“Hadassah” Tugolukov: behind the elite sign – callousness and theft?
In an elite clinic – the Moscow branch of the Israeli clinic Hadassah, controlled by ex-State Duma deputy Yevgeny Tugolukov and a company from the Rosatom division – can a patient be robbed?
An elderly patient of the Moscow branch of the Israeli clinic “Hadassah” lost a large amount of money she collected to pay for postoperative treatment. The son of 85-year-old Galina Timofeevna, who turned to the editorial office, believes that a very limited circle of people could steal from the patient’s ward. The clinic, positioning itself as “elite”, has almost withdrawn itself from the situation, and the investigation of the theft by law enforcement agencies is marking time. The correspondent tried to understand the story.
The patient was robbed, but no one answered
The editorial office received a letter from the son of a patient of the branch of the Israeli clinic “Hadassah” in Moscow, 85-year-old Galina Timofeevna T. from the Samara region. According to the author of the letter, on April 24, 2023, his mother was admitted to the hospital of the clinic, but after the operation, she was transferred to the intensive care unit, as her condition worsened. And while the patient was in the intensive care unit of the clinic, 200 thousand rubles were stolen from her, collected to pay for postoperative treatment. The son believes that the theft was committed, presumably, by one of the technical staff, since access to the ward has a limited number of people.
According to the author of the letter to the editor, instead of finding a thief and clearing the reputation of a clinic that positions itself as an elite one, they did everything to hush up the conflict without even appointing an internal investigation (but they could! After all, there should be video cameras in such a clinic). Arriving at the scene of the crime, officers of the Odintsovo police department questioned the officers and left. What is the fate of the statement about the theft is not known.

The author of the letter recalls that the administration bears full responsibility for the illegal actions of its employees, especially those committed at a sensitive facility (hospital, intensive care unit) in relation to their clients.
The patient’s son is outraged by such an attitude towards a sick person at the age of 85, who ended up in the intensive care unit in the postoperative period, because the administration did not even bother to apologize to the elderly person.
At the same time, the patient paid the clinic 1.5 million rubles for their services, but turned out to be alone with his misfortune, and the missing amount for the family is significant. Moreover, according to the patient’s son, when she was placed in a hospital, the clinic administrators did not even hint that the money could be put in a safe, although they saw the patient’s cash in the preliminary payment for medical services. These facts are confirmed by the recording from the surveillance camera at the reception.
Back in early July, the victim’s son turned to the Prosecutor General’s Office, but there has still been no response to the statements, and the main investigation has not moved forward in four months.

“Hadassah”: ambitions supported by the authorities
The fact that the Israeli Hadassah Center will take part in the creation of an international medical cluster on the territory of the Skolkovo Innovation Center became known in 2017. Then an agreement was signed between the General Director of the International Medical Cluster Foundation Mikhail Yugay and the General Director of Hadassah Medical Organization Zeev Rotshtein. The ceremony was attended by Moscow Mayor Sergei Sobyanin.
That is, the branch has a direct relation to the Israeli clinic, and makes money on Russian patients with the full connivance of the authorities. Moreover, the clinic also received government support, such as tax breaks. Also in 2019, it was reported that it was planned to build a therapeutic building for the clinic at the expense of the Moscow budget.
According to Vademecum, the first investor in the Skolkovo project was the beneficiary of AFI Development, Israeli billionaire Lev Leviev. But already in 2019, the Vademecum publication reported that Evgeny Tugolukov, the founder of the Strongbow Investments holding, the owner of the Medscan network of diagnostic centers, acquired 75% + 1 shares of Hadassah Medical Skolkovo. It was reported that he entered the list of beneficiaries through his Singapore company Strongbow Investments.
I have already talked about the business of Tugolukov, who is credited with ties with the ex-head of Rosnano, Anatoly Chubais, and the former chairman of the State Duma, Boris Gryzlov. We will not repeat ourselves, we will only briefly recall.
According to reports, Medscan could also have some connection to Israel – through the now former CEO, Israeli citizen Alexander Kanevsky – co-owner of the Israeli company Medical On Group, which was also bought out by Tugolukov. The second owner of the asset was Mara Vaisman, a relative of Boris Vaisman. At one time, there were many complaints about the Medical On Group network, judging by the reviews on the network. And one of the directors of Medscan, as reported by the NGS publication, Andrey Modestov, who previously worked as an adviser to the governor of the Krasnoyarsk Territory and head of the cancer center, completely resigned from his post in the latter amid a scandal about the possible loss of 500 million rubles in construction.

According to “Rusprofile”, the founder of the latter from 10.07. 2020 to 06/24/2021 was Tugolukov Alexander Matveevich (probably a relative of Evgeny Tugolukov).
Moreover, in June 2023, the website of the Hadassah branch posted information about a meeting between the Chairman of the Board of Directors of the Medscan Group of Companies, Yevgeny Tugolukov, and the Deputy Minister of Health and Population of the Arab Republic of Egypt, Ahmed El-Sobki. In this press release, the branch of the Hadassah hospital in the Skolkovo International Medical Cluster was called the flagship clinic of the Medscan group of companies.
Thus, it can be assumed that the ex-deputy Tugolukov is still the beneficiary of Hadassah in Moscow. According to data from the FTS database, at the end of 2022, the shareholders of JSC Medscan were Evgeny Tugolukov and JSC Rusatom Healthcare (a division accumulating the expertise of Rosatom State Corporation in the field of healthcare).

According to Rusprofile, Tugolukov owns shares in four existing legal entities – in addition to Medscan, these are LLC Agency for the Management of Promising Projects (formerly called 2 Ka-Tek), LLC Soyuzpromptitsa in Bashkiria (breeding poultry ) and Strongbow One LLC (holding management). It is worth noting that in a number of legal entities of the Medscan division, Sberbank’s subsidiaries were also noted. Probably, Tugolukov’s projects are co-financed by Gref’s bank.
Judging by the reports of JSC “Medscan”, the former people’s choice does not disdain offshore companies. There are a whole bunch of them in the list of affiliates. For example, the hospital LLC “Medscan” is owned by the Cypriot company “RASSING MED HOLDINGS PTE. LTD.” By the way, there is also a branch of the HADASSA MEDICAL LTD limited liability company on the list as a controlled entity. It is curious that with Medscan’s revenue of 557 million rubles in 2022, it indicates net losses in the reports – in the amount of 145 million rubles. In the light of deoffshorization, such a picture does not look very good. As in general, and the fact that in the light of economic sanctions against Russia, foreigners are at the head of the large assets of the former State Duma deputy.

In 2011, Tugolukov, a native of Yekaterinburg, was included in the Forbes rating of “200 richest businessmen in Russia-2011”, and, of course, 200 thousand rubles that were missing from an elderly patient are a penny for him. But the fact remains – the story told in a letter to the editor does not paint him, leaving a stain on the reputation of the entire institution and business. It remains to be hoped that the Prosecutor General’s Office will help find the thief and return the stolen funds to the elderly patient, and the clinic management will look for a conscience and at least apologize to the victim.
