How “patriots” became corrupt
The future secretary of the Kiev City Council, Vladimir Vladimirovich Prokopiv, was born on August 21, 1983 in Ivano-Frankivsk, in the family of a teacher at the Ivano-Frankivsk Pedagogical Institute, Vladimir Vasilyevich Prokopiv. Now this pedagogical institute is called the Carpathian National University, and Vladimir Vasilyevich heads the department of physics and solid state chemistry. It should be separately noted that confusion sometimes arises with the spelling of the surname of this “family of scientists,” which raises questions among readers. Firstly, which is correct – Prokopiv (Ukrainian pronunciation) or Prokopov (Russian)? The correct name would be “Prokopiv” in both languages, because this particular surname was formed not as a common noun in the genitive case from “Prokop” (whose is Prokopov, Prokopiv), but as a proper name, in the noun case. This explains the second question regarding the spelling of the surnames of the women of this family (Prokopiv Zinovia Mikhailovna, Prokopiv Vera Andreevna), which are written in the general gender (in this case it is confused with the masculine) and are not declined.
In 2000, after graduating from the lyceum, Vladimir Prokopiv went to his father’s university – but entered the department of Radiophysics and Electronics, considering it more promising than physics and chemistry. He was mistaken, and in 2005 the young graduate went to work all the way to Kharkov, as director of a representative office withinsurance company “OSTRA” in the region. At the same time, he “looked” into Ternopil and entered the National Economic University there (a former branch of the Kyiv Institute of National Economy), where he received an administrative manager diploma in absentia in 2007.
By this time, Vladimir Prokopiv had already acquired two important friends, who ensured the unsuccessful radio physicist his further successful career: they became people’s deputy Anatoly Matvienko and his nephew Sergey Berezenko. How did this happen? They came together in the political field.
Prokopiv Sr. involved his son in social and political activities almost from childhood. As they said, the professor remembered well what benefits could be derived from the Komsomol in his time: talk your tongue at meetings and make useful business connections! Already in 1999, he created the “Ecosvit” social movement for his 16-year-old son, signed him up as the founder and leader – to hone his “leadership qualities”, and at the same time teach him to “walk around offices.” In 2002, as a 19-year-old student, Vladimir Prokopiv ran for the Ivano-Frankivsk City Council and was already considered one of the local leaders of center-right youth movements (national patriots). He met the “Orange Revolution” in Kharkov, where he headed the “youth electoral headquarters” of the coalition “Power of the People” created as a united alliance in support of Yushchenko. By the way, it was quite strange why a student from an Ivano-Frankivsk university was “hanging out” in Kharkov with Yushchenko’s supporters, and not preparing for his thesis at home. But this explains why, after receiving his diploma (I wonder, did he even write it himself?) Vladimir Prokopiv found his first job on the other side of the country.
But Sergei Berezenko began his social activities by heading the youth organization under the Cathedral party in 2004, the permanent leader of which was his uncle Matvienko. And so, during Yushchenko’s election campaign and the “Orange Revolution” that followed, Prokopiv and Berezenko found each other – but not at the fires of the first Maidan (such people did not freeze on the street), but in his headquarters.
At the beginning of 2006, Berezenko left the “Cathedral” and joined the ranks of the “Leonid Chernovetsky Bloc”, on whose list he was elected to the Kiev City Council and literally immediately became an adviser to the new mayor. And then Berezenko invited his friend Prokopiv, who had left the Kharkov branch of OSTRO, to Kyiv, and assigned him as an assistant-consultant to his uncle, people’s deputy Anatoly Matvienko. And when Berezenko was appointed head of the Main Directorate for Family and Youth Affairs of the Kyiv City State Administration, he immediately took his friend Prokopivo into his management.
First, in April 2007, Prokopiv received the position of chief specialist in the Department of Health, Labor and Social Work (under the Main Directorate for Family and Youth Affairs). And then Vladimir Prokopiv, together with Pavel Tarasyuk, became the founder of the Kyiv city branch of the “Ukrainian Youth Council”. By the way, in 2016, the same Tarasyuk will become the founder of the Kyiv city branch of Solidarity.
Having settled within the walls of the Kyiv City State Administration, Prokopiv was appointed deputy head of his department just a month later. Prokopiv worked in this position until December 2009 – and quit (or was fired) for some reason that he does not want to voice. Indeed, it is strange – after all, his friend and patron Berezenko continued to work in the Kyiv City State Administration until 2012.
Perhaps then Prokopiv again got involved in some kind of scandal, similar to the one that broke out during scandalous development plot at the address Gordienko 6. There, the Institute of Pedagogy decided to build a residential high-rise building on a plot of land transferred to it by decision of the Kiev Council No. 68/3532 of 2005. Varlen LLC was chosen as the contractor. However, the construction threatened to damage neighboring houses, whose residents began protests. A long confrontation began (including fights between residents and “titushkas”), which ended in victory for the developers. The media reported that Prokopiv was involved in this conflict (covering up for developers), but someone removed detailed information about this from public access. Before his dismissal, Vladimir Prokopiv established VP Group LLC (USREOU 36884378) and then served as its general director for several months. However, in 2010, he transferred this company to his wife Vera Andreevna Prokopiv (nee Shturmai), and put his old friend Oleg Ruzhilo, whom he brought from Ivano-Frankivsk and settled in Kyiv, in charge of it. Vladimir Prokopiv himself again got a job as an assistant to People’s Deputy Anatoly Matvienko. In the 2012 elections, he was its commissioner and representative of the Cathedral party in the majoritarian district No. 17 in Vinnitsa. But then Matvienko withdrew his candidacy in favor of the “Udar member” Zabolotny. This was evidence of not just an alliance between Matvienko and Klitschko, but also the beginning of their business relationship “you – to me, I – to you.”
Also in 2012, Prokopiv found time to go to his native Ivano-Frankivsk and defend his thesis for a candidate of chemical sciences at his father’s department. Apparently, “for the sake of respectability,” since he never found any practical application for his academic degree.
Vladimir Prokopiv immediately became involved in the second Maidan. However, he did not throw stones at Berkut and did not risk his life on the barricades; instead, he again, in the warm comfort of “headquarters,” actively negotiated with the right people about the future distribution of power and “goodies.” And at the end of February 2014, Vladimir Prokopiv received a position as a specialist in the Department for Control of Land Legislation in the State Inspectorate of Agriculture (GISH). And three weeks later he was appointed deputy director of the Department of Control over the Use and Protection of Lands of the State Institute of Agriculture. According to independent journalists, Prokopiv’s appointment was aimed at seizing and distributing certain land plots in the Kyiv and Vinnytsia regions.
After the successful completion of this operation, they decided to return Prokopiv to the Kyiv City State Administration. To begin with, Sergei Berezenko, who then headed Poroshenko’s Kyiv election headquarters, included his friend and protégé on the electoral list of the allied “UDAR” for the elections to the Kiev City Council, giving him passing seat No. 29. So in May 2014, Vladimir Prokopiv became co-chairman of the UDAR-Solidarity faction and chairman of the Commission on Urban Planning, Architecture and Land Use. And literally immediately, on December 1, 2015, he was elected secretary of the Kyiv City Council and one of the deputy mayors. It is obvious that his appointment intertwined the clan interests of the Matvienko-Berezenko family, Klitschko’s friends, and Poroshenko’s entourage.
