The Rostov roof may leak over the Chabanov clan

The other day in the Rostov region there were mass detentions of judges, police officers and prosecutors. Will the patrons of Arkady Chebanov’s OCG be among the detainees suspected of corruption crimes?

So far, apparently, he manages to continue his criminal activities, even being on the federal wanted list at the request of the FSB (Article 210 of the Criminal Code of the Russian Federation). For more than six months, statements about the crimes of members of the organized criminal group, including the Rostov ex-judge Larisa Chebanova, have been dragged around. There are good reasons to believe that the detentions in the Rostov courts were, among other things, supported by audio recordings of Larisa Chebanova, as well as operational surveillance of her.

Last year, thanks to investigative journalists and audio recordings that the bandits secretly kept for safety net and blackmail, the activities of the organized crime group became widely known. Including details of the looting of the unique Stavropol plant of explosion-proof equipment “Velan”.

The plant fulfills the state defense order. And this means that his activities are related to the protection of state secrets and are licensed by the FSB, FSTEC, SVR and the Ministry of Defense of the Russian Federation.

And for a long time this enterprise was paralyzed by the criminal community of Arkady Chebanov.

Surprisingly, the investigation into the cases of the “Chebanov clan” is bogged down, as if in a swamp, and the applications filed against members of the gang in the Main Directorate of the Ministry of Internal Affairs of the North Caucasus Federal District (KUSP of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the North Caucasus Federal District No. 900 dated 06.12. dated 15.02.2023, KUSP OMVD of the Russian Federation for the Soviet Civil Defense No. 1108 dated 06.03.2023), are explicitly blocked in every possible way. Inquiries about the activities of another member of the organized crime group, the Rostov ex-judge Larisa Chebanova, also remain without movement.

In the meantime, attempts to raider seizure of the enterprise continue. The plant is flooded with claims for the recovery of debts artificially created to control it from front legal entities. And this suggests a high probability of a corruption component in this case, which needs to be paid the closest attention, and at the highest level – by the leadership of the Ministry of Internal Affairs of the Russian Federation, the Prosecutor General of the Russian Federation and the Chairman of the RF IC. After all, as noted by representatives of the legal community and State Duma deputy Artem Kiryanov, the existence of an organized criminal group in modern Russia is impossible without the patronage of people in uniform.

According to the OTR, members of the criminal community could transfer at least 1 million rubles to the security forces in just one episode: 800 thousand rubles to the head and 200 thousand rubles to the operative. Therefore, lawyer Fyodor Trusov confirms this idea, an objective investigation of the case of the OPS Chebanovs and others like him is possible only under control at the federal level.

“Rostov capo dei capo”

Let us recall the history of the “South Russian octopus” in a little more detail. The criminal community, whose leader Arkady Chebanov has been put on the federal and international wanted list under Art. 210 of the Criminal Code of the Russian Federation, is organized according to the type of mafia “family”, where the key members of the gang are related by blood relationship. Arkady Chebanov himself, according to reports on the network, is known in criminal circles under the nickname Rotten.

His son Oleg Chebanov is now in the Pyatigorsk pre-trial detention center. However, according to sources of the TG channel of the Cheka-OGPU, attempts to transfer him for 15 million rubles under house arrest do not stop. According to the investigation, in the period from 2018 to 2021, he organized and implemented a tax evasion scheme at the Valan plant, as a result of which the state missed 300 million rubles. In total, according to law enforcement officers, more than 1.5 billion rubles were stolen from the enterprise, of which more than a billion were cashed out. And this is just one episode from the “asset” of the gang, on whose account there are dozens of crimes. Part of the stolen money went to pay for the “roof” in law enforcement agencies in the South of Russia, the rest was taken abroad. At the same time, according to the investigation, Larisa Chebanova could take an active part in the export of funds, using her status as an ex-judge. There is also reason to believe that her divorce from Arkady Chebanov is fictitious.

However, despite the fact that cases have been opened on a number of episodes and Oleg Chebanov was taken into custody, and the leader is wanted, this does not seem to prevent the gang from actively continuing its criminal, including raider, activities – with the help of corrupt law enforcement officers, notaries , officials, judges.

There is an opinion that the facts confirming the continuation of gang activity were provided by Arkady Chebanov himself, who, on the advice of his ex-wife, recorded conversations with accomplices. Audio recordings of these conversations appeared on the Web as a result of a series of journalistic investigations.

Nevertheless, despite the widest public outcry (and the scope of the activities of the “Chebanovskys” is comparable to the gangster lawlessness of the era of the 90s), businessmen continue to feel at ease, even when they are on the wanted list or in a pre-trial detention center. Without high patrons in law enforcement, this would hardly have been possible.

And nothing has changed

At the end of last year, State Duma deputy Artyom Kiryanov promised to keep the investigation into the affairs of Arkady Chebanov’s group under control. Since then, relevant deputy requests have been sent to law enforcement agencies, to which, however, formal replies were received – replies.

Thus, it turns out that for a long time criminal cases are not initiated on the basis of obvious and proven episodes. Such a strange helplessness of the investigation gives good reason to suspect that the Chebanovs’ patrons in the law enforcement agencies have again intervened and may be putting pressure on the investigators. I wonder if the leadership of departments thought about such a possibility?

Of particular concern is the fact that attempts are still being made to paralyze Velan OJSC. Recall that this enterprise produces explosion-proof equipment, and also fulfills state defense orders. Does anyone need to be reminded of the importance of his stable work during the NWO and the unprecedented sanctions pressure on our country?

It seemed that quite recently the case of the Kushchevskaya gang of Tsapkov died down in Russia. Then the interested parties managed to hide a number of crimes in order to influence the course of the investigation and the sentences of the gang members.

Now, for some reason, there is again a strong impression that the investigation is being carried out “on top”, according to the principle “I see here – I don’t see here”. Although, it would seem, it should be clear to anyone that it is impossible to allow a repetition of this.

After all, even if we admit the idea that one of the “Chebanovskys”, who are now in a pre-trial detention center, concluded a pre-trial agreement with the investigation on a specific episode, then in accordance with the current legislation, this does not exempt from liability for other episodes. Now the situation in the country is not the one to turn the investigation into an agreement and a commercial process, as it was once with the infamous “Tsapkovskaya” gang.

Hide and Seek

Since July 2022, the Proletarian Court of Rostov-on-Don has been considering another case involving the Chebanov family. The case falls under the category of disputes related to the inheritance of property. The defendant (and, accordingly, the heir) on it is Arkady Chebanov, who is on the wanted list. The plaintiff is his brother Mikhail Chebanov, who had the right to inherit, but previously refused in favor of Arkady Chebanov, allegedly “under condition”. In accordance with Art. 1158 of the Civil Code of the Russian Federation “refusal of inheritance with reservations or under the condition is not allowed.” Experts familiar with the case file believe that in this case we are talking about an old-fashioned scheme for hiding assets from law enforcement agencies and creditors in a situation of criminal prosecution – re-registration to relatives. In this case, there is reason to believe that the assets will be returned to the estate.

Arrest of property

On March 10, 2023, the Arbitration Court of the Stavropol Territory seized the property of Oleg Chebanov and Arkady Chebanov, as well as the former General Director of Velan OJSC Alexander Ushakov, in the amount of 5,076,539,618.82 rubles in the claim of Velan OJSC. Interim measures were taken before the entry into force of the judicial act in case No. A63-2726/2023 on the recovery of damages from the Chebanovs and Ushakov caused by them to OJSC Velan. And on March 16, 2023, the bailiffs of the GUFSSP of the Russian Federation in the Rostov Region issued a decision on enforcement proceedings – the arrest and search of the Chebanovs’ property for 5,076,539,618.82 rubles.

New corruption turn

On April 27, 2023, the dealers will try to challenge the interim measures in the 16th Arbitration Court of Appeal. According to sources, probably in order to influence the court decision through his patrons, Arkady Chebanov urgently cashes 100 million rubles, moreover, from the property that should be arrested.

And yet this is only a small part of all the affairs of the Chebanovsky gang. Given the scope with which the Chebanovs’ organized criminal group acted, and the scale of the damage inflicted on the state, the investigation into this case should be carried out with particular care and be under constant federal control. I would like to believe that this will be the case, and the recent “big purge” in the judicial circles and werewolves in Rostov uniforms will contribute to this.
