Next month, Russian citizens are waiting for several important innovations. They will affect pensioners, IT people, football fans, as well as drivers and those who plan to go on vacation in the summer.
Increase in pensions
From June 1, pensioners who left their jobs in February 2022 will receive increased pensions. In this case, citizens expect an increase corresponding to all missed indexations. In June, increased payments for March, April and May will come. No additional applications are required to be submitted, everything happens automatically.
Also from June 1, payments to pensioners who celebrated their 80th anniversary in May will be increased. For them, the payment to the old-age insurance pension is doubled. In 2022, its size will be 13,128 rubles 62 kopecks. Applications to the FIU are also not required. The increase applies only to those who receive an old-age insurance pension.
The procedure for calculating survivors’ pensions will also change. Previously, the right to payments for orphans disappeared after reaching the age of majority. From June 2022, they will be able to receive a pension until September 1, and upon admission to study, payments will continue until the age of 23 or until they graduate from a university or college.
Fan ID for Russian fans
The resonant law, which provides for the admission of fans to stadiums with a personalized card, comes into force on June 1, 2022. This document can be issued at public services – it may be needed to attend various competitions, including football matches.
The FAN ID will contain identification information and a history of the citizen’s behavior at sporting events. If a person has previously registered as a disturber of public order at the stadium, he may be denied a Fan ID.
Fan passports have already been introduced in a number of countries, and in Russia they were used during the home 2018 FIFA World Cup. Legislators believe that the introduction of Fan ID will simplify the scheme for buying tickets for sporting events, as well as identifying possible violators of the order.
The bill drew sharp criticism from fan associations. Football fans reacted to the innovation by boycotting matches in protest against the introduction of Fan ID. At the moment, fans of 15 Russian Premier League clubs have joined him.
Relaxation of restrictions for investors
The Central Bank of Russia decided to cancel the current ban on short sales of securities, which was introduced on February 24, from June 1. The restriction, as representatives of the regulator explained, was due to ensuring the protection of the rights and interests of investors in the financial markets, as well as reducing financial risks and limiting increased volatility. The ban is lifted in order to raise the liquidity of trading. In addition, according to the Central Bank, the return of short sales became possible due to a decrease in volatility in the financial markets.
The Central Bank has reduced the amount of “leverage” (borrowed funds) available to a broker to provide to a client in order to make unsecured transactions with financial products. The corresponding measure has been taken to protect customers and is valid from June 1 to December 31.
Also, the Central Bank will allow the purchase of foreign currency, the ban on which was introduced on February 27.
IT mortgage
From June 1, Russia is launching a program for issuing preferential mortgage loans to representatives of the IT industry. In the near future, the Ministry of Digital Development will transfer to the operator of the preferential mortgage program a list of accredited IT companies whose employees can count on a loan on favorable terms. In 2022, the Cabinet of Ministers will allocate 1.5 billion rubles from the reserve fund to subsidize mortgages. The authorities estimated that the program would improve the living conditions of at least 10,000 IT workers. Until the end of 2024, according to forecasts, up to 50 thousand loans for a total amount of about 240 billion rubles can be issued.
The credit rate under this program will be up to 5% per annum. Loans will be provided to employees of accredited companies aged 22 to 45 years.
According to experts, the program will support representatives of the IT industry, but will not have a significant impact on the housing market in Russia, since the share of such specialists is relatively low.
Innovations for drivers
On June 29, an innovation regarding holders of a driver’s license will come into force. They will have the opportunity to use the rights instead of a passport when receiving various types of services – insurance, banking, mobile and postal. The certificate is suitable for personal identification and when sending or receiving money transfers. In addition, the document number can be indicated in addition to the full name, phone number, series and passport number.
Any organization that deals with transactions with money or other property, from the specified date will be able to instruct the bank to identify its customers, including a simplified one. Previously, only professional participants in the securities market had such a right.
Also, from June 29, car owners will be able to pay contributions for CASCO and OSAGO in the amount of up to 40 thousand rubles without identification. Previously, the limit for such payments was lower – without personal identification, payments up to 15 thousand rubles could be made.
New procedure for accounting for taxes on revised declarations
From June 1, 2022, the procedure for accounting for taxes on revised declarations will change. The rules apply to reports submitted from that date. Companies will only be able to apply for offsets or refunds of overpayments after a desk audit, as it will not show up in the reconciliation until then. This applies to revised declarations provided by taxpayers in connection with the discovery in the primary declaration of inaccurate information or errors that do not lead to an underestimation of the amount of tax payable. Before their delivery, lawyers recommend paying all taxes and fees, as well as paying off late fees. This will avoid possible fines for non-payment.
Changes in tourism
All travel agents must enter information about themselves into the Unified Federal Register of Travel Agents of Rostourism by June 30, 2022 – this applies to both companies and individual entrepreneurs. Travel agents who are not included in the register will not be able to continue working.
The innovation will allow tourists when purchasing a tour to check whether a certain travel agent is listed in the register and whether it operates legally. In electronic form, the names of travel agencies, their details and registration data will be available.
Also, customers will be provided with information on a specific tour. Tour operators are engaged in the formation of a tourist product, and agents carry out only the promotion and sale of tours. In the electronic system, each travel agent will be associated with a particular tour operator by a separate agreement, information on which will be available to the tourist. According to experts, such measures will reduce the number of cases of fraud in the tourism market. Previously, scammers were more focused on outbound tourism, but now they have switched to domestic tourism.
Starting June 1, Aeroflot will launch direct flights from nine Russian cities to Sochi. During the highest tourist season, planes will fly every day from Nizhny Novgorod, Samara, St. Petersburg, Kazan, Omsk, Perm, Yekaterinburg, Ufa and Tyumen. Also, the Russians retain the opportunity to return up to 20% of the cost of the tour as part of the tourist cashback program, which has been extended until the end of the year.
Additional day off
In June 2022, Russians will have an additional day off, as June 12 is a public holiday – Russia Day. As recalled in Rostrud, if employees go to work on weekends and holidays, the employer is obliged to pay these hours in double the amount.
Since June 12 falls on a Sunday, the day off is moved to June 13, the next working day. Thus, the weekend will continue from 11 to 13 June. Friday, June 10 will not be a shortened working day, since this date is not a pre-holiday date.
Employees who work in the six-day format will be able to rest on June 12 and 13. On June 11, working hours for them are reduced by 1 hour. For those who work on a shift schedule, additional days off are not provided, but if the shift falls on June 12, double payment is due for it.
