The former prosecutor of the Novosibirsk region Vladimir Falileev will appear before the court. According to the version of the Investigative Committee of Russia, he received bribes from the well-known Novosibirsk businessman Oleg Yarovoy in exchange for patronage. Bribes, the total amount of which amounted to about 10 million rubles, were transferred both in cash and in services – in particular, the businessman paid for the treatment of a relative of the prosecutor, the repair and parking of his car. Vladimir Falileev, who has been held in a pre-trial detention center for more than a year, denies the charges against him. According to preliminary data, the criminal case will be transferred to another region for an objective consideration.
As it became known to Kommersant-Siberia, the investigation of the criminal case against Vladimir Falileev, who served as prosecutor of the Novosibirsk Region in 2015-2018, has been completed. The ex-prosecutor was detained in mid-February 2022. For this purpose, a group of investigators from the central apparatus of the Investigative Committee of Russia was sent to Novosibirsk.
Vladimir Falileev was charged with taking a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation, punishment – up to 15 years in prison).
With the sanction of the court, the ex-prosecutor was taken into custody. Numerous attempts by the lawyer to achieve the release of the client from the pre-trial detention center were unsuccessful. The last time the Novosibirsk Regional Court extended his arrest until July 14, 2023.
Law enforcement agencies do not comment on the case of the ex-prosecutor. As Kommersant-Siberia was told by sources familiar with the case, according to the results of the investigation, which took almost a year and a half, Vladimir Falileev was charged with taking bribes for almost 10 million rubles. from the well-known Novosibirsk businessman Oleg Yarovoy, who has extensive connections in the power structures of the region. Oleg Yarovoy is a former member of the boards of directors of JSC Zavod Ekran and JSC Vinap.
According to sources, in addition to cash bribes were gifts and services. In particular, the businessman allegedly paid for the treatment abroad of a relative of the regional prosecutor, the rent of a parking space. At the expense of the entrepreneur, the car of the State Counselor of Justice of the 2nd class (this rank corresponds to the rank of lieutenant general) Falileev was repaired.
Vladimir Falileev, who worked in the prosecutor’s office for more than a quarter of a century, pleaded not guilty, considering the arguments of the investigation unconvincing. At the court session on choosing a measure of restraint, he stated that he had become a victim of a slander.
The criminal prosecution against Oleg Yarovoy was terminated in accordance with the note to Art. 291 of the Criminal Code of the Russian Federation on giving a bribe. It states that a person is released from criminal liability if he actively contributed to the disclosure of the case and voluntarily reported the crime to the investigating authorities.
The case of the ex-prosecutor was sent to the Eighth Cassation Court of General Jurisdiction in Kemerovo to determine the territorial jurisdiction. For objective consideration, it can be transferred to another region.
Also under investigation is the first deputy of Vladimir Falileev Lyubov Kuzmenok. Another of his deputy, Andrey Turbin, is on trial. They are also charged with bribery.
Vladimir Falileev became the prosecutor of the region in 2015. However, in November 2018, two years before the end of his term, the regional prosecutor resigned early. The department then reported that Vladimir Falileev was “dismissed of his own free will in connection with retirement on a seniority basis.”
