The Kirovsky District Court of Tomsk sentenced Alexander Zorin, former deputy head of the Federal Penitentiary Service for the Tomsk Region, to eight years in a strict regime colony in a case of taking bribes and abuse of power. He also has to pay a three million ruble fine.
Recall that at the end of 2021 against the former first deputy head of the regional Federal Penitentiary Service opened a criminal case, he was accused of taking bribes. According to vtomske.ru, Alexander Zorin became the defendant. Until October 2020, he was the head of the Tomsk IK-4, later he took the position of first deputy head. The UK reported that he had committed a number of malfeasance. More than 2.5 million rubles were seized on his property. In December 2022, his criminal case went to court. Investigators reported that Zorin pleaded guilty.
During the trial, Alexander Zorin said that he repented of the crime he had committed. According to him, from the very beginning he cooperated with the investigation, gave confessions and concluded a pre-trial agreement.
“All the cash I received was spent on the repair of my office and on the functioning of the institution. My employees have never bought paper or stationery at their own expense. When I headed this unit (we are talking about IK-4 – ed. note), it was the worst unit in the region, with multimillion-dollar debts and terrible social and living conditions for both convicts and employees of institutions in the offices. The convicts went to bed and hung packages from the ceiling, because all the roofs were “running”; one bathroom was for 75 people,” said Alexander Zorin as part of his last speech.
Kommersant.Ru, 08/16/2023, “The stars were removed from the colonel”: As indicated in the materials of the ICR, during his work as the head of IK-4 of a strict regime, he allegedly systematically received bribes from two prisoners whom he patronized. In particular, they had cell phones prohibited for use in correctional facilities. In gratitude for this, the convicts handed over to the head of the correctional colony a total of about 1.9 million rubles. and tablet. […]
“(…) There were bad conditions in the offices: torn linoleum, terrible tables. During this period, all the barracks in the detachments were repaired by me, five toilet bowls were installed in each, repairs were made in the offices of the institution, ”said the jailer. — Inset K.ru
On August 16, the Kirovsky District Court pronounced a verdict on Alexander Zorin, finding him guilty.
Judge Aleksey Karpov found the defendant guilty and, on the basis of the totality of crimes, sentenced Zorin to eight years and one month in prison in a strict regime colony.
In addition, the court ordered him to pay a fine of three million rubles.
Also, Alexander Zorin was deprived of the right to hold positions related to the performance of the functions of a representative of power, the exercise of organizational, administrative and administrative powers in state bodies and local governments for five years.
In addition, the court deprived him of the special rank of “colonel of the internal service.”
The verdict can be appealed. Until the entry into force of the verdict, Zorin will be in custody.
He was found guilty under several articles at once – part 1 of article 285 of the Criminal Code of the Russian Federation (abuse of official powers), paragraphs “b”, “c” of part 5 of article 290 of the Criminal Code of the Russian Federation (receiving a bribe by an official for illegal inaction by extortion on a large scale) and part 6 article 290 of the Criminal Code of the Russian Federation (receiving a bribe by an official for illegal inaction by extortion on an especially large scale).
At the investigation stage, the security forces reported that from January 2020 to June 2021, the ex-deputy head of the Federal Penitentiary Service knew that a workshop for the production of souvenirs and metalworking was illegally operating in the fourth colony, but was inactive out of self-interest. Also, according to the investigators, he did not prevent the transport of prohibited items into the colony – communications equipment and components for them. For this, he systematically, as reported in the UK, received bribes from two convicts by extortion.
@sotaproject, 30.12.2021 10:53: The accused served as deputy UFSIN in the Tomsk region from October 2020 to July 2021, before that, since 2012, he was the head of the local correctional colony-4. In this colony, prisoner Anton Popov was driven to suicide, the circumstances of his death began to be investigated after appeals from human rights activists from Gulagu.net. In the same time period, Zorin was found in a service car with stab wounds.
How claims human rights activist Vladimir Osechkin, Zorin should have been fired from his post as deputy head of the regional UFSIN on discrediting grounds. Osechkin is also sure that the defendant stabbed himself to escape from justice. — Inset K.ru
