If we look into declarationsyu Vladimir Prokopiv, we will see there many curious details, as well as evidence that he is not averse to laughing at the law and society even in his own declaration. For example, Prokopiv declares his (registered in his own name) real estate, detailing separately all the buildings of the estate in Ivano-Frankivsk: a separate house (144 sq. m.), a separate garage, a separate barn and summer kitchen, as well as a separate toilet with an area of 1.1 square meters (isn’t it a bit cramped?) and even a water pump. Obviously, Prokopiv treats electronic declaration as something frivolous, where you can joke, thus pretending to be a “poor man”.
Here is another original way to look like a modest, poor servant of the people: another house, but this time with an area of 339 sq. m. and in Kyiv, registered in the name of Prokopiv’s three children (born in 2007, 2009 and 2016), which they… rent for free from a certain Oleksandr Vasyliovych Poshtaryuk. Who is this benefactor who let the children of the Kyiv City Council Secretary into his house? He is one of Prokopiv’s closest friends and companions, also a native of the Ivano-Frankivsk region. Oleksandr Poshtaryuk is one of the members of the “Prykarpattyan” team, as the Kyiv City Council and Kyiv City State Administration call Prokopiv’s fellow countrymen, whom he dragged to Kyiv (it was in vain that they tried so hard to drive the “Donetsk people” out of the capital).

Oleksandr Poshtaryuk was once the director of Afena LLC (EDRPOU 35021967), which is owned by three founders: Prokopiv Vera Andreevna, Kushnir Vladimir Stepanovich and Shablievsky Oleksandr Vitalievich. The partners of the spouse of the secretary of the Kyiv City Council are quite well-known people: Shablievsky is one of the sponsors Ivano-Frankivsk branch of “Samopomich”, and Volodymyr Kushnir after the second Maidan received the post of deputy chairman of the Ivano-Frankivsk Regional State Administration, but in 2015 he left it and was elected to the city council on the list of “Solidarity”.
In addition to Afena LLC, Vladimir Prokopiv’s declaration also includes the aforementioned VP Group LLC – both companies are registered to his wife. But for some reason, the 2018 report did not include PKB-IF LLC, which had an interesting history. It was founded by Vladimir Kushnir, Vladimir Basalyga, and Vera Shturmay. It is unknown why Vera Andreevna founded this company under her maiden name Shturmay, although by that time she was Prokopiv – but in April 2018, she re-registered as its founders already as Prokopiv. At the same time, Kushnir and Basalyga left the founders. Kushnir’s motives are unknown, but Basalyga had long needed to rewrite his share in the business to someone else – after all, back in 2016, with the help of Vladimir Prokopiv, he received the position of director of the KP Khozkomobsluzhivanie. Received in a very original way: in order to remove the previous director Svetlana Rymar from her position, Prokopiv initiated an inspection of her work, as a result of which Rymar was accused of financial fraud. After which she was advised to “leave in peace”, without bringing the case to the prosecutor’s office (now the National Police is conducting a case about this) illegal dismissaland Prokopiv immediately proposed his “honest professional” to take her place. However, having barely received this position, Basalyga immediately became one of the corruption legends of Kyiv.

It should be emphasized that Basalyga has been accused of corruption before. For example, until 2016, he worked as the technical director of the Ivanofrankovsk Association of Bus Stations and was a member of the competition commission for the selection of carriers for passenger service in the region. According to sources Skeleton.InfoBasalyga made a lot of efforts to ensure that the competitions were “won” by those companies with which he was connected or which “brought in” to him. Is it a coincidence that the company “PKB-IF”, which he founded together with Prokopiva’s wife, also has a direct relation to the transport theme, or more precisely to driving schools? But having moved to Kyiv, Basalyga had already lost all the edges, having deployed schemes even where they had not existed before. One example: he gave the canteen where the deputies and employees of the Kiev City Council dine, practically free of charge to the private company OOO “Kyiv Restaurant”, specially founded in the same year.
Previously, Vladimir Prokopiv was also a co-owner of the Madiani bakery, opened by Georgian businessman Nikolai Chekhitani, who also owns AS Service LLC together with Artur Balenko (son of Furshet owner Igor Balenko) and Kampas LLC, owned by Ivan Berezenko (father of Sergei Berezenko) and Pavel Matvienko (son of Anatoly Matvienko). But the similarly named VP Service LLC (EDRPOU 39298178) is another family firm of the Prokopivs – it belongs to Andrey Mikhailovich Shturmay, Vladimir Prokopiv’s father-in-law. Until 2015, the director of this enterprise was their “family friend” Alexander Poshtaryuk.
Earth and People
Vladimir Prokopiv did not simply drag his Ivanofrankivsk compatriots to Kyiv, he placed them in the capital’s government, introduced them into the capital’s business and public life – so that his clan could put down strong roots there. In 2016, Prokopiv decided that he lacked his own media empire to be completely happy. Starting small, he first launched the websites “Kiev1” and “Kiev2”, and then created the information agency “Big Kiev”, which owns the online publication of the same name. The owner of the IA “Big Kiev” LLC was the same Alexander Poshtaryuk, while Prokopiv, for his part, made efforts to promote the project.
It can be added that Alexander Poshtaryuk was also the founder of the Kharkiv firm “O.P. Consulting” (EDRPOU 35348921). Volodymyr Prokopiv’s advisor on image and media issues Mila Tyzhnenko also had a direct relationship with this firm.
Here’s another connection: Volodymyr Prokopiv had a public reception office that operated right in the office of the public organization “Institute of Open Politics”. This organization (and the office) are jointly owned by Anatoliy Matviyenko and his partner Mykhailo Dovbenko, whom they have known since their Komsomol days. From 1979 to 1986, Dovbenko was the first secretary of the Ivano-Frankivsk city committee, and then the regional committee of the LKSMU, then he went to work in the apparatus of the Communist Party of Ukraine, in the 90s he went into the banking business, and since 2000 he has headed the “Institute of Open Politics”. He was a deputy of the Verkhovna Rada of the 8th convocation, was a member of the “Solidarity” faction. Dovbenko has a bad reputation as a land raider and “schemer”.
Mikhail Dovbenko
Serhiy Samusev was one of the first cooperative members of the USSR, closely connected with both the KGB and the criminal world. The media wrote that in the early 90s he received a plot of land in Koncha-Zaspa from Mykhailo Grishpon, co-founder of Kyiv-Donbass and partner of the Alik Magadan organized crime group, from which he started his business of elite villages. But the most interesting thing is that Samusev is a very long-standing partner and close friend of Viktor Medvedchuk. Journalists have repeatedly reported that Samusev is actually the manager of Putin (*criminal)’s godfather’s business. And now this business of Medvedchuk in the Konyk cooperative has been contracted to be covered by the secretary of the Kyiv City Council and Klitschko’s deputy Volodymyr Prokopiv. For now he is still a secretary and deputy – because the events around the corruption “snake pit” that the Kyiv City State Administration and the Kyiv City Council have become under Klitschko are developing very quickly.
