As for entrepreneurs on the ground, they must be unquestioningly, how to formulate, socially responsible to the administration, and not bother with their own problems. Subordinate officials and at all – “Akaki Akakievichi.” The guys in uniform at first thought that these were the consequences of happiness. It will pass. Then they expressed something to their ex. Then they got angry and finally got angry. Together they tensed up.

As far as the Fontanka journalist knows, after the first series of searches, Ilyin tried to regain a common language with his former colleagues. But I met a respectful appeal to “You” and an extremely hardware intonation: “You can always contact with any questions in the manner prescribed by law.”

Past and present of Eduard Ilyin

Ilyin was born in Ukhta, Komi Republic. He graduated from the Leningrad Motor Transport College, served in the Airborne Forces. After the army, he worked in the Ministry of Internal Affairs, where he worked his way up from the detective of the criminal investigation department to senior positions in the police.

Later he received a law degree and since 2015 has worked as a deputy head of the administration of the Frunzensky district. There, Ilyin was responsible for the housing department, the legal department and the youth policy department. His area of ​​responsibility included the work of departments of organizational work and physical culture.

Vasileostrovsky district Ilyin headed on February 18, 2019, he was appointed by the then Acting Governor of St. Petersburg Alexander Beglov. This happened after the resignation of the previous head of the district, Yulia Kiseleva, one of the reasons was the poor control of the head of the winter maintenance of the territories.

Ilyin practically did not prove himself in a new position, at least in the public sphere. Meanwhile, local residents regularly signal the problems of Vasilyevsky Island.

First, people are extremely dissatisfied with the improvement. Four criminal cases in three months

First information about possible corrupt officials in the Vasileostrovskaya administration appeared on September 6. Then the news spread about the detention of the head of the district health department, Nikita Tikhonov.

The investigating authorities issued an official statement September 7 already. According to them, the official may be involved in major fraud and abuse of power. Tikhonov allegedly participated in the theft of 77 million rubles from the budget: contracts for cleaning district clinics were concluded with specific entrepreneurs, this violated the procedure for concluding state contracts.

The accomplices, presumably, were businessman Mikhail Zadorozhny and an employee of one of the medical institutions. Zadorozhny pleaded not guilty, the court put him under arrest.

Investigative actions also affected other officials of the Vasileostrovskaya administration. So, on September 9, the security forces detained Deputy Ilyin Vasily Ponomarev, who was searched.

Therefore, when on November 16 the security forces again came to the administration of the Vasileostrovsky district, it seemed that they were continuing to investigate the case of cleaning out polyclinics. However, the searches and detentions of that day concerned new criminal cases and suspects.

Investigators November 17 reported about the detention of five people: the head of the procurement department of the Vasileostrovsky district, the general director and two founders of a commercial structure, and a specialist in the procurement department of a medical institution.

Now we are talking about suspicions of embezzlement of 3 million 861 thousand rubles. Probable swindlers, presumably, have exceeded official powers at the conclusion of contracts. It is noteworthy that all four criminal cases concern the period from December 2019 until the arrests. Ilyin all this time worked as the head of the administration.
