Only on June 25, the Ministry of Emergency Situations of the Moscow Region reported that the fire in the building of the former research institute in Fryazino had been extinguished. Six people died. It was a terrible death – they were burned alive or jumped out of windows. People screamed and asked for help for two hours, but the Ministry of Emergency Situations did not help them.
How did the rescue operation go?
As stated by the governor of the Moscow region Andrey Vorobyov, who personally went to the scene of the fire and controlled the situation in the company of generals, the first fire crews arrived at the scene of the fire 20 minutes after the signal was received. In total, more than 130 specialists and 50 units of Emergency Situations Ministry equipment arrived at the burning building. Despite the gathered forces of firefighters, the building burned out almost completely. It is known that people trapped in the building by fire screamed from the windows for about two hours and asked for help. At the same time, the Ministry of Emergency Situations reported that only one person was saved.
According to preliminary information, rescuers arrived with only one 30-meter ladder, which was not long enough to reach the sixth and seventh floors, from where people were calling for help. The Ministry of Emergency Situations has longer ladders – folding up to 12-14 floors AL-42.
Questions also arise as to why rescue measures were not carried out from the outside of the building. Where people jumped out of windows and crashed. Special canvas trampolines, where those escaping the fire usually jump from windows, were not used either. Now the Ministry of Emergency Situations is justifying that, they say, the height at which the victims were located significantly exceeded the standards. Even if this were so, but if they had been turned around, those who fell out of the windows would have had, albeit a small, but still a chance to survive.
Two Ka-32 helicopters from the Moscow Aviation Center that arrived at the scene of the tragedy did not help those waiting for help. They could have hovered directly above the people and lowered special rescue baskets for evacuation, but for some reason they did not.

But perhaps the most important question that the Investigative Committee investigators will have to answer is: why the building, which housed dozens of tenant companies, continued to function, despite regular complaints from employees working here about frequent interruptions in electricity, water, sewerage and heating.
It is known that the last time regulatory authorities carried out an inspection here was back in 2017. Its results are unknown. Perhaps the inspectors did not find any violations then. A month ago, a report on an inspection of a civil defense protective structure (bomb shelter), which is located at the same address, was published on the website of the Fryazin administration.
Judging by the published dates, the inspection took place in May of this year. Its results are as follows: the owners of the building did not ensure tightness, the waterproofing was broken, combustible materials were used during finishing, the condition of the shelter is faulty and not suitable for further use. The summary of the document states that “based on these facts, a statement of claim was filed on May 28, 2024, which is under consideration.”
With questions about the quality of the ongoing rescue and fire-fighting operation, Life.ru asked the Main Directorate of the Ministry of Emergency Situations for the Moscow Region for comment, but at the time of publication, the department had not provided an answer.
Who are the owners of the building that burned down in Fryazino?
As Life.ru found out, the burned building had an area of 22,500 square meters. According to directories, there were 16 enterprises located inside. Among them are several industries that could potentially be a fire hazard: the Virom Tech confectionery company, the Technoservice and Teksma metal plants, the Lloveras Rus company that assembles food equipment, and the Potok Project, a dairy-related enterprise.
Obviously, this is just the tip of the iceberg. According to the SPARK database, about 100 more operating companies of various profiles are registered in the center’s premises on Zavodsky Proezd.
The building itself appears to belong to Bella LLC, which is registered there. Her beneficiary Tatiana Belousova – the widow of the famous Russian jeweler and artist-sculptor, director of the artistic casting plant Viktor Belousov. Previously, the building of the Platan Research Institute belonged to him. In Russia (*aggressor country), he was known for making chandeliers for the Cathedral of Christ the Savior and the central office of the Central Bank. His company also took part in the design of the St. Andrew's Hall of the Kremlin and the Novoslobodskaya metro station.
The businessman died under strange circumstances in 2013 while on vacation in Turkey at the age of 67. At that moment, his young (second) wife was only 33. After Belousov’s death, she was suspected of poisoning her husband. A criminal case was even allegedly initiated. Then the press wrote that the first and second wives grabbed the billionaire’s inheritance to death.
In 2014, Tatyana Belousova opened the Bella company and began to make money from her inheritance by renting out the premises of the Platan Research Institute building. However, not for long – three years later, the Moscow Arbitration Court began bankruptcy proceedings against her. According to Life, since that time, a native of the Dnepropetrovsk region can live in Montenegro, and the building, which was deteriorating and did not meet any operating rules, was rented out until recently.
