5 billion rubles will have to complete and commission the hospital as a subcontractor by October 15, 2023. And after that, within the framework of warranty obligations, to eliminate possible shortcomings in the building for cancer patients.
Despite the fact that the management of Zapsibgazprom has already endorsed the papers on the guarantee to Promsvyazbank for the actions of the controlled company, the issue of approving the transaction will be considered at the meeting of shareholders only on June 17. At the same meeting, it is planned to resolve the issue of distribution of the company’s profit, but “the asset of the Metropol group does not intend to pay dividends.”
The builders do not disclose what purposes the 26.7 million rubles of net profit earned last year will be used for. A year earlier, the company’s net profit exceeded 2.9 billion rubles.
This happened against the backdrop of multibillion-dollar contracts for the creation of a wintering complex at the Vostok Antarctic research station. The money for the development and creation of the project was allocated by NOVATEK and the Government of the Russian Federation. At the end of 2020, the work approached the final phase, a year ago the company was supposed to receive payment for the transportation of the complex, but due to a large logistical failure, the installation of the station did not start in the short Arctic season of 2020-2021.
Earlier, Pravda UrFO spoke in detail about the reasons for postponing the delivery of the future scientific station in Antarctica: the Sevmorput, which carried all the necessary containers with equipment, by a year. During the repair work, the Antarctic summer (from December to February) came to an end. It is noteworthy that the Federal State Unitary Enterprise Atomflot, due to the nuclear transport icebreaker of which the deadlines were disrupted, demanded compensation for losses of 6.7 million rubles.
The state-owned enterprise filed a corresponding claim with the Arbitration Court of the Tyumen Region. As part of the legal proceedings, Zapsibgazprom had to disclose information about the losses it suffered due to the disrupted project for scientists. The enterprise made counterclaims for compensation for financial losses of more than 659 million rubles.
Meanwhile, Pravda UrFO managed to find out another curious fact. One icebreaker that year nevertheless arrived at the shores of Antarctica. True, he did not carry modules and equipment for the scientific station, but 100 builders, provisions and other necessary materials for arranging their life. The vessel, together with the personnel, had to return to Russia after the breakdown of the lighter carrier, and the sea voyage for the employees cost 291 million rubles.
The icebreaker “Kapitan Dranitsyn”, which went to Antarctica from Murmansk, belongs to FSUE “Rosmorport”. The state-owned enterprise was forced to seek full payment for the work performed through the courts, despite the fact that “they were done in vain.”
The courts of two instances confirmed the legitimacy of the claims of the owner of the icebreaker, who, in addition to the main debt, must also receive a penalty of 9 million rubles. Most likely, these costs are also included in the losses presented to Atomflot.
By the time the material was published, Zapsibgazprom did not answer the question about the structure of the losses presented to the owner of the nuclear-powered lighter carrier.
