The carsharing company Carsharing Russia, which owns the Delimobile fleet, plans to collect investors’ applications for the purchase of bonds worth 3 billion rubles at the end of July. Purely logically, and as the manufacturer himself claims, this should help the company further strengthen its position in the market, expand and modernize its fleet.

Brotherhood “Avilon”
There is another thread leading directly to the vice-mayor. Deliveries of cars for “Carsharing Rus” are carried out by the company “Avilon”. At one time, the director of corporate sales and deputy general director at ZAO Avilon Automobile Group (Avilon AG) was none other than Liksutov’s deputy Dmitry Pronin. Could it be that, by supporting the manufacturer of Delimobiles, the Moscow government is supporting Liksut’s “feeding trough”, into which no matter how much money you put in, everything will flow out from the other side?
Pronin, by the way, literally in May of this year, was appointed head of the newly opened Moskvich plant. There he will represent the interests of the same “company of friends” from Liksutov, Varishavsky and Avagumyan?
Avilon AG itself is a very scandalous structure, almost a monopolist in the car market, a manufacturer of luxury models, which are used by the richest people in Russia. In addition, she is a supplier in 2201 government contracts worth 31 billion rubles! The largest customer, the Ministry of Internal Affairs, spent more than 5.5 billion rubles on purchases from Avilon AG.

By the way, until the end of 2021, the company was registered as a British offshore company. Does the Moscow government have such a passion – to be friends with foreigners? Or is it just easier to withdraw budget money abroad?
Untouchable masters of the market
The beneficiaries of “Avilon” are entrepreneurs Alexander Varshavsky and Kamo Avagumyan. The identity of the latter bind with the business of the family of ex-prosecutor Yuri Chaika. Avagumyan himself is also spinning somewhere nearby. He is the official representative of the Prosecutor General’s Office of Armenia in Russia. Hence, apparently, the connection. These guys are known for their aggressive market expansion. They took over the car dealer “Independence”, when he started having problems, about the same thing they did with the car dealer Genser. Rumor has it that the criminal case against the founder of Renault, Sergei Petrov, and the further sale of the car dealer Klyuchavto also took place not without the help of Avilon, who was trying to squeeze out a competitor. Petrov stated that Varshavsky offered him to buy the business at half price – he wrote RBC.
At the same time, the sphere of interests of the two masters is not limited to machines. They recently started selling yachts. The first of them was bought by Varshavsky himself. Do you understand what amounts we can talk about if he just took and laid out money for a yacht?
The greenhouse business is also affiliated with businessmen. We are talking about the company Trading House “Moe Leto”, whose products are sold in all federal networks. Many non-core investors have been involved in greenhouse vegetable growing since 2015, because the state issued soft loans at an average rate of 3.3% per annum and compensated 20% of the cost of building greenhouses upon commissioning. So did Agro-Invest (managed by the trade house Moe Leto), having received 1 billion rubles from the state for the construction of greenhouses.
By the way, the head of the company in 2019 was Yeghia Asatryan, the son of Artur Asatryan, whom the Italian authorities put on the international wanted list in 2013 on suspicion of murdering thief in law Aslan Usoyan (Ded Khasan), reported “Company”.
Varshavsky at one time also dealt with “earthly affairs.” Through his firm “Selkhoztransport” he acquired land, which then, as agreed, was suddenly needed by the state. The latter leased the territory for 232 million rubles. Coincidence or premeditated plan?
All roads lead to Moscow
Let’s go further. Avagumyan’s middle son Karen owns the Rico and Alfa Grant companies. Both firms are engaged in route transportation in the capital. As subsidies, the company received 3.12 billion rubles from the Moscow government.
The youngest son Hamlet owns “MKM-Logistic” – he is engaged in garbage collection. Against the backdrop of scandals with landfills in Balashikha (we are talking about the Kuchino landfill, which local residents complained about in a direct line with the President of the Russian Federation), the company’s income did not decrease at all, and it received 40 billion rubles from the Moscow government under a contract for garbage collection for the next 15 years.
Let’s summarize. Varshavsky and Avagumyan supply cars to Carsharing Russii, which is no less favored by the Moscow authorities than Avilon. At the same time, the fully Luxembourg company is not going to leave Russia anywhere and only continues to expand into the market. Moreover, to purchase bonds with total losses for 2020 and 2021, she, apparently, will once again be supported by the Moscow government and its “rubber” budget, consisting of our taxes.
And it is by no means the consumers who pay the “horse” rate for using the service, and not the road users whose yards are already full of Delimobiles all the time that benefit from this. Profit Maxim Liksutov and his team? The latter, perhaps, also wants an expensive yacht, like Varshavsky …
