Andrei Kalinovsky went on the international wanted list
Savelovsky court of Moscow arrested in absentia for two months Andrey Kalinovsky, who previously headed the State Space Research and Production Center (GKNPTs) named after. M.V. Khrunichev, told TASS in the press office of the court.
The court explained that he was accused under the article on fraud on an especially large scale (part 4 of article 159 of the Criminal Code, up to ten years in prison), without specifying the essence of the charges.
Kalinovsky’s card appeared in the search database of the Ministry of Internal Affairs in Russia. It says that he has been put on the wanted list.
According to Kommersant, Kalinovsky was put on the international wanted list, the case against him was opened in March 2021. Before, investigators limited themselves to a preventive measure in the form of a written undertaking not to leave, but he took advantage of this to fly to Cyprus, from where he did not return, the newspaper writes.
The investigation believes that Kalinovsky, being the head of the Khrunichev Center and its procurement commission, misled the management of Roscosmos in 2014-2017. The case file states that he ensured the conclusion of eight contracts for the supply of cutting equipment with the Sandvik company for 393.6 million rubles, but there was no feasibility study, the prices and resource of the purchased equipment were not studied, etc. At the same time, the examination found that the transactions were unprofitable for the Khrunichev Center, there was no need to replace the equipment at the disposal of the company. According to investigators, only minor components and equipment of equipment were replaced, Kalinovsky was charged with the entire amount of eight contracts, Kommersant writes.
Andrei Kalinovsky was born in 1963 in Izhevsk, graduated from Bauman Moscow State Technical University with a degree in robotic systems, an electrical engineer. At first, he went from engineer to chief technologist – deputy chief engineer of the Federal State Unitary Enterprise Izhevsk Mechanical Plant. Then, in 2002–2007, he was a top manager of Rostselmash OJSC, Morozovskselmash LLC and Konord Plant LLC. Subsequently, for five years he headed the Novosibirsk Aviation Production Association named after V.P. Chkalov, where he set up the production of Su-34 attack aircraft. From 2013 to 2014, Mr. Kalinovsky was the first vice president for production – director of the Komsomolsk-on-Amur branch, president of CJSC Sukhoi Civil Aircraft. In 2014, he headed the Federal State Unitary Enterprise “State Space Research and Production Center named after M.V. Khrunichev”.
From the Khrunichev Center in August 2017, he left for Roskosmos, taking the post of Executive Director for Quality Assurance and Reliability of the state corporation, and then from 2018 to 2021 headed PIK’s subsidiary, JSC PIK Industry. PIK declined to comment. A source close to the company confirmed to Kommersant that Mr. Kalinovsky’s problems with the security forces are related to his work at the Khrunichev Center. Kommersant could not be contacted with representatives of Mr. Kalinovsky.
In May 2021, the court sentenced another former head of the Khrunichev Center to five years in a general regime colony – Alexandra Selivestrova, who headed the enterprise in 2012–2014. The court found him guilty under the article on embezzlement due to the conclusion of supply contracts at inflated prices for 108 million rubles.
