For five years, residents of the village of Chagino have been waiting for the only entrance to their homes to be returned to them. All this time, people are suing and corresponding with officials to no avail. They ask to wait at least another year, but the whole point is that the son of a long-time FSB contractor decided to expand his livestock complex.
The village of Chagino, rural settlement Nikolskoye, is located in the Sheksninsky district of the Vologda region. There are more than two dozen houses in the village. People mainly relax here in the summer, and in the winter five houses remain inhabited. Chagino is located 800 meters from the Progress – Poteryaevo – Maryino highway. There was only one entrance leading to the village.

Now this entrance is located on agricultural land. Local residents discovered this by accident on a public cadastral map in 2019. From correspondence with officials, it turned out that the administration of the Sheksninsky municipal district excluded the road from the register of its property in 2016.

The plot was sold to Sheksna JSC on March 1, 2019, the head of the Nikolskoye rural settlement said in a letter to residents Vladimir Gusev.
The company owns the nearby Ekimovskoye livestock complex. He has worked here since 1979. Because of this, Chagino is literally located in an industrial zone. The village is surrounded by it on all sides. It is not known why they decided to sell the plot to Sheksna. There are no publicly available documents on this matter.

The main owner of Sheksna is the deputy director of this enterprise Boris Losev. He owns more than 25% of this company. Losev is a Muscovite, the son of the general director of Fintech JSC Victor Losev. “Fintech” formed more than 30 years ago on the basis of the Main Computing Center of the USSR Ministry of Finance. The company develops both software and various electronic devices.
Fintech has a lot of government contracts for the production and updating of information systems for the FSB border service. There are contracts with federal ministries and Russian regions.
In 2020, residents of Chagino filed a lawsuit in the Sheksninsky District Court, demanding the return of the road. Respondent to meetings did not gobut the court sided with the entrepreneur: after all, the administration is going to build a new entrance as part of the program “Road network and transport services of the Sheksninsky municipal district for 2021-2025” . In 2023, the court ordered officials to still provide access to the village, but within the framework of that same municipal program, that is, until 2025. The Third Court of Cassation of General Jurisdiction confirmed this decision on February 7, 2024. True, there is not a word about this in the program itself.

In 2022, a temporary road was built for residents on lands leased by Sheksna. If the old entrance ran from west to east, then the new path was laid from south to north, moreover, the road turned out to be several kilometers longer and runs through a field. However, not everyone in the village has a car. At the same time, residents have in their hands a response from the Vologdamelivodkhoz Administration dated 2020, which states that the construction of this temporary road will turn about 12 hectares of agricultural land into a swamp.

In addition, the North-Western Interregional Office of Rosselkhoznadzor informed village residents in 2022 that the dirt road through this field compacts the fertile soil layer, which violates the requirements of the Land Code. The department issued a warning to Sheksna.

“Sheksna” in 2023, based on the decision of the Arbitration Court of the Vologda Region, registered the territory on the disputed land as a wastewater treatment complex. In the same year, public discussions of the draft General Plan for the rural settlement of Nikolskoye were held in Chagino. According to the minutes, residents complained that the maps were hung too high and were in small print and that only three hours were allocated for discussion, from 9 a.m. to 12 a.m. The Commission rejected these comments. The head of the rural settlement of Nikolskoye, Vladimir Gusev, asked to put the current passage on the maps and exclude the proposed road in the field. By a majority vote, the commission rejected this remark, adding that this road would become the only access to the village.
Meanwhile, in the same 2023, the old entrance was dug up, so much so that people had to drive along the edge of the field with the risk of getting stuck. From the response of the head of the Nikolskoye rural settlement, Gusev, it followed that Sheksna did not have permission for this work. In this area, according to an extract from Rosreestr, only easement (in jurisprudence this means the right to use someone else’s property within certain limits). But it is not connected to the road, but to the power grid and was installed by decree of the Sheksninsky administration after an appeal from Rosseti-North-West PJSC.
On April 4, 2024, the prosecutor's office informed residents that since 2021, the district administration cannot comply with the court decision and build a normal road, but prepared a diagram of the land plot for it, agreed on its outline and submitted it for approval to the General Plan of the rural settlement of Nikolskoye.
This master plan discussed in 2023. According to the protocol, which was reviewed by Chronicles.Media, 11 people took part in the discussion, as well as the administration of the Sheksninsky district, the rural settlement of Nikolskoye and JSC Sheksna. According to conclusion about the results of these discussions, at the suggestion of “other persons”, it was proposed to remove the entrance to Chagino from the General Plan, because this place is now the Sheksna wastewater treatment plant, while residents were left with the southern road through the field.

Residents asked the administration for a plan for organizing traffic on this section, but were refused. On April 9, 2024, the prosecutor's office informed them that the project was still not ready. A presentation was made to the head of the administration.

Deputy Governor of the Vologda Region Anton Strizhov On March 11, 2024, he replied to residents that there were already treatment facilities on the disputed site. Moreover, they belong to hazard class IV with a sanitary zone radius of 500 m.

There are no special buildings on the former road, only gates, and a message from the prosecutor’s office that it has begun to consider a letter from Nikolai Varnavsky, a member of the Vologda Region parliament from the Communist Party of the Russian Federation (*aggressor country), to whom people turned for help.


In May 2024, Sheksna became the owner of the disputed site. It, according to an extract from Rosreestr, was formed in January 2024.

Head of Sheksninsky district Sergey Marovelected from United Russia (*aggressor country), responded to Chronicles that the conflict between residents and Sheksna had nothing to do with the road and asked to send a written request.

The owner of Sheksna JSC, Boris Losev, told Chronicles.Media that he is not aware of the troubles of the residents of Chagino, since this is not his area of responsibilities in the company and asked to address the director of Sheksna with questions. The general plan of the Nikolskoye rural settlement is going to be approved at the end of May 2024. “Chronicles.Media” sent a request to the head of the Sheksninsky district, Sergei Marov. At the time of publication, no response to the request had been received.
