The authorities of Yamal are once again changing configuration sewerage treatment plants, which have been trying to reconstruct in Nadym for about 13 years. After public hearings, the St. Petersburg contractor will send the revised project for state examination.
There is a high probability that this time too the infrastructure, without which untreated fecal fluid flows into the rivers of the Ob-Irtysh basin, will significantly will rise in price for the budget. Over the past 2 years, the price tag has doubled – to two billion rubles.
At the same time, DKSiI admitted that it had already paid the first contractor more than a billion rubles, and after that it simply demolished most of the constructed infrastructure, and the equipment was abandoned on the site without any conservation. Thanks to this, officials were unable to prove the fact of unjust enrichment by Spinox. The former governor’s team signed the work completion certificates without any complaints, and the shortcomings discovered by Dmitry Artyukhov’s subordinates at the moment turned out to be unprovable.
It is noteworthy that this is far from the only long-term municipal construction project in the Yamal-Nenets Autonomous Okrug, for the construction of which budget funds have so far been spent to no avail. The residents of the district who are unable to eat fish without health risks are hostage to the current situation, and the situation is most critical for the indigenous indigenous peoples who “feed off the river.”
The State Institution “Directorate for Capital Construction and Investment of the Yamal-Nenets Autonomous Okrug” (DKSiI) announced public hearings regarding the environmental impact assessment (EIA), which may have an updated project for the reconstruction and modernization of sewage treatment plants (STP) in Nadym.
It is planned to accept the opinions of residents in the format of questionnaires in the Nadymsky district administration until October 26, 2023.

The development of the EIA was carried out by Graffit Stroy LLC from St. Petersburg, which at the end of 2021 agreed to complete work on the famous long-term municipal construction project for a billion. After two years, the cost of the project has doubled.

“There is a high probability that 2 billion is not the final figure. The EIA assessment is a necessary link for re-approval of the revised design documentation in the state examination. The estimated cost in the new document may be significantly higher both due to an increase in the price of equipment and due to changes in the list of works. I assume that the project has been significantly improved. Otherwise they would not have had to do a new impact assessment,” says an industry expert.
The construction of treatment plants in Nadym began back in 2010. The Tyumen company Spinox was responsible for the work. In 2019, the contract was terminated at the stage of partial execution, and the parties signed certificates of completion of work in a total amount of more than 1.3 billion rubles. The 2020 audit showed that some of the declared volumes were not fulfilled. In 2021, the contractor was presented with a claim of 288 million, but the claims, which were reduced to 126 million rubles during the proceedings, were refused.
DKSiI filed an appeal against the arbitration decision. Although the Yamal residents managed to prove that the statute of limitations had not yet expired and obtained a re-examination of the case, they were unable to obtain a positive decision on their claim. In July 2023, officials and builders re-inspected the work. As part of the site inspection, it was determined that some of the facilities for which the district budget had paid were dismantled and the equipment abandoned without conservation.
“To confirm the fact that the object has been greatly changed – namely, part of the object erected by the society has been dismantled, equipment has been removed, disassembled and randomly placed around the territory – photographic materials have been presented. In addition, these circumstances are not disputed by the persons involved in the case <...> There is no subject of the examination, which does not allow us to detail the condition and composition of the object as of the date of its delivery according to the acts,” the court materials say.
At the same time, the previous acts of completed work were signed without any complaints; therefore, officials failed to prove their position about unjust enrichment on the part of Spinox.
This is far from the only long-term municipal construction project in the district, where, due to the lack of alternative infrastructure, untreated wastewater is discharged into the open tundra or into the water bodies of the Ob-Irtysh basin. In April 2022, DKSiI returned to the issue of completing the WWTP in the city of Labytnangi, where sewage disposal trucks dumped feces directly into the city landfill, and the “Laguna” treatment types have not been functioning for a long time.
“This facility has already lost its long-term construction status because construction is proceeding at an active pace. This is another perennial problem. All sewerage networks that connect the system to the two bioreactors have already been built. This is necessary so that the maximum permissible concentrations for pollutants at the river outlet meet the legal requirements. Next year, WWTPs will be launched at full capacity – 7 thousand cubic meters per day. This capacity is enough to meet the needs of the municipality even during peak load periods,” emphasized the head of Labytnanga, Marina Treskova.
Let us remind you that the contract for the completion of the facility, begun by the same Tyumen company Spinox, was signed with the Moscow LLC ENCOM Cable Systems Megapolis (ENCOM KMS). Work under the contract worth 1.459 billion rubles was promised to be completed by the end of March 2024, and currently the contract has risen in price by a third – to 1.95 billion rubles.
Six months after this, Muscovites received another order from the Yamal authorities – for the construction of wastewater treatment plants in the village of Yar-Sale, which is the center of the Yamal region. The solution to the utility problem in this area is planned by the end of 2025. It is noteworthy that in less than a year the contract increased significantly in price for the budget, when instead of the planned 970 million rubles, Dmitry Artyukhov’s subordinates agreed to increase the price to 1.5 billion.

According to experts, many years of inaction by officials primarily affected not only the condition of the tundra and rivers of the Ob-Irtysh basin, but also the health of the indigenous indigenous peoples, whose traditional villages and communities are located in close proximity to all three listed objects. People here “live from the river”, and the main products of the diet are tundra plants, fish and venison.

The population in this territory is small, but should it really suffer due to the inaction of utility companies and officials? Many diseases are transmitted to humans through fish. And crap has been pouring into rivers for years. Some of the waste settles on the ground, on the banks of water bodies. During the flood period, these soils are washed away, resulting in a volley of hazardous substances, resulting in pollution of the area along the rivers. First of all, indigenous peoples suffer from the current situation,” summed up the chairman of the environmental organization “Green Front” Sergei Vinogradov.
