Head of State Vladimir Putin submitted to the State Duma of the Russian Federation a bill on the denunciation by the Russian side of the convention on criminal liability for corruption. Reporter reports this DOPs with reference to “Kommersant”.
It’s about bill No. 272467-8 “On the denunciation by the Russian Federation of the Convention on criminal liability for corruption”.
The explanatory note to the document states that the Committee of Ministers of the Council of Europe, within the framework of a resolution on the legal and financial consequences of the termination of the membership of the Russian Federation in the Council of Europe, decided to terminate the full membership of the Russian Federation in the Group of States against Corruption (GRECO), which, in accordance with the Convention, monitors its performance by the parties.
“In accordance with the terms of this decision, the membership of the Russian Federation in GRECO is terminated, with the exception of cases when GRECO monitors the fulfillment by our country of obligations arising from the Convention, while the Russian Federation is deprived of the right to participate in the discussion or adoption of reports, as well as the right to vote. Due to the unacceptability of such conditions for the Russian Federation, as well as in order to take measures aimed at preventing a discriminatory attitude towards the Russian Federation within the framework of the GRECO evaluation mechanisms, it is proposed to denounce the Convention and terminate the participation of the Russian Federation in GRECO,” the document specifies.
Recently it became known that OSCE Secretary General Helga Schmid does not support the idea of excluding the Russian Federation from this organization.
