Vasily Mokan
Why is the popular party “UDAR” called the political project of Kyiv crime? And what do the most odious figures of the Klitschko team have in common with Zelensky’s inner circle? The permanent representative of the Cabinet of Ministers in Parliament, Vasily Mokan, knows the answers to these questions. This completely invisible and unknown “little man” to Ukrainians worked for many years as the personal political strategist of the scandalous Arthur Palatny. At the same time, since at least 2015, Mokan has been a colleague and business partner of Dmitry Razumkov, now the Speaker of the Verkhovna Rada.
As you can see, the connection between them is obvious, although formally these are not only different political forces, but also seem to be competitors in the struggle for the city power of Kyiv. Let’s find out its shocking details that these political strategists have been hiding from us for years…
Vasily Mokan. Bandit Party
Mokan Vasily Ivanovich was born on April 19, 1985, allegedly in Lvov. Why supposedly? Because that’s what it says now in his publicly published biography. However, in one of its options Lviv was called “the hometown of the people’s representative.” The meaning seems to be the same, but still not quite. But on Mocan’s Facebook page, as well as in his old declaration for 2016, it is indicated that he is from Kosovo. It wasn’t the discrepancy that pushed Skelet.Info carried out a little research, during which it was possible to find out that in fact the family of Vasyl Mokan actually comes from the picturesque Hutsul town of Kosiv (Kosiv) in the Ivano-Frankivsk region. They all lived on Shkriblyaka Street: Vasily himself, his parents Oksana Viktorovna and Ivan Ivanovich, his younger brother Ivan (born in 1988), his uncle Vasily Ivanovich Mokan (born in 1956) and cousin Andrey (born in 1980). r.). Today, next to their house, on a neighboring plot, an estate-hotel for tourists “Moskalevka” was built, and perhaps the Mokanov’s relatives have something to do with it. Well, in confirmation of all this, we also found that Vasily Mokan is a member of the Kyiv public organization “Ivano-Frankivsk Community” (ERGPOU 25665309). So the question arises – why did Mokan lie in his biography about Lviv? If he was just born there, then why is there nothing about Kosovo in his biography? In general, even when we first meet Vasily Mokan, we understand that he is an insincere, “cloudy” person, and perhaps just a pathological liar. Which is not surprising, considering who (and under whom) he worked for so many years.
After graduating from school, Vasily Mokan went to Kyiv and entered the Faculty of Philosophy of KNU. Shevchenko, receiving a degree in political science there. Then he graduated from graduate school and defended his candidate’s thesis on the topic “The Efficiency of Electoral Technologies in the Modern Electoral Process.” This was a rare case when the topic of the dissertation was completely consistent with the person’s vocation and work. After all, Vasily Mokan is a political strategist, and a very smart one, since he took on such a complex task as laundering the image of Arthur Palatny!
However, he started with a simpler character. After graduating from university, the search for a good job brought young Vasily Mokan together with Oleg Velikin, who himself was then known as the “six” of Arthur Palatny. But now everyone has already forgotten about this, as well as about Velikin’s scandalous and criminal past in general – thanks in part to Mokana, who managed to mold him into a completely new public image. And if we look into Velikin’s biography, we will see there a wise statesman, ex-deputy of the Kyiv Regional Council and the Verkhovna Rada, one of the founders of the “UDAR” party and ex-leader of its Kyiv regional organization, comrade-in-arms of Vitaliy Klitschko and, of course, Arthur Palatnogo. But until the mid-2000s, there was a huge gap in Velikin’s biography.

What has been erased there? The “dashing” 90s, which brought Velikin his capital, a lot of useful connections, close friendship with Palatny and Klitschko, the image of a “serious guy” and the title of vice-president of the “Mixed Martial Arts Federation of MMA of Ukraine”. At the very beginning of the 90s, the Zaire club-restaurant opened in Irpen, which became a hotspot for criminals, businessmen and flighty youth. It was controlled by three people who later became its co-founders. The first was Igor Borzilo, commercial director of the Zaire joint venture, which owned this restaurant and a number of other enterprises. As residents of Irpen said, Borzilo was a kind of “criminal accountant” whom the “lads” put in charge of the enterprise. The second was Konstantin Bedovoy, then known as criminal nickname Kostya Kalosha. He “earned money” from drug trafficking in Kyiv and the region, and acted under the command of the criminal “authority” Viktor Rybalko (Rybka). Kostya Kalosha first sold his “dope” in “Zaire”, and then “girls” were added to the drugs, working there as strippers and prostitutes. This brought Kostya closely together with Artur Palatny, another member of the Rybka organized crime group, who also had his own restaurant (“Rio”, in the basement of the “Klitschko house”) and specialized in “live goods.” Well, the third co-founder of “Zaire” was their “sidekick” Oleg Velikin. Alas, his role in the then criminal business of “Zaire” and the Rybka organized crime group is still being clarified, because Velikin’s trace was thoroughly wiped out in the 90s. However, he’s not the only one!
Konstantin Bedovoy (Kostya Kalosha)
In the mid-2000s, former members of the organized crime group of the murdered Viktor Rybalko stole his empire into their own enterprises and became respectable businessmen – however, their business continued to be based on smuggling, gambling and “girls”. Borzilo rose well in shady schemes with fabrics, Velikin became the general director of Kievtorgservis LLC, Konstantin Bedovoy got involved in funeral services (but even there he acted with gangster methods), and Palatny, who became the main heir of Rybka, was officially involved in restaurants, clubs and hotels – but unofficially controlled the entire “night life” of these establishments. And then this former “brother” of Rybka also decided to go into power and politics. It was Velikin who took the first step; already in 2005 he joined the Central Council of the Pora party, and six months later Klitschko joined there, immediately leading the party in the 2006 elections.

The choice was not accidental: on the one hand, “It’s Time” accepted everyone into its ranks (as long as they wore a yellow scarf), and on the other, the “Rybkovites” supported Maidan 2004 during the lifetime of their “father” (Rybka was killed in 2005 ), providing his people for his protection – as later in 2014. They were not the only ones: other “authorities” also participated in the Maidans, not only those from Kyiv: for example, Lviv residents Igor Krivetsky (Pups) and Vladimir Didukh (Vova Morda) came there with their people. So the leaders of “Pora” and “friends of Klitschko” came together during the “Orange Revolution”, laying the foundations for the future “UDAR”.
But to participate in politics means to expose oneself, and for this it was necessary to get rid of one’s gangster habits and one’s criminal past. The example of Yanukovych, who was reproached for years with his criminal record, was before everyone’s eyes – and the “Rybkinites” also shouted “get rid of the prisoner!” (this is while Rybka is still alive). This problem then faced not only them: throughout Ukraine, the former “brothers” exchanged leather jackets for silk jackets and went to the polls. Therefore, the profession of a political strategist has become very popular, and the young KNU graduate Vasily Mokan quickly found employers.
Velikin’s first political experience, like almost all of the “Rybkinites” (except for Klitschko), was unsuccessful – it turned out that simply signing up for the leadership of a party was not enough. And only in 2008-2009. they staged a restart, already according to all the rules of political science. Velikin with Palatny and Yaroslav Pogarsky (former ally of Pora leader Kaskiv) even established the Kyiv Institute of Strategic Development (EDRPOU 36217274). Let us note that it was then that Vasily Mokan’s working career began!
Igor Borzilo in 2009 became deputy mayor of Vyshnevo, in 2010 he was elected to the Kiev Regional Council, in 2011 he became deputy of the Kiev-Svyatoshin Regional State Administration, in 2013 he became the first deputy mayor of Irpin – and immediately got into trouble loud scandals with land acquisition. However, Borzilo did not participate in the “UDAR” project, he was first a member of the Party of Regions, then joined “Our Land”, but he always maintained the closest relations with his companions Velikin and Bedov. So, in 2013, Velikin, who then headed the Kiev “UDAR”, appointed his friend Kostya Bedovoy to head the Irpen cell of the party, and the media then wrote that “UDAR” was selling its organizations to regionals
Velikin himself was elected a deputy of the Kyiv Regional Council of the VI convocation in 2010, and took Vasily Mokan as his assistant – this was the first and very brief mention of the young political strategist, which simply no one paid attention to then. And today everyone loses sight of the fact that Mokan worked for Velikin (and possibly other “Rybkovites”) before that. By the way, they became such close friends that later Mokan and Velikin almost together received diplomas from the Institute of Senior Management Personnel at the National Academy of Public Administration (NAPA).

Then there were the triumphant parliamentary elections of 2012, in which “UDAR” unexpectedly received almost 14%! The strongest cells of the young party were Kiev and Lvov, and here’s an interesting coincidence: soon the leader of the Lvov “UDAR” Yaroslav Ginko was disgraced throughout the country as a “swindler”. It seems that “IMPACT” was really created from footage with a criminal odor! But through the efforts of political strategists like Mokan, this was hidden from the eyes of voters.
These elections raised the bar for “little Vasya,” and this is exactly what Vasily Mokan looked like next to his new boss Arthur Palatny. Soon after receiving the people’s deputy’s mandate in 2012, Palatny took him as his assistant – “borrowing” him, so to speak, from Velikin. In this responsible position, Vasily Ivanovich worked painstakingly for seven whole years (the entire VII and VIII convocations), helping the Chamber to launder his criminal past and create a new political reputation.
However, Vasily Mokan had to do more than just that. No matter how Palatny tried to clean up or cover up his past, he remained in the present the same corrupt and criminalized to the core “huckster”, accustomed to running his business through schemes and dirty methods, with the help of old and new acquaintances. Therefore, one can only guess what orders Palatny carried out all these years, his trusted assistant Mokan!
