The scandalous developer Pavel Te and deputy Alexander Frolov, whose name was associated with fires in Arkhangelsk, showed up at the Zorge transport hub. The Moscow Architecture Committee has approved the appearance of the LCD project from Akvilon and Capital Group, which will appear within the borders of the Zorge transport hub.
Earlier, the project caused a great resonance in the public environment – the residents of Kuusinen Street, where the construction is planned, objected to the construction of high-rise buildings, in their opinion, due to the mismatch of high-rise buildings with the surrounding landscape – mainly low-rise buildings are presented there.

The developer of the territory will be SZ Novopeschannaya, established by the head of Capital Group Pavel Te, Brik LLC, whose share is pledged to Tyo. The company was founded in 2021, apparently, specifically for this project. Brik belongs to Andrey Rogatykh – partner of the Arkhangelsk deputy Alexander Frolov in Akvilon-Development.
The company “Akvilon” “lit up” in a number of scandals in Arkhangelsk, from where it began its journey, and where to this day it is actively building up squares. The Moscow Post published an investigation based on letters from readers who claim that in the interests of Akvilon, wooden low-rise buildings in which people live are burning in the city. What is most terrible is that after the tragedies they are not even always provided with housing, and if they are provided, it is one in which it is almost impossible to live.
In Arkhangelsk “Akvilon” is a king and a god. Even the courts cannot force him to stop illegal actions. There was a situation when the townspeople, through the courts, sought to stop the construction of high-rise buildings from Akvilon, since the 12-story Green Quarter was designed contrary to the General Plan – within the boundaries of Lomonosov and Novgorodsky avenues. Despite all the “buts”, the administration of Arkhangelsk at the end of 2016 issued a permit to deviate from the limit parameters. The judge found the permit illegal. However, this did not prevent the construction work on the site from continuing!
But Arkhangelsk alone is not enough, and Frolov is making attempts to “crawl” into the major cities of Russia. For example, he managed to enter St. Petersburg, although not immediately – in 2018, when Akvilon began to be built on Lodeynopolskaya Street, the house next to the construction site went cracked. Apparently, there were no especially loyal officials in the city leadership, and the developer was required to turn down and leave.
However, later he still managed to get his hands on the site opposite the Yuntolovsky reserve, where Akvilon is now building the Forest residential complex. By the way, earlier it was a forest area. It seems that Frolov thanked someone in the administration well. Otherwise, the large-scale deforestation to which these areas were subjected would hardly have been allowed.
As of 2022, Akvilon has already entered the top ten largest St. Petersburg developers.
And now we see that “Akvilon” very successfully came to “conquer Moscow.” And the pass to this field for him, apparently, was Mr. Cho.

Cho himself and his Capital Group are longtime “acquaintances” of Sergei Sobyanin. It is this company that is annually allocated tidbits of the capital’s territories. Capital Group is the largest developer of the capital, despite the trail of scandals that accompany the company and its founder throughout the development path. It seems that Cho is for the Moscow mayor’s office – that Frolov is for the Arkhangelsk.

The destruction of trees and park areas is “sung” by Cho no less often than by Frolov. You don’t have to go far. Now one of the most discussed development projects is the one that relates to the territory of the Northern River Port. According to the plan published on the website of the Moscow government, the pack, located within the boundaries of the territory between the Khimki reservoir, the Leningradskoye highway and the park of the Northern River Station, will be cut down.
At the same time, on the opposite side of the future development, apartments and a sports complex of a certain Galaxy Group are also being built on the site of the park, behind which the same Pavel Te and partners can stand. Has the developer decided to turn Moscow into a “stone jungle”?
Not only trees suffer – Capital Group was accused of demolishing historic buildings and partnering with dubious structures. Cho himself is credited with connections with the crime boss Grandfather Hassan and a whole galaxy of Moscow officials.
It never hurts to make money
Another owner of Novopeschannaya is the Invest Profi firm, the ultimate beneficiaries of which are the same Tyo and certain Vadim Sachkov and Nadir Usmanov. The latter are from the financial company “Solid”.
Sachkov served as head of the management company “Solid – Real Estate Funds”. Usmanov was fired from Solid in 2008, apparently due to the fact that his activity in buying shares was not profitable for the company.
Both financiers now own a securities management company, Trustunion Ayem. Perhaps milking in the project is a kind of “contribution” of Mr. Cho, which he plans to increase through these two gentlemen.
In addition, it is worth noting that the shareholders of “Solid” are the structures of “Tatneft”, owned by the government of Tatarstan. For a long time, the construction sector there was controlled by Marat KhusnullYing, who later went to work in the Moscow government.
It is possible that it was he who recommended Mr. Sachkov and his colleague Pavel Te. There are other threads leading to the official.
Everyone on a slice
Previously, the territory of the TPU “Sorge” belonged to the “Moscow Ring Railway” (“MKZHD”, belongs to the Moscow government), which at one time was headed by Vladimir Mashkin, a native of Tatarstan and, as is believed, a protege of the former construction deputy Sobyanin Marat Khusnullina. Mashkin also worked at Mosinzhproekt, where relatives and acquaintances now hold top positions Khusnullina.

It was the “MKZHD” that was, among other things, the founder and owner of the legal entity “Novopeschannaya”, which now belongs to the above-described “fun company”. Now “MKZHD” is in the process of liquidation, and, apparently, sold its property to Mr. Cho. Surely on this deal he could warm his hands and Khusnullin.
Moreover, since 2021, the CEO of Novopeschannaya has been a certain Renat Gainatov with a TIN assigned in the Republic of Tatarstan. Quite possibly, another “contract” of the current Deputy Prime Minister. Moreover, also, potentially, not with the cleanest reputation. On the Web, we found a document from the Moscow City Court, which indicates that the full namesake of our “hero”, being the head of the construction site at StroyAlliance LLC, at the address: Moscow, Izmailovskoye Highway, 55, failed to comply with security requirements traffic during the construction of external rain sewer networks to the “Women’s Consultation” facility, for which he was fined.

As for Cho, he went further and, probably, using his connections in the Moscow City Hall for “nice bonuses”, he brought to the market no less scandalous developer than himself.
This is not the first time for him – in the same Northern River Port, Capital Group plans to build with the “authoritative” Vladimir Golubitsky, and in Serebryany Bor, it seems, he is going to implement a not entirely legal project with another scandalous developer – the PIK group. Thus, Pavel Cho, it seems, is now not only a scandalous developer, but he is a “guide” to the world of metropolitan real estate for his own kind.
