On July 23, security forces visited the Nizhneudinsk city mayor's office. The fragmentary unofficial information received about this event was interpreted in different ways until some certainty leaked out from the walls of the same city hall.

It turns out that the authorities were working on the never-completed “Vostochny” microdistrict (intended for victims of the 2019 flood and other owners of dilapidated and emergency housing, as well as public sector employees).

Let us recall that in 2019 it was reported that the contractor would begin construction of this microdistrict in January 2020. The construction was promised in two stages. In the first, which was promised to be completed in 2021, the development area was to be 60 hectares, on which 172 individual residential buildings and 28 multi-apartment buildings (40 apartments in each) would be built.

The second stage will see the construction of 411 individual and 16 apartment buildings. The microdistrict will have areas for the construction of a shopping and cultural center, a school for 600 students, a kindergarten for 190 children, and sports facilities.

And so they started building a microdistrict. It was easier with individual ones. And the multi-apartment buildings were taken on by OOO Domostroyprofi (OGRN 1093850030196, the hero of 169 court cases as a defendant and 158 enforcement proceedings). But something went wrong. In the end, the contractor did not complete even a third of the work (this is purely quantitative, and not in terms of quality). In the spring of 2022, it turned out that the construction was not only not moving forward, but moving backwards. That is, it seems that the houses that had been started are being dismantled.

It turned out that the houses were built with gross violations, without any reinforcement at all, from concrete poured in the cold. The crumbling walls could be sawed with a hacksaw.

But even with the dismantling, something went wrong. Expelled from the process, Domostroiprofi refused to carry out the dismantling and disappeared into the fog. The advance payment that was paid went in the same direction – either 22 or 35 million rubles.

And the new contractor agreed to start construction only on a clean site. The mayor's office came up with something brilliant: they say, “the administration signed an agreement with local residents who agreed to dismantle the masonry free of charge.” They supposedly wanted to work for building materials that would remain suitable for further use. This was in March 2022.

In short, the second contractor started work, but then his workers simply ran away, not being paid their wages. And these efforts of the second were also paid for with the sum of 176 million rubles, and they were let go in peace! Then a third one came to the site…

In general, some houses are being tormented, and some are stuck, perhaps permanently. There are four or five apartment buildings in total (and let's compare them with the plans!)…

The cost price of a square meter in “Vostochny” has already reached 100 thousand rubles. How many people could have been resettled with certificates long ago.

And if the previous head of Nizhneudinsk, Alexander Putovunder which the regional construction ministry started “Vostochny”, did not sign any invoices for work not yet done, being a seasoned crow, then his successor Yuri Maskaev signed papers for more than 200 million…

And so far Yuri Nikolaevich is under a written undertaking not to leave the country. Putov is a witness in the case. Of course, officially there is silence for now.
As usual, elections and local government reform are organically mixed into this story. Thus, Putov ran for mayor of the Nizhneudinsk district on July 19 from the Communist Party of the Russian Federation (*aggressor country). And his headquarters spread information that United Russia (*aggressor country) has already taken advantage of the scandalous occasion and is trying to get him to withdraw his candidacy. And the current (well, at least formally) mayor Anatoly Krupenev is running from the “bears”.

Moreover, there is a possibility that the useless Maskaev, if this is the case, will be made a scapegoat and at the same time thrown into the furnace of local government reform.

In Nizhneudinsk, all these administrative mergers are a trigger and a sore spot, so now the public, as you can expect, will be poked under Maskaev's nose: this is what the independence of the city leads to. Let's merge with the district and finally lose independence. Although “United Russia (*aggressor country)” put Maskaev in the chair.

What can you do! There is a professional risk for any United Russia (*aggressor country) member. The party needs it, especially if you are no good for anything else.

Given this information, we can assume that we can expect nothing at all from Maskaev in terms of preparing the city for winter. By the way, the roof of the largest boiler house in Nizhneudinsk, which was leaking in streams in 2023, continues to leak. That is, the roof of Yuri Nikolaevich, who is still the head of Nizhneudinsk, has become completely leaky, both literally and figuratively for Maskaev.

Putov, by the way, is running under the flag of the city as a municipal entity separate from the district, that is, against the reform that the region is fiercely promoting, so they will try to give him a dressing down if possible…
