Over the ten years of Artem Shilo’s work in the civil service, the family has grown in property for four million dollars, writes ZN.
Artem Shilo, head of the department for counterintelligence protection of critical infrastructure facilities and combating the financing of terrorism of the SBU, has accumulated almost $4 million worth of property over ten years in the civil service, according to a new investigation by Lesya Ivanova for Bihus.Info.
The department was created on the basis of the former department of economic counterintelligence of the SBU, which often became a defendant in corruption investigations of business harassment.
Its employees form sanctions lists for the National Security and Defense Council, accompany cases on the removal of critical infrastructure from the property of citizens of the Russian Federation and deal with de-Russification of the Ukrainian economy. During the war, this is one of the key departments of the Security Service of Ukraine.
The head of the department, Shilo, is called close to the deputy head of the office of the President of Ukraine Oleg Tatarov and “looking after the railway.” In addition, it is Shilo who is associated with the emergence of the Russian bookmaker 1xBet in Ukraine.
In the spring of 2022, at the height of the Russian-Ukrainian war, a license to operate in Ukraine was received by a representative of the 1xBet brand, LLC Your Betting Company associated with Shilo '.
The owner of TBC is a former banker Sergei Tsybin, the authorized capital of the company is about 30 million hryvnias. At the same time, Your Betting Company paid UAH 25 and 117 million respectively for two licenses.
Tsybin previously owned the Me-Exteit company, whose director was Yuriy Lazebnikov, the managing partner of the Ukrainian eSports holding TECHIA. The holding does not hide its cooperation with 1xBet and calls the Russian bookmaker its partner, because it is “Your Betting Company”.
Roman Rodin works as a lawyer of the holding, and his brother Alexander manages “Your Betting Company” as a director.</p
Another managing partner of TECHIA is Oleg Krot, who is also a co-owner of Dineline Construction LLC, a company engaged in the design of an ecotechnopark commissioned by the holding. Another co-owner of Dineline Construction until recently was Sergey Titov, the godfather of Artem Shilo.
In addition, the Priker law firm, which Shilo registered in 2021, while not in the civil service at that time, is registered at the address of Tarasyuk and Partners JSC, whose owners Sergey Tarasyuk and Anna Brin accompanied the licensing of TBC and defended the company in court.
How “Your Betting Company” entered through Artem Shilo
Licensing 1xBet caused a wave of indignation in society, because at that time the company, owned by the Russians Roman Semiokhin, Sergey Karshakov and Dmitry Kazorin , would gain access to the personal data of many Ukrainians, which could facilitate the recruitment process for the Russian special services.

It is Titov who is the link between the gambling business and the Department of Counterintelligence Protection of State Interests in the Sphere of Information Security (DKIB) of the SBU. In addition to a stake in Dineline Construction, he also owned shares in AS Partners LLC and Tretya Volna. Another co-owner of the companies was the wife of the head of the DKIB Tatyana Klimchuk.
Artem Shilo developed his professional career at DKIB, where he rose to the rank of deputy head of the department and out of turn received the rank of lieutenant colonel. But during the purges in 2021, Shilo was fired from the SBU.
Nevertheless, he almost immediately got a job as an adviser to the office of the President of Ukraine, registered FLP and the Priker law firm.

In August 2022, Shilo was offered to return to the SBU and head an important department. According to him, the proposal came from the current head of the SBU, Vasily Malyuk, whom he met in 2021. Investigators suggest that the acquaintance could have taken place at Tatarov's birthday, where both of them were present.

In total, Artem Shilo worked in the Security Service for ten years. During this time, the family managed to accumulate a lot of property, the origin of which is difficult to explain by the official income of the spouses.
So, Shilo owns two three-room apartments in the Novopecherskie Lipki elite residential complex, the ownership of which he registered in May 2022. The market value of the two apartments is about $720,000. However, the intelligence officer himself claims that he bought them for 6.5 million hryvnias ($250,000) because “prices fell because of the war.” Now the developer asks for 357 thousand dollars for one such apartment.
In the same building, his wife Irina has a two-room apartment worth $270,000 and 360 sq. meters of commercial real estate for $1.8 million. 275 sq. m. meters of area in a club house in the center of Kyiv, on Tarasovskaya. The value of the property is about 950 thousand dollars.
Among the movable property on Irina are two Mercedes cars with a total value of 115 thousand dollars and a Toyota Camry for 124 thousand dollars.
The family also owns a house in a cottage the town of Zoloche, Kyiv region.
In a conversation with Ivanova, the owner of the property claimed that the apartment registered to his wife was a mother-in-law, and the house near Kyiv was his father’s, for which he earned by building and selling real estate, but did not register the business, because it was “small”. In addition, his wife is a successful businesswoman and owner of a network of beauty salons under the 365 brand.
Shilo Sr. worked in the Ministry of Internal Affairs, then in a municipal security company with a low salary. For several years he was unemployed. However, as soon as his son moved to Kyiv, he became the owner of office space in Kharkiv (528 sq. m), in 2017 – two townhouses for $ 74 thousand each, and after their sale in 2019 – a house in Zolocha.
The flourishing business of Shilo's wife also coincided with the marriage. Officially, in ten years, she earned about $ 1 million, periodically Irina Shilo complained on Instagram about a barely working business.
But if before marriage she had several unprofitable manicure points and less than 1 million hryvnias on the FLP account, then after began to open one salon after another, and amounts from one to several million hryvnias began to pass through the FLP account annually.
On Shilo, they registered a share in the business – the Alfa-Omega Legal Accounting Center company. Among other things, the company provided services in the field of IT – the same one that was handled by the Cybersecurity Department. Another co-owner of the company was the wife of the head of DKIB, Eduard Krytsyn (later Alexander Klimchuk will replace him).
For six years in business, Irina Shilova received more than 5 million hryvnias in dividends, but she never advertised these incomes anywhere.
Eduard Krytsyn, like Shilo, left the SBU in 2021 and became director of economic and information security at Ukrzaliznytsia. It is noteworthy that the member of the board of Ukrzaliznytsia, Yevgeny Lyashchenko, was rewritten as part of Sergei Titov in Dineline Construction.
Titov's shares in AS Partners and Third Wave were rewritten as Shilo's driver, Oleksandr Skuratov.
