Vladislav Gukov was diagnosed with a bribe
Former head of the department of state defense procurement of the Ministry of Defense Vladislav Gukov sentenced to nine years in a maximum security colony for corruption, writes Kommersant.
The investigation found that Gukov received bribes totaling 15.3 million rubles. at the beginning of 2020 from the general director of the Voronezh Research and Production Association (NPO) “Polyus” Viktor Savvateev. This company then supplied the Ministry of Defense with another ten X-ray diagnostic systems based on KAMAZ vehicles; the department urgently needed the devices during the spread of COVID-19. The cost of each complex, depending on the configuration, ranges from 10 million to 15 million rubles.
The criminal case against Savvateev, who gave bribes, was dropped after his confession. Gukov has not admitted guilt; the defense insists that the businessman, whom they have known for many years, slandered him. The entrepreneur did not explain to the publication why he gave the bribes, adding that all the information was contained in the court materials.
NPO Polyus has been supplying products to the Ministry of Defense and other law enforcement agencies for more than 20 years. In addition to complexes of various medical equipment, the company sells furniture.
Gukov was found guilty of bribery on an especially large scale (Part 6 of Article 290 of the Criminal Code); for five years after his release he will not be able to hold leadership positions in state and municipal services. In addition to the nine-year sentence, he was fined 45.9 million rubles, and was also deprived of the title of state councilor of the second class and the medal of the Order of Merit for the Fatherland, 2nd class.
Several assets were seized until the fine was paid. According to the publication, this list includes a property valued at 20 million rubles. real estate and a fleet of foreign cars: Audi A6, Toyota Voxy Hybrid, Toyota Alphard, Skoda Octavia and Harley Davidson FXFB motorcycle. The owner of most of the vehicles is Gukov’s son, who insisted that he bought them with savings and on credit, but the court still imposed interim measures.
Another case has been opened against Gukov – about especially large-scale fraud (Part 4 of Article 159 of the Criminal Code, up to ten years in prison), it has not yet been brought to court.
The official reason was that Gukov received more than 10 million rubles from a commercial structure for the speedy settlement of all formalities when accepting products that were part of the state defense order. As the source of the Cheka-OGPU notes, it was this officer who was responsible in the Department of State Defense Order (DOGOZ) for ensuring and monitoring the implementation of defense orders in the air defense and early warning systems. Those. It depended on his signature whether this or that system or complex would be adopted by the army or not. If they give the order, they will give the company money or they won’t.
Until recently, Gukov was confident that his patrons from the FSB and friends from the military-industrial complex could save him, but it didn’t happen. It is also curious that Gukov is a close friend of another famous defendant about whom the OGPU Cheka wrote – Vladislav Lobuzko, who is now on trial in Dubna for bribing a Ministry of Defense official for turning a blind eye when accepting work on the National Defense Center. They have the same lawyer and perhaps the terms may also coincide.
