The incident took place in April last year in Moscow. One of the participants in the accident was the mother on maternity leave Yulia Borodach, the other was the current Minister of Transport Alexander Klebanov (at that time he worked as a deputy minister).
The traffic police officers who arrived at the scene drew up a protocol on an administrative offense, in which the young mother was named as the culprit. Yulia Borodach believes that she is a victim of an accident. She is trying to appeal the decision of the inspectors, but so far has not succeeded in this.

Julia claims that she followed the middle lane, while Land Rover left the gas station initially in the right lane, and then changed lanes to the middle one. The car, according to the young mother, followed her Camry, and then collided with her.
The explanations of the second participant in the accident say that everything was exactly the opposite: Klebanov was moving in the left lane, and the accident occurred due to the fact that Yulia’s car began to change lanes into the left lane and at the same time did not give way to the SUV. That is, it’s Camry’s fault for what happened.
Special approach
Julia considers herself injured in this accident. She notes that during the registration of the accident there were some oddities: for example, a Toyota Camry arrived at the scene of the accident with the numbers of the investigative committee and stood there until the paperwork was completed.
“At the scene of the accident, the traffic police treated the participants in the accident unequally. Klebanova A.V. I was never asked to get out of the car, an unknown passenger from the back seat carried the documents of Klebanov A.V. to the traffic police officers, while I was called to the loudspeaker three times to get out of the car, ” she notes.
The traffic police inspectors issued a decision to bring Yulia to administrative responsibility under Part 3 of Art. 12.14 of the Code of Administrative Offenses of the Russian Federation, which she appealed in the Kuntsevsky District Court of Moscow. According to the young mother, she has irrefutable evidence – a video recording of the Gormost State Budgetary Institution from the scene, which shows which of the participants in the accident made the rebuilding. This video, in color and in high quality, is attached to the case file, as well as the conclusions of an independent examination, says Yulia Borodach.
However, the court left the decision is unchanged, without indicating that the video recording of the GBU GORMOST was attached to the case and that it was viewed, the participant in the accident notes. Now she has filed another complaint with the higher court.
“Soon there will be a year as I fight for my rights, for the truth! I have all the evidence of my innocence, and I cannot defend myself!” says Yulia Borodach.
According to her, the family’s only car is now broken, and the spouses themselves are forced to pay lawyers to fight off the huge payment for the repair of Land Rover, in which Yulia was accused of an accident.
“From insurance we have only OSAGO, CASCO we cannot afford. If I can’t prove my innocence, the insurance company will charge me several million rubles as a recourse for repairing a premium car. I, a mother on maternity leave, will have to pay for the repair of the Land Rover Vogue of the Minister of Transport of Bashkiria, ”she wrote.
Now Julia intends to make the case public – she hopes that this will help her prove her innocence.
Mkset was unable to get a comment from the head of the Ministry of Transport Alexander Klebanov. Of the three numbers of mobile operators we have, one turned out to be incorrect, two were disabled. The editors will send an official request to the department.
Meanwhile, the state information agency “Bashinform” published Klebanov’s commentary on the situation.
“At the end of April last year, I was driving a car along the Mozhaisk highway towards the center of Moscow. There was a collision with a Toyota. I immediately stopped and called the traffic police. After 5-7 minutes, two traffic police crews arrived. The traffic police officers checked the photo and video recording cameras, took measurements of the road and, as expected, formalized the fact of the accident. After the participants in the accident were given documents stating that I was not guilty, I was allowed to leave the scene of the accident, and I left. At the same time, I should note that the rules of the road are the same for everyone: regardless of who is driving – a private person or a civil servant, ”the agency quotes Klebanov as saying.
Land Rover
The number of the premium SUV indicated in the protocol was sold on October 16, 2020 on a special resource for 300 thousand rubles. Prior to that, it was installed on the KIA sedan.
Land Rover with this number was produced in 2020, according to open data on websites specializing in automotive topics.
