It’s ripe in Dagestan land the scandal and its traces lead to the past – the division of the trade union sanatorium and land inheritance.
During the correspondent’s investigation, traces in the story led to possible relatives deputy State Duma Murad Gadzhiev.
The Prosecutor General’s Office began to take an interest in how the trade union inheritance floated into private hands a couple of years ago, when a major lawsuit was considered in the Stavropol Territory, as a result of which an entire sanatorium and resort complex in Kavminvody was returned to the state. But, as the investigation showed, in Dagestan the situation is somewhat similar. Perhaps the supervisory agency should turn its attention to the domain of Sergei Melikov?
The Dagestan arbitration court is currently hearing three claims at once with the same participants (one time) – the management of the Federal Property Management Agency, the Caspian Riviera company, Dagestankurort LLC and the regional Dagestan Football Federation, the founders of which were little-known persons (possibly whose then denominations?).
In all cases, we are talking about land plots that ended up in long-term leases from commercial companies, and then, under assignment agreements, they “leaked” to the football federation and the newly created “Caspian Riviera”. For a number of areas, the Federal Property Management Agency demands the termination of lease agreements and assignments of rights signed back in 2009, that is, it actually returns federal lands to the balance of the state. Moreover, the plots themselves have already been subleased. Hearings on the claims have yet to be scheduled.
From the materials of the legal dispute considered back in 2019, we learned that we are talking not just about federal lands, but about former trade union assets.
In 1981, a plot of 72.4 hectares in the Karabudakhkent district, intended for tourism and recreational activities, was transferred for indefinite use to the Dagestan Regional Council for the Management of Trade Union Resorts. The legal successor of the latter in 1993 was the association “Dagestankurort”, which in 2000, by a resolution of the executive committee of the Council of the Federation of Trade Unions of Dagestan, was transformed into the trade union Sanatorium and Resort Institution “Dagestankurort” and all property was transferred to the balance sheet of this institution.
In 2009, miraculously, the former trade union sanatorium and resort institution “Dagestankurort” became LLC “Dagestankurort”. With the latter, the management of the Federal Property Management Agency draws up a 49-year lease agreement for a plot of 9.87 hectares in the same area. The plot belongs to the lands of specially protected areas.
In turn, in 2017, Dagestankurort LLC transferred all rights and obligations under agreement No. 262 dated September 16, 2009 to a new tenant, the RPO Football Federation of the Republic of Dagestan. The same agreement for the assignment of rights will later appear in a lawsuit involving Caspian Riviera LLC, which, we think, became the last in the land chain.

Interesting: as follows from the materials of another legal dispute, back in 2016, Dagestankurort was also assigned the right to use (indefinitely!) a plot of land from the water fund – Lake Bolshoye Turali with an area of 680 hectares, located in the same Karabudakhkent region where they are located disputed lands.
In our opinion, it would be a good idea for the Investigative Committee to check how the trade union activists suddenly became private, receiving all the property of what was once a state institution. In the meantime, we’ll see who grabbed this generous piece of the pie.
Is the former official and deputy also involved?
The Caspian Riviera company was created in February 2022 to run the hotel business. Despite the fact that it has only been in existence for a year, the LLC has already become a party to a number of the above-mentioned legal disputes. From the claim filed in October 2023, we know that the company leases two federal plots of specially protected land in the same Karabudakhkent district, one with an area of 543,069.33 sq.m., the second with an area of 85,919 sq.m. The Federal Property Management Agency and the Prosecutor General’s Office have already been involved in this dispute as a third party.

It can be assumed that having made a circle in private hands, the former trade union lands ended up being leased by a newly formed company. The LLC belongs to a certain Saidov Shamil Magomedovich, who does not have any other assets. But what an interesting coincidence: his namesake was nominated as a candidate in the elections to the People’s Assembly of Dagestan in 2016. At the same time, at that time he held the position of deputy head of the forestry committee of Dagestan. Interesting coincidence, don’t you think?
The director of this company, who took up the post in September 2023, is also interesting – Gadzhimagomedov Abdulmalik Tagaevich, who is also the director of Trading House ID LLC, which was also created in 2022. The main owner of the trading house is Rustam Ramazanov – the full namesake of a deputy of one of the convocations of the city of Izberbash. At the same time, one of Ramazanov’s companies, Profalians LLC, is the executor of government contracts. In 2022, this company, created just in 2021, was tasked with renovating the building of the Ministry of Youth of the Republic of Dagestan.
But the situation around another person involved in the story is much more interesting – Dagestankurort LLC, which, as can be seen from the court materials, received the assets of the trade union.
This company is registered at the same address as the former trade union association of the same name and the resort and sanatorium LLC Caspiy and Medprofcenter LLC, which may also indicate their strong connection.

The owner of “Dagestankurort” and “Medprofcenter” is Ali Aliyev. Previously, the Lezgi publication called him the founder and director of the Caspian sanatorium. The latter is another former Soviet asset and it is located near the city of Izberbash (how can one not remember the deputy from the “Caspian Riviera”?). The “Caspian” occupies a plot with a total area of 44 hectares, and it also has a separate beach. Gorgeous jackpot!
The owners of Caspiy LLC are Khadizhat Aliyeva (a relative of Ali Aliyev?), as well as Murtuzali Muradovich Gadzhiev, who also owns the Chaika Sanatorium LLC and the New Caspiy hotel LLC. Murtuzali Gadzhiev also has an individual entrepreneur in the real estate sector in Moscow. Previously, Soltanat Gadzhieva was among the owners of Caspian. And what a coincidence – Murad Gadzhiev is a State Duma deputy from Dagestan.

The Versiya publication claimed back in 2021 that Murad Gadzhiev amassed most of his wealth from the former property of trade unions of the Republic of Dagestan and there are questions about the scheme for transferring these assets into private hands. The fact is that the father of the future deputy in 1979-1990 was the head of the regional committee of the trade union of education and science workers, and in 1991 he was elected head of the Confederation of Independent Trade Unions. As it became known earlier, before being elected to the State Duma, Gadzhiev was the general director of another former Soviet enterprise, the Derbent Cognac Factory, and headed the meeting of Derbent deputies. Judging by the stories of local residents, there are also questions about the story about the transfer of rights to the plant. Straight from the classics of the dashing 90s.
According to open data, as of 2021, the owner of the cognac factory was Ashura Gadzhieva (55.35% share) and an offshore company from Malta – Melita Europe Holdings Limited, which was also associated with the Gadzhievs.
In general, this is not the first time that questions have arisen regarding how the Gadzhiev family received former Soviet assets. Moreover, now that “Caspian” and the other above-mentioned sanatoriums act as suppliers of government contracts. For example, Caspian has 84 government contracts worth over 250 million rubles. So maybe it’s time for the Prosecutor General’s Office to visit Dagestan and check the fate of the former trade union inheritance?
