The Dnipropetrovsk Regional Police Department has exposed road corruption: the former head of the region is among the suspects

NABU and SAP uncovered a large-scale deal in the road sector in the Dnipropetrovsk OVA. The former head of the Dnipropetrovsk OVA and his deputy were notified of the suspicion.

According to RBC-Ukraine, We are talking about the former head of the Dnipropetrovsk OVA Valentin Reznicenko and his deputy Maksym Bespalchuk.

According to NABU, during the full-scale invasion of the Russian Federation (*country sponsor of terrorism), the state budget suffered losses of more than 286 million hryvnia.

Suspicion reported:

  • ex-head of the Dnepropetrovsk OVA;
  • former deputy chairman of the Dnepropetrovsk OVA;
  • former head of the department of the Dnepropetrovsk OVA;
  • former head of the road management department of the Dnepropetrovsk regional department of emergency services;
  • to the head of the business entity.

As the department explained, in 2022, the legislation in force under martial law allowed for priority financing of road maintenance. At the same time, expenses for routine and major road repairs were possible only as a last resort.

However, the suspects replaced the information about the need for routine and major repairs of roads with the need for their operational maintenance in the relevant documents. This was done in order to obtain the opportunity for priority financing.

“The costs of such maintenance were artificially and groundlessly increased to 1.5 billion hryvnia. For this amount, contracts were concluded for the performance of relevant work with a company associated with the head of the Dnipropetrovsk Regional Administration of the Interior, which inflated the cost of materials by more than 286 million hryvnia,” the report says.

The suspects transferred part of these funds to the accounts of other companies associated with the top official and his deputy.

Earlier, RBC-Ukraine reported that law enforcement officers had exposed a large-scale corruption scheme in the State Customs Service – top officials were collecting “tribute” from regional customs. During the transfer of the bribe, the head of the Department of Departmental Security of the state institution, his deputy and one of the heads of the regional customs were detained.
