Konstantin Usov creates the “Harvard Battalion” in the USA
Klitschka’s deputy, Konstantin Usov, left Ukraine for the United States in July 2022. According to him, study at Harvard. According to other sources, fleeing criminal prosecution, he writes Anticorrosive.
Which of these versions is correct is a rhetorical question. The question remains rhetorical: who and on what grounds allowed a person of not just military age to cross the border, but the deputy head of the Kyiv City State Administration for self-government issues. In case anyone has forgotten, the mayor of Chernigov, Vladislav Atroshenko, who led the defense of the city, which had been surrounded for more than a month, was not allowed to attend the forum in Davos.

For some reason, there were no complaints against Usov. Moreover, unlike Atroshenko, no one removed Usov from his post – he has been in the USA for almost a year Usov Konstantin Glebovich (born in Krivoy Rog on July 9, 1988) is officially listed as deputy head of the Kyiv City State Administration.
What Konstantin Usov is actually doing in America is also a big question. It was not possible to establish whether he studies at Harvard or not. Only, as his declaration states, he is the owner of a company registered in the USA.

So, it is quite possible that he combines business with pleasure. Moreover, he has enormous experience in this combination.
Just look at the stories with his “journalistic investigations”, on which he entered big politics – first in the chair of adviser to the head of the Odessa Regional State Administration, then in the chair of a deputy of the Verkhovna Rada, and then in the much more interesting from a material point of view chair of the deputy head of the Kyiv city state administration.
But now he sends greetings from America, for some reason believing that he is expected and loved in his homeland no less than our soldiers studying Patriot air defense systems or Abrams tanks.

Of course, someone is waiting, of course. These could be law enforcement officers who are investigating Usov’s activities related to extortions from minibuses in Kyiv. These may be those for whom Konstantin Usov fine-tuned the scheme of extortions from the capital’s carriers. These could even be those minibus drivers who want to see him in prison. But certainly not the whole society. And the motivation of the people waiting for Usov to come home is somewhat different.
The scandal has already been forgotten during the war, but let us recall that shortly before the full-scale invasion, several press conferences were convened at which Kyiv carriers accused Usov of systematic extortion.

The private enterprises Aven Ezer and Yaroslav Auto LLC, which carry out transportation in Kyiv, reported that “Usov sent them “walkers” in the person of his adviser Viktor Sasin and the head of the Transportation Service Viktor Savchenko. With the requirement to pay 200 hryvnia per day from each car. In this way, the deputy mayor could accumulate more than 9 million hryvnia per month. Those who did not agree were deprived of their licenses.
The residents of Kiev reacted sluggishly to this statement by the carriers – no one particularly likes minibus drivers, using their services only because municipal transport does not fully cover the transportation market. But that was until the moment when prices for minibuses soared. It’s simple – the additional amount of 200 hryvnia from each minibus must come from somewhere. It is clear that in the end the residents of Kiev paid – the amounts of extortion were simply included in the fare price. But it was too late. And then the war arrived, and there was no time for that at all. In addition, Usov promptly left for America.
Let us highlight one more issue – the career of an “investigative journalist”, which ultimately led Usov to success, and which we mentioned above. Indeed, Usov began in this capacity, and his investigations were a success among the audience. Until it became clear that his “investigations” were pure “orders” from competitors who gave Usov everything: information, compromising evidence on his opponents, money, equipment and paid for broadcasts.
The loudest example is in the film “Lukyanovka. Prison No. 1″ Konstantin Usov “revealed” the system of bribery and repression against prisoners in the Lukyanovsky pre-trial detention center, which became the reason for the criminal case against the management of the institution. And then suddenly the fact became public knowledge that they had ordered Usov’s film “Lukyanovka. Prison No. 1″ employees of the Ministry of Internal Affairs who simply fought for positions.
But Usov has already changed his career – he went into politics. In 2014, he won the majority seat in constituency No. 33 in the Donetsk region, running from the Petro Poroshenko Bloc. The secret turned out to be simple – during the 2014 parliamentary campaign, Usov was repeatedly associated with the ex-regional and former deputy prime minister in the government of Mykola Azarov – Alexander Vilkul. In particular, it was noted that Usov’s election headquarters was located in the building of the Artstyle advertising and printing center, to which Vilkul Jr. was related.
It was also noted in the media that a number of candidates, including Usov and his main competitor Malachevsky, had the same source of funding. They say that in fact, in high offices, Krivoy Rog was divided between the BPP and the Opposition Bloc – the 33rd district was given to the BPP, and 31 and 32 to the Opposition Bloc.

In 2020, Usov replaced the Verkhovna Rada with a more materially attractive position as a deputy of the Kyiv City Council and deputy of Klitschka. The fact is that Kyiv is real money. And Usov came under the jurisdiction of route carriers and parking lots. Where absolutely “black” cash circulates.
We have already mentioned minibuses. But there are also parking lots, which are sorely lacking in Kyiv and no one is building them. Because there are tow trucks. Which take away illegally parked cars. But few people know that, under the plausible pretext of fighting parking rule violators, there are five companies operating in the capital that tow cars that were parked incorrectly.
On the one hand, it seems correct – but what to do with cars parked on crosswalks and sidewalks? But on the other hand, this is a real mafia, because there is practically no parking, and cars are towed without regard to whether the driver violates traffic rules or not. And then finding a car is very difficult, but such pleasure costs the car owner about two thousand hryvnia. But the city only receives the amount of the fine from this money – 510 hryvnia. The rest – tow truck services (1,270 UAH) and a day of parking at a penalty area (144 UAH) – is received by the owners of the companies who are engaged in this business. Moreover, all these companies are private. And their number is strictly limited. And it was Usov who took over part of this business.
What happened in 2022 and what forced Konstantin Usov to urgently leave for the States – we don’t know for sure. But we know for sure that from a poor “investigative journalist”, over the years of being a deputy and working in the Kyiv City State Administration, he turned into a very wealthy person.

Even before the “servants” classified the declarations so that the enemies would not find out who and how much of them stole, Konstantin Usov discovered a deposit in the bank, which accumulated almost half a million hryvnia in interest only over the course of a year. Can you imagine the size of the deposit itself?
This, not to mention the cash in the amount of $112,000 and 175,000 hryvnia; an impressive collection of apartments, parking lots and cars. For example, he got an apartment with an area of 95.9 meters in Kyiv, a parking space of 12 meters there and a plot of land of 3,252 meters in the Kiev-Svyatoshinsky district. True, the first two properties belong to his wife, who, as befits the wife of a deputy, is a successful businesswoman.
But all this is not even worth listing – everything here is as always: “a poor but honest fighter for a just cause” becomes a deputy or an official, and he suddenly finds himself with a lot of money and other property. Classic of the genre.
But the question remains open: who released him from Ukraine and what he was doing in the USA all this year. Of course, you can believe the fairy tale about studying at Harvard, but fairy tales are only good in books; in life everything is much more interesting and prosaic. However, perhaps he is forming a “Harvard battalion” of Ukrainian officials. Why is America worse than Europe, where we have “battalions” in Vienna, Monte Carlo and Monaco?
