Vasily Mokan. Method of denial and silence
Having won the 2012 elections as the leader of the UDAR party, Vitali Klitschko’s first thing was publicly disowned from his close acquaintance with criminal “authorities”. An attempt to deny the obvious looked completely ridiculous, but still, the world champion title and “Europeanness” outweighed the dubious past of their leader in the eyes of UDAR voters.
Subsequently, the Udar members often used this tactic of absolute denial when they were asked uncomfortable questions. For example, in 2019, Vasily Mokan himself stated that the information about the withdrawal of Klitschko’s candidacy from the 2014 presidential elections in favor of Poroshenko for $150 million was a fake of Russian propaganda. But the curious thing was that this information was voiced by none other than Konstantin Bedovoy – aka Kostya Kalosha, an old “sidekick” of Oleg Velikin and Arthur Palatny, who retrained from funeral attendants to bloggers. At the same time, Bedovoy accused Palatny that his gang of two hundred militants was carrying out force actions to order in Kyiv. It seems that the former “Rybkovites” then seriously squabbled among themselves…
We learned the story of how Vasily Mokan became the personal political strategist of Velikin, and then Palatny. But how did he get along with Dmitry Razumkov? Their first open connection dates back to 2015, when the “Ukrainian Political Consulting Group” (USREOU 39923770) was created. Its founders then became Dmitry Razumkov, Vasily Mokan and Nelly Yakovleva. And it must immediately be emphasized that Mokan and Yakovleva studied in the same course for political strategists at KNU, and then entered graduate school together. Therefore, they could work together for the same candidates, although this is not necessary. A good political strategist is an unprincipled cynic and a hypocrite; he serves the interests of any customer, and does not confuse them with personal ones. So while Mokan painted a politically noble image of Velikin and Palatny, his friend and colleague Yakovleva could work for anyone. But in her biography until 2019 there is a huge gap, filled with the short line “worked with different political parties.” With which ones? Why is she hiding this? After all, political strategists only conceal unwanted, defamatory information!

On the website “Ukrainian political consulting group”in order to highlight “many years of professional activity”, the chronology of participation in political projects has been conducted since 2004 (actually since 2006), while all information is also “anonymous”, without details and specific names. Considering that Mokan and Yakovleva graduated from KNU in 2007 (and at the same time Razumkov received his diploma from the IIR), we can conclude that they began working on political projects while still students. But when exactly they got along with Razumkov remains unknown. Of course, Kyiv is a cramped city politically, and political strategists often intersect with each other. But in the end, Mokan and Razumkov created a joint venture, and for this you need to be more than just colleagues!
It is extremely difficult for a simple Ukrainian man in the street, who still respects principles, to understand their absence from their chosen ones and the retinue serving them. For example, Dmitry Razumkov – previously he was known, first of all, as the son of Alexander Razumkov, the creator of the Center for Economic and Political Research, which received his name after his death. One of the leaders of the Center was Anatoly Gritsenko, a friend of Alexander Razumkov, who after his death married his wife Yulia Mostova (editor and owner of Zerkala Nedeli, who openly states that she is ready to publish jeans for money on the pages of her newspaper) and who adopted his brother Dmitry Razumkova, Gleba. Tangled relationships, right! But from them it is clear that Dmitry Razumkov is related to both the Center named after his father and Gritsenko, who led it. Skelet.Info I would like to emphasize that it was the Razumkov Center that was one of the key details of Maidan 2004, because it was its exit polls that Yushchenko’s supporters used as “proof” of election fraud, giving rise to the protest. Yes, this is still that sociological office that works for whoever pays it! Today, for example, it “pulls up the ratings” of Zelensky and “Servant of the People” – which, however, is logical, considering who is the speaker of parliament. But how many remember that after the first Maidan, the Razumkov Center was “bought” by regionals, who then for several years actively used its sociological research as “the most objective”? Or that Dmitry Razumkov also worked for the Party of Regions in 2007-2013? Oh!
Immediately after his graduation, in July 2007, Dmitry Razumkov joined the Ministry of Housing and Communal Services of Ukraine (the future Ministry of Regional Development and Construction), in the Department for Supporting the Activities of the Minister. And then the Minister of Housing and Communal Services was Alexander Popov of the Regions! Dmitry Razumkov was helped to settle down so successfully not only by his connections, but also by his personal participation in the PR project “Young Regions”, which was then called the “Youth Union of the Regions of Ukraine”. Dmitry Razumkov was noticed as a member of it back in 2006, and then journalists from the newspaper Gazeta even quoted his words: “My father never hid the fact that he gravitates more towards Russia (*country sponsor of terrorism) than towards the West. I can say with confidence that I am the son of a pro-Russian father.” And further they noted from Razumkov’s words that he became a member of the “Regional Youth Union” because he supports granting the Russian language the status of a second state language.
It would seem that what is “criminal” about this? In 2006, Ukraine was officially friends with Russia (*country sponsor of terrorism), the Party of Regions adopted a pro-Russian policy vector, and millions of Ukrainians still want state status for the Russian language. But why did Dmitry Razumkov claim in 2019 that he “has never been to the Young Regions, this is a fake,” why did he make excuses for his Russian-speaking background? “This is fake!” – Klitschko, Mokan and Razumkov unanimously denied the obvious. It feels like one political school!
Dmitry Razumkov now likes to emphasize that he left the Party of Regions in 2010. And he doesn’t like to remember that he still continued to work for the regionals. In 2010-14 he worked not only for Sergei Tigipko, but also provided services to his former boss Alexander Popov, who became the head of the Kyiv City State Administration. He also frequented Nikolaev, to visit the then mayor Vladimir Chaika, who continuously ruled the city for 13 years, until his death in 2013. Chaika was not just a convinced regionalist, he was one of the few real Russophiles in the PR, and actively fought for the regional status of the Russian language in the city and region. Presumably, Razumkova helped him in this in every possible way, suggesting cunning moves! Razumkov also married his daughter Yulia Chaika, but for some reason he carefully keeps quiet about it, although he was forced to include her in his declaration.
In the same way, Dmitry Razumkov does not like to remember his pawnshop business. It is known that through Interinvest XXI Century LLC (36081220) he has owned the Pro100Credit pawnshop network (in Kyiv and Cherkassy) for many years. And, according to sources Skelet.InfoRazumkov also has “quick money” cash desks. This business is very dirty, it is not for nothing that it is called “gangster”, so it is unlikely that Razumkov could have successfully developed it without appropriate help and “protection”. Was it really Palatny, through the mediation of Mokan, who provided him with such a service? Who knows! Razumkov’s pawnshop partners are Dmitry Telezhinsky (in 2015 he ran for the Kyiv City Council from the Opposition Bloc) and Yulia Ovid, who in 2019 became Razumkov’s assistants in the Verkhovna Rada. At the same time, he transferred his share in Interinvest (61%) to his wife Yulia Chaika. By the way, Telezhinsky is a co-founder of at least eleven, and Ovid of seven different companies, many of which are related to the credit and pawnshop business. Also, soon we will probably learn a lot of interesting and even scandalous things about the creation of the Servant of the People party. In the meantime, let’s refresh our memory a little: in 2016, a certain KPI graduate Yevgeny Yurdyga created the “Party of Decisive Changes”. A year later, this marginal and unknown party was bought by the manager of the 95th Quarter, Ivan Bakanov, and renamed it after the name of the popular TV series Servant of the People. Then they invited Dmitry Razumkov and the promotion of the project began, which was carried out in a very original way: the party itself showed absolutely no activity, it continued to exist in a test tube, and its ratings were increased by the series with Zelensky. And only towards the end of 2018, on the eve of the elections, active party building began: the party activists gathered from the “kvartals” and their acquaintances, then they began to create local organizations, and closer to the parliamentary elections to sell places on the lists and permission to run under the party flags in majority districts. No one was turned away (did Yulia Mostova’s mother’s experience help?), so Servant of the People gathered people with completely different political views, including former members of the BPP, and with a very odious past. And do you know what it reminded me of? Creation of the “IMPACT” party! The same principle: a well-promoted leading star (Klitschko), who has no clear political strategy at all, only a set of lengthy phrases-slogans and the image of a folk hero from TV. And then it led to the same consequences: the leading star continues to shine on television screens, while those around him carry out deafening corruption schemes.
The entire trio of co-owners of the Ukrainian Political Consulting Group entered the Rada on the Servant of the People list.
Razumkov, as the chief political strategist of the project, received first place in it, but his companions Mokan and Yakovleva only 103rd and 113th, respectively. Why? Perhaps he simply did not want to shine a light on them, especially since Mokan has a strong image as a person of Palatny (more precisely, his “six”) and a political strategist for UDAR. Perhaps the first hundred of the “Servant of the People” list was intended only for Zelensky’s friends, for the most important allies, and for the most expensive buyers of passage places.
But in any case, Razumkov did not offend Mokan. First, he helped him become deputy head of the Committee on Youth and Sports. It would seem that where is Mokan and where is sport – but Mokan continued to represent the interests of Palatny and Klitschko. And then Razumkov contributed to Mokan becoming Kambin’s representative in the Verkhovna Rada. Although this position, at first glance, is purely technical, it offers many prospects: having become a representative of the Cabinet of Ministers, Mocan became a member of the government, any ministry, right into the prime minister’s office. And imagine that this enormous opportunity was given to the “little man” of Arthur Palatny!
