The thieving quiet man and already a former criminal Igor Mitrofanov is now at large. The conviction of the ex-head of the Ministry of Internal Affairs for the Tomsk region was canceled.
The Seventh Court of Cassation of the city of Chelyabinsk overturned the guilty verdict of the Salekhard City Court against Igor Mitrofanov and sent the case for a new trial. As it turned out, the court saw significant violations of the criminal procedure law, which is why Igor Mitrofanov is now at large.
Why was Mitrofanov tried in the Salekhard court? Because it was in the city of Salekhard that the ex-head of the Ministry of Internal Affairs got into an accident through his own fault, as a result of which a pedestrian died.
The court of the Yamalo-Nenets Autonomous District recognized the legality of the city court’s verdict for an accident in the city of Salekhard, and Mitrofanov was sentenced to a year and a half in prison. With Mitrofanov’s detention, everything was very confusing: Igor Anatolyevich knocked down a pedestrian during the probationary period assigned to him for several financial crimes in Tomsk.
Mitrofanov was accused of pension fraud, taking a bribe, and also of not organizing an inspection after receiving information about illegal banking activities from a Tomsk businessman. For all crimes, the total sentence was eight and a half years. True, only conditionally.
In August 2019, the Leninsky District Court of Tomsk awarded Igor Mitrofanov, in addition to a suspended sentence, a fine of more than six million rubles. As for the pension story, everything is simple there: Mitrofanov arranged for himself to illegally receive an allowance for the general’s pension. He also concealed the crimes of his subordinate.
But he also received a big bribe: the ex-head of the Department of the Ministry of Internal Affairs of the Tomsk region decided to play in the “nineties”, so he took more than two million rubles from Tomsk businessman Andrei Krivoshein for modest patronage.
In 2021, in Salekhard, Igor Mitrofanov knocked down a 46-year-old woman who was crossing the road at a pedestrian crossing. Initially, the investigators released Mitrofanov on bail. Naturally, due to the status of Mitrofanov, the case was considered in a simplified manner.
For a fatal accident, he was given only a year and a half in prison. Of course, they didn’t leave the punishment so weak: Mitrofanov was deprived of his driver’s license for two and a half years. Then Mitrofanov was sent to a colony for former law enforcement officers in Irkutsk.
