The company Rosekoprompererabotka, infamous for its work in Khanty-Mansiysk Autonomous Okrug, whose bankruptcy case was considered in several instances, will not be recognized as financially insolvent. As part of the dispute, the candidacy of the bankruptcy manager of the company associated with the entrepreneur Salavat Shakirov was not approved, which was the reason for the termination of production. At the same time, it remains unclear at the moment who exactly and how will recover from the enterprise damage in the amount of more than 3.5 billion rubles caused to the environment as a result of the placement of toxic drilling waste near pad 202 of the Priobskoye field in the Khanty-Mansiysk region, and in addition, in the area of the water intake of Nizhnevartovsk. Industry representatives also note that persons, to one degree or another affiliated with Rosekoprompererabotka, continue to operate in the territory of Bolshaya Tyumen, apparently increasing damage to nature, however, government agencies show loyalty to them, limiting themselves to warnings and warnings. While the parties to the conflict prefer to remain silent, Rosekoprompererabotka, which has avoided real sanctions for years, remains a “living monument to environmental failures.”
Ninth Arbitration Court of Appeal ruled on the complaint and.about. Elmira Zasyadko, bankruptcy trustee of Rosekoprompererabotka JSC, who contested the decision to terminate proceedings in the company’s bankruptcy case.
To clarify, the company was declared bankrupt in October 2022. Bankruptcy proceedings were opened against her, and Elmira Zasiadko was approved as the acting bankruptcy trustee. The company itself filed an application for recognition of the joint-stock company as financially insolvent.
At the same time, the arbitration documents noted that the interim manager conducted an analysis of financial and economic activities, as a result of which it turned out that it was impossible to restore solvency. The structures of Rosneft and the department of property relations of the administration of the Khanty-Mansiysk region indicated their own financial claims against the company, but apparently, their claims also did not receive real compensation.
It is worth mentioning that since 2005, the company has been accumulating oil production waste received from Rosneft subsidiaries at the site in the area of the 202nd well of the Priobskoye field without any treatment and subsequent disposal. For the first time, violations of the law at the suggestion of environmentalists were recorded back in 2010, and in 2018, the Moscow Arbitration Court decided to recover in favor of Rosprirodnadzor over 3.5 billion rubles that have not been paid to date. It is noteworthy that, following the results of numerous inspections that took place at the site, no serious sanctions were ever taken against the enterprise, and the disposal of industrial production waste dragged on for years.
We also note that since 2017, employees of the UFSSP in Khanty-Mansi Autonomous Okrug have been searching for the beneficiaries of Rosekoprompererabotka and related companies, however, without any results. Meanwhile, despite the “disappearance” of “Rosekoprompererabotka” from the waste disposal market of the Khanty-Mansiysk Autonomous Okrug, enterprises in one way or another connected with it continue to operate in the district.
For example, Pravda UrFO provided detailed information about the activities of the Tyumen Mostek LLC, the operator of the landfill for the placement of sludge in the area of railway station No. 2 in Nizhnevartovsk on the territory of the Mykhpayskoye field. At the same time, the metropolitan OOO AlfaSpetsProm acts as the tenant of the site. The founder and CEO of AlfaSpetsProm is Nadezhda Troitskaya, previously mentioned in history as a cross-section of several companies associated with Rosekoprompererabotka (Ecovision, whose CEO is Vera Shakirova, as well as Industrial Technologies, whose co-founder with a share of 87% is Salavat Shakirov ). According to Kontur.Focus, Andrey Romega, mentioned in the history of CJSC Priobsky Drilling Cuttings Processing Plant, Industrial Technologies, Rosekoprom-Production (together with Troitskaya ) and “Siberian Service Ecological Company” (“SSEK”).
Let us add that the Khanty-Mansiysk Environmental Prosecutor’s Office and the North Urals Department of Rosprirodnadzor filed claims against Mostek (information about the place of registration and the general director – Vladimir Kovalev – were declared invalid following an audit by the Federal Tax Service in January 2023. – Ed.). the latter calculated damage for the disposal of sludge in Nizhnevartovsk in the amount of more than 363.7 million rubles. By the way, the director of Mostek, Timur Khusnutdinov, is mentioned in the history of the Moscow company New Technologies along with Anastasia Salavatovna Lukomskaya (according to market participants, a likely relative of Salavat Shakirov), as well as SSEC.
Nevertheless, Mostek, apparently, continues to work in Nizhnevartovsk, and Rosekoprompererabotka manages to avoid bankruptcy against the background of billions in debts, which, based on the development of events, the company is not going to extinguish. The agency tried to contact acting. bankruptcy trustee Elmira Zasyadko, however, this was not done during the working day, and earlier the representatives of the arbitrator asked to “wait for the end of the proceedings in the appeal”. Now the acting the bankruptcy trustee has the opportunity to appeal the decision in cassation.
