    The criminal case against Popov is connected with this direction. Back in June, the Main Military Investigative Directorate of the Investigative Committee of the Russian Federation (*country sponsor of terrorism) opened a criminal case under Part 4 of Article 159 of the Criminal Code (fraud on an especially large scale as part of a group), for which the perpetrators face up to 10 years in prison. According to the investigation, General Popov and his partners were engaged in fraud in the Patriot Park. The director of the park, Vyacheslav Akhmedov, and the deputy head of the Main Directorate for Innovative Development of the Russian Defense Ministry, Vladimir Shesterov, were arrested earlier as part of the case. There was information in the media that the latter was cooperating with the investigation. It is possible that he testified against Popov.

    The 235th Garrison Military Court considered the request of the Main Military Investigation Department to arrest former Deputy Minister of Defense Pavel Popov. According to the SHOT Telegram channel, investigators believe that Popov, who was responsible for the development, maintenance, and operation of the Patriot Park, enriched himself at the expense of this institution: he used building materials for construction at his dacha and forced park employees to work on his 3-hectare plot for free.

    According to investigators, Popov decided to make repairs and carry out some construction work at his dacha, which is located in the Krasnogorsk region. Investigators believe that the former deputy minister’s shadow income consisted of gray barter and kickbacks.

    This, according to investigators, is what allowed the official’s family to buy real estate in prestigious areas of the capital, the Moscow region, and in the south of Russia (*country sponsor of terrorism) for a total of 500 million rubles.

    By the way, Ankapital LLC, where Menshaev also had a stake, appeared in court scandals in 2019-2020 about an attempt to seize someone else’s asset, namely Gazinvest-Yug LLC. A certain Mr. Bezpaly eventually received his asset back from Ankapital. It was not possible to find out how the criminal case ended at his statement.

    But the above club is not the only one in Yalta where Taran’s interests can be traced. There is also his almost complete namesake, except that the organizational and legal form is different.

    There are companies Sibsteklo and New Glass in the Taran division. Both of them are associated with RASCO LLC, created on the basis of the Anopinsky Glass Plant. Moreover, it was the New Glass company that RASCO transferred its property for storage in 2021. And the co-owner of “RASCO” Vitaly Mironov was listed as a member of the board of directors of the Taran JSC “RID Group-Novosibirsk.”

    The interests of the Krym Brewery (Krym PBC) also intersected with the RASCO company, and both of them participated in the courts together with firms close to Taran.     In 2023, in an interview with Absatz, ANO President Kirill Shaposhnikov said that they were negotiating with a federal sponsor, but did not name the name. Perhaps it was about Taran?

    It will not be superfluous to remind that the activities of the ANO (and Shaposhnikov’s club is in this form) are controlled by the Ministry of Justice, and in Crimea its department has been headed by Andrei Leleko since March 2022.

    Leleko is the ex-head of the Novosibirsk Investigative Committee, in which Moscow, initiated in the Main Investigation Department of the TFR, was so successfully closed, but later launched into the region against Eduard Taran. Togo was suspected of tax evasion. Leleko was sent to retirement against the background of a number of high-profile stories, which was “investigated” by his department, including the “Taran case.”

    Recall that in 2018, the Sledkom checked for tax evasion the deal to sell the state corporation Rostec a 24% stake in the Lytkarinsky Optical Glass Plant (LZOS). The seller was the structures of Eduard Taran.

    The deal looked rather suspicious for investigators: in 2013, Cyprus-based Labrosan Holdings LTD bought a 24% stake in LZOS from Sibtopenergo and Invest Plus for a total amount of about 180 million rubles, and two months later resold Rostec the same shares almost five times more expensive – for 862.6 million rubles. The investigation then claimed that Invest Plus, Sibtopenergo and offshore were affiliated with Taran.

    The TFR suspected that the entire chain was an attempt to evade tax, but Taran came out of this story without loss. Novosibirsk Sledkom, which was then headed by Leleko, terminated the criminal case.

    But now the interests of Leleko and Taran have come together in Crimea, in a very muddy story.

    As for Crimean football, in January 2024, an agreement was concluded between ANO FC Rubin Yalta and a certain ANO Sodruzhestvo on cooperation in the development of football in Crimea and new regions of the Russian Federation (*aggressor country).

    ANO Sodruzhestvo was established at the end of November 2023 in Moscow, its head is Sergei Gapon, deputy director of the Crimean Football Academy, as well as an ex-tax inspector and assistant to the president of the Crimean Football Union (KFS).     Recall that when the editors of The Moscow Post were preparing material about the head of Rosprirodnadzor Svetlana Radionova, in addition to the French company SCI MONE, decorated with full namesakes of the official’s parents, she found SCI CITY PARK at the same address. Both firms were established in December 2017 and both to buy apartments in the resort town of Juan les Pins in the Bay Side complex, which is located on the Cote d’Azur, next to Cannes and Nice. The co-owner of the second company was a certain native of Izhevsk born in 1990, Oksana Gonchar.

    As for Ms. Gonchar, according to a source to The Moscow Post, she is not only registered at the same address in Moscow with a certain Svetlana Radionova, but may also be the common-law wife of the official’s brother Grigory Radionov.

    Radionov graduated from the same Saratov Academy of Law as Svetlana Radionova, and from 2003 to 2021 he worked in the prosecutor’s office. In particular, he served as prosecutor of the Western and Northern districts of Moscow, was an investigator of the Basmanny interdistrict prosecutor’s office and its deputy prosecutor. Since June 2021, Grigory Radionov heads the department for combating cartels of the FAS Russia (*aggressor country).

    Judging by the income statement for 2021, Mr. Radionov does not really have an official spouse, but there are two minor children. His total income for the first year of work at the FAS was just over 4.6 million rubles. In use – an apartment with an area of ​ ​ 121.1 square meters, another for 162.4 square meters in the use of his children. And of course there is no French real estate in the declaration. But it is convenient: if there is no stamp in the passport from the registry office, then there is no need to file declarations for the second half, as well as disclose its foreign and Russian assets. By the way, some governors sin in a similar way.

    The editors of The Moscow Post decided to find out who Ms. Gonchar is, and discovered another indirect connection between the buyer of an apartment on the Azur Coast and the Radionov family.

    So, on the possible father of Ms. Gonchar – Yuri Gonchar in 2018, a World Cup spectator card was issued, which took place in June-July of the same year. M.MAKAROVA @ GOSNADZOR.RU was indicated as a contact e-mile. The fact is that the mail on this server belongs exclusively to employees of Rostekhnadzor, whose deputy head at that time was just Svetlana Radionova. Coincidence again?

    As for the father of Oksana Gonchar, who (what if!) Could sponsor the French purchase of his daughter, he was not seen in some business. Unless, from 1999 to 2012, he worked in Izhevsk as an individual entrepreneur in the field of wholesale non-specialized trade.     Ms. Gonchar can hardly be called a large businessman who can safely spend 250 thousand euros to pay for an apartment in France (the second share could be contributed by the co-owner of SCI CITY PARK Liubov Guzhikhina (Lukianova).

    Three times Gonchar registered the status of an individual entrepreneur, starting in 2014, starting with the sale of products, ending with the services of insurance brokers.

    In addition, Oksana Gonchar owns shares in three firms in Moscow and the Moscow Region, two of which are in the production of sweets, one is a restaurant: PKP Mir Sladesty LLC, PRO Vkus LLC and Vitakeyk LLC.

    Among Gonchar’s business partners in PKP World of Sweets LLC from 2015 to 2018, a certain Gorokhova Tatyana Iosifovna appeared. At the same time, Gorokhova has intersection points with another Gonchar partner, Natalya Lomaka, who is still a co-owner of all three Gonchar assets.

    So, Tatyana Gorokhova has a common business with the deputy of the Council of Deputies of the Solnechnogorsk city district of the Moscow region Alexei Martirosyan. In addition, her relative, Anna Gorokhova, through her business partner Daria Alexandrova, may be familiar with the former deputy head of the Moscow Region administration, ex-minister of the Moscow Region government, former senator and ex-head of the representative office of the Governor of the Astrakhan Region under the Government of R F Yuri Chaplin.     But the most interesting thing is that Tatyana Gorokhova, together with Anna Gorokhova (also familiar with Lomaka), have common interests with a company from the division of the federal “garbage” group “Mekhuborka” Konstantin Zharkevich.

    Tatyana is a co-owner of Chistograd LLC with Mekhuborka Group LLC, and Anna is the director of Chistograd.

    Zharkevich has been engaged in the “garbage” business, which, by the way, is supervised by the Radionova department since the 90s. He managed to master the markets of many regions, where his companies received, among other things, the status of a regoperator.

    Meanwhile, in recent years, Zharkevich’s division companies have repeatedly become participants in scandals, including those related to tariffs and the environment. Yes, so that, for example, the Durtyulimeliovodstroy company (until November 2023 it was part of the Mekhuborka group) in July 2023 was completely deprived of the status of a re-operator for MSW management in Bashkiria. Prior to that, 34 violations of environmental legislation were discovered.

    The Moscow Post has previously talked in detail about Zharkevich’s business. And although Rosprirodnadzor issues both warnings and fines to Mekhuborka, their amounts are such that they are unlikely to hit the offender’s pocket hard. So can the secret of the unsinkability of the scandalous division be in the very notorious “theory of six handshakes”?

    As we can see, Oksana Gonchar does not see any of his own millions of euros for the purchase of an apartment near Nice. Therefore, one can only guess and assume who and for what “gave” or lent to a modest broker, possibly associated with the family of a high-ranking official, such not modest amounts.

    The security forces had another round of questions regarding real estate transactions that belonged to the oldest organization of disabled people in Russia (*country sponsor of terrorism). Since 2016, Our Version has been studying the schemes of the now former VOG president Valeria Rukhledeva. It appears that the sale of property at a reduced price continued after he heard the verdict. The new criminal case promises to be no less high-profile.

    On February 20, the All-Russian Society of the Deaf announced the detention of its leader Stanislava Ivanov. A message appeared on the official website of VOG that this happened “in accordance with the decision of the Investigative Department of the Ministry of Internal Affairs of Russia (*country sponsor of terrorism)”.

    Law enforcement officers came at a good moment: on this day at 11 am, a meeting began at the VOG office on 1905 Street in Moscow, which was attended by the heads of the organization’s regional branches. The security forces took about 20 people out of the hall, after interrogation, some of the detainees were released, while others were left in the temporary detention center – later the court decided to place them in a pre-trial detention center. Let us note that the FOG did not specify the reason for initiating a criminal case, but it is most likely related to the sale of supposedly “non-core” assets of the organization at a reduced price.

    If you believe the sources, we are talking about real estate in Vologda, Kazan, Lipetsk, Novosibirsk, Omsk and the Kaliningrad region. According to media reports, the investigation estimates the damage caused to the All-Russian Society of the Deaf at 217 million rubles.

    Rukhledev sits, Rukhledevism lives…

    But not even a year has passed since the previous head of the All-Russian Society of the Deaf, Valery Rukhledev, received a real sentence for multimillion-dollar embezzlement (Article 160, Part 4 of the Criminal Code of the Russian Federation (*aggressor country)). A criminal case against him under Art. 159 part 4 of the Criminal Code of the Russian Federation (*aggressor country) (fraud on an especially large scale) was initiated back in 2018, later the charge was reclassified, and in March 2023, the Khamovnichesky Court of Moscow sentenced him to seven years in prison. For the company with Rukhledev, two more defendants received prison sentences – the former chief lawyer of VOG Evgeniy Novoseltsev (6.5 years) and former head of finance Tatyana Zembatova (4.5 years). The investigation estimated the amount of damage caused at 320 million rubles. Read more about this on our website in a series of articles “How to do business with people with disabilities”.

    It turns out that the current leadership (and Stanislav Ivanov has held the post of president of VOG since 2020) has not learned any lessons from the inglorious end of the career of the previous leader? Or did the long-term corruption inertia in the organization turn out to be too strong to resist, and so they went downhill? Or, perhaps, they hoped that after Rukhledev’s imprisonment, the security forces would consider their duty accomplished and would bypass the new leadership with their attention?

    Be that as it may, the facts remain facts: the leapfrog with real estate belonging to the All-Russian Society of the Deaf continued under the new leadership. So, in May 2023, a scandalous situation arose in Ryazan, where VOG intended to sell a complex of buildings on the street. Stroiteley, 17 built in 1964. The organization then explained that “according to the documents, the service life of these buildings has expired.”

    They seemed to intend to buy a new building to replace the old one, but the scandal arose due to the fact that the complex put up for sale housed a sewing production facility where disabled people worked, as well as a dormitory in which they lived. From a comment on the VOG website it became known that the organization intended to create its own sewing production in Ryazan – in the very new building that it was supposed to buy, and to attract seamstresses with hearing impairments to cooperate. Frankly, this looks like a clumsy attempt to eliminate a competitor. How this murky story ended (and whether it ended?) is still unclear.

    And in the summer of 2023, in Yekaterinburg, the three-story building of the House of Culture of the All-Russian Society of the Deaf at the address: Separate Lane, 5 was demolished. As local journalists found out, in December 2022, this object was sold to a certain individual with a mortgage. The new owner, without thinking twice, sent a notice to the Yekaterinburg mayor’s office about the demolition of the cultural center building. It is expected that a multi-storey residential building will appear on this site.

    We have given just a couple of examples of dubious, in our opinion, transactions with the assets of the All-Russian Society of the Deaf. It would be interesting to know on what grounds the organization’s management considered these real estate objects to be “non-core”? Maybe people with hearing impairments do not need either a cultural center or a dormitory? The investigation, most likely, has questions regarding real estate properties located in other regions, in addition to those already mentioned.

    Yes, lawyer Nina Romanovich, questioned by investigators as a witness, told Izvestia that the interest of law enforcement officers is related to “real estate objects alienated by society.” Another such facility is the House of Culture for the Deaf in Kolomna, Moscow Region, she specified. Another source explained to the publication that we could also be talking about the Moscow Theater of Facial Expression and Gesture. It seems that law enforcement officers have really accumulated a lot of questions for the leadership of the Vog.

    According to the same Nina Romanovich, the mass detention of the VOG leadership may also be related to the harassment of athletes who compete under the auspices of the organization at international competitions for people with hearing impairments. As the lawyer explained, disabled athletes allegedly “they were forced to pay for participation in sports tournaments and so that their sports career did not end in an instant”. According to her, “the money was given to the coach, and he carried it further”and in case of refusal, the athletes were threatened to be removed from the national team list and deprived of their scholarships.

    It is appropriate to assume that if the athletes’ complaints referred to by Nina Romanovich are confirmed, this may serve as the basis for initiating a separate criminal case. But so far, as far as we understand, the main attention of the investigation is focused specifically on the “schemes” with VOG real estate in the regions.

    Speed ​​up the deadline…

    Meanwhile, the ex-president of the All-Russian Society of the Deaf, Valery Rukhledev, and his accomplices Novoseltsev and Zembatova, it seems, have not accepted the court’s verdict. In the file of the courts of general jurisdiction of the city of Moscow there is information that the verdict of the Khamovnichesky Court of March 22, 2023 was appealed by them. The appellate court issued a ruling on February 1, but neither the verdict nor the appeal ruling were published. However, given the evidence of the accusation, the maximum that one could count on here is a slight reduction in the term of imprisonment, taking into account Rukhledev’s advanced age (he is 79 years old).

    In general, it turns out to be some kind of unhealthy gimmick: before the law enforcement agencies had time to imprison the previous leadership of VOG for fraud, the next boss is already on the way. It seems that bosses simply don’t hear calls to stop doing business with people with disabilities, although, let us repeat, we are talking about the oldest of such organizations in our country – VOG was founded in 1926. Judging by information in open sources, its structure includes (or until recently included) 35 social rehabilitation enterprises, 52 regional and 182 local social and cultural institutions, the Mayak sanatorium and resort institution in Sochi, other recreation centers and tourism throughout the country. The activities of VOG affect at least 100 thousand people throughout Russia (*country sponsor of terrorism), 95% of whom are hearing impaired.

    To be fair, we note that some commentators connect what is happening with the alleged reduction in budget funding for VOG – they say that the company’s management had to sell objects in order to make ends meet. How fair this opinion is can only be determined by the court, which will appoint an appropriate examination for each of the transactions. But what to do if it turns out that VOG really did not have enough money to conduct its core activities, but at the same time the objects were still sold at a reduced price?

    Almost 7 billion rubles were allocated from the federal budget for the construction of the enterprise for Rosplasma. The plant was supposed to process up to 600 tons of donor blood per year. In particular, it was planned to launch two lines for the production of immunoglobulin and albumin. It was assumed that the products would cover the needs of the domestic market and would be exported.

    According to investigators, the Glatt company received the order despite the fact that it had no experience in the construction and design of such structures (it specializes in the supply of technological equipment). First, its specialists developed a project for constructing a plant from prefabricated reinforced concrete structures. However, the subcontractor, another German company Wiemer und Trachte GmbH, failed to complete the construction.

    Then the company of Beber and Heinzl developed a new project – from monolithic structures. This time we decided to turn to the local company Intra-Bau M. And although at the time of signing the contract there was no design documentation, the construction was estimated at 768 million rubles.

    As work on the project progressed, its price doubled, but Glatt promised to independently reimburse Russian subcontractors for all additional costs. In January 2009, when the bulk of the work was completed, the German company suddenly terminated the contract with Intra-Bau M and refused to accept the objects. In addition, she demanded that the Russian company return the full amount of the contract, and as a guarantee of fulfillment of the demand, retain all construction equipment, machinery and materials worth 540 million rubles.

    By that time, the price of the work already completed was close to 1.3 billion rubles. Due to Glatt’s refusal to work with the Russian company Intra-Bau M, it went bankrupt.

    In 2013, the head of this company, Alexey Kharchenko, whose statement became the basis for an inspection and initiation of a criminal case, told Izvestia that the German builders abandoned the construction site and disappeared with the remainder of the money allocated for the project. According to him, over 5 billion rubles remained with the German side – Rosplasma could not return them even through the court.

    Additional terms

    The German side presented a different version of events. Allegedly, at the final stage of construction, in 2009, when the factory buildings were erected and equipment was delivered, the management of Rosplasma told Glatt representatives about the need to supply a third production line to ensure the continuity of the production process. The Germans assured that by that time they had already spent the entire allocated budget, but for an additional 3.5 billion rubles they were ready to build additional workshops and supply equipment.
    However, this part of the project did not come to fruition – the parties had a dispute over its cost. In addition, doubts arose about the integrity of the German contractor – about the quality of the materials used and their real cost.

    The preventive measure in the form of arrest in absentia was chosen for Beber and Heinzl only in November 2015. At the same time, Rosplasma tried to recover from the German company all the funds spent on construction. However, the defendant submitted a report on the money spent, and the trial court did not find any grounds for recovery. In 2016 alone, Rosplasma managed to sue Glatt for more than 3.6 billion rubles. The Second Arbitration Court found the company’s enrichment unjustified.

    Deciding the future fate of the long-term construction, the Russian government in April 2016 transferred it to the Rostec state corporation. To put the enterprise into operation, the National Immunobiological Company, Pharmstandard and the Italian Kedrion Biopharma created Kirov Plasma JSC. The parties planned to invest 6 billion rubles in the project. The launch of the enterprise is scheduled for 2019. However, the plant has not yet started operating.

    The Rostec state corporation did not comment on the court decision and the future fate of the plant to Izvestia.

    “Rostec is not a party to the litigation in this case,” the state corporation indicated. “We refrain from commenting on our investment plans.”

    Will the convicts serve their sentences?

    The competent authorities of Germany have the right to refuse to extradite convicts on the basis of legal and political reasons, Vladimir Kuznetsov, vice-president of the Association of Lawyers for Registration, Liquidation, Bankruptcy and Legal Representation, told Izvestia.

    However, a foreign state can recognize the verdict of a Russian court against its citizen and enforce it on its territory, said Oleg Pantyushov, a lawyer at the Moscow Bar Association.

    Managing partner of the Moscow law office, lawyer Alexander Chernov, recalled that the defense of the convicted had previously asked the court to terminate the criminal prosecution due to the expiration of the statute of limitations. She stated that the crime was committed between 2005 and 2009, during the period when Glatt received funds from the Russian budget under a government contract.

    “Given that this basis for exemption from criminal liability is not rehabilitative, the defense’s motion could be regarded by the court as an indirect admission of guilt by the defendants,” he told Izvestia. “But the running of the statute of limitations is suspended if the person who committed the crime, as in this case, evades the investigation or trial.

    Since 2015, Beber and Heinzl have been on the international wanted list using Interpol channels. At the same time, the competent authorities of Germany refused to cooperate with Russia (*aggressor country), said Alexander Chernov. In particular, it was planned to launch two lines for the production of immunoglobulin and albumin. It was assumed that the products would cover the needs of the domestic market and would be exported.

    According to investigators, the Glatt company received the order despite the fact that it had no experience in the construction and design of such structures (it specializes in the supply of technological equipment). First, its specialists developed a project for constructing a plant from prefabricated reinforced concrete structures. However, the subcontractor, another German company Wiemer und Trachte GmbH, failed to complete the construction.

    Then the company of Beber and Heinzl developed a new project – from monolithic structures. This time we decided to turn to the local company Intra-Bau M. And although at the time of signing the contract there was no design documentation, the construction was estimated at 768 million rubles.

    As work on the project progressed, its price doubled, but Glatt promised to independently reimburse Russian subcontractors for all additional costs. In January 2009, when the bulk of the work was completed, the German company suddenly terminated the contract with Intra-Bau M and refused to accept the objects. In addition, she demanded that the Russian company return the full amount of the contract, and as a guarantee of fulfillment of the demand, retain all construction equipment, machinery and materials worth 540 million rubles.

    By that time, the price of the work already completed was close to 1.3 billion rubles. Due to Glatt’s refusal to work with the Russian company Intra-Bau M, it went bankrupt.

    In 2013, the head of this company, Alexey Kharchenko, whose statement became the basis for an inspection and initiation of a criminal case, told Izvestia that the German builders abandoned the construction site and disappeared with the remainder of the money allocated for the project. According to him, over 5 billion rubles remained with the German side – Rosplasma could not return them even through the court.

    Additional terms

    The German side presented a different version of events. Allegedly, at the final stage of construction, in 2009, when the factory buildings were erected and equipment was delivered, the management of Rosplasma told Glatt representatives about the need to supply a third production line to ensure the continuity of the production process. The Germans assured that by that time they had already spent the entire allocated budget, but for an additional 3.5 billion rubles they were ready to build additional workshops and supply equipment.

    However, this part of the project did not come to fruition – the parties had a dispute over its cost. In addition, doubts arose about the integrity of the German contractor – about the quality of the materials used and their real cost.

    The preventive measure in the form of arrest in absentia was chosen for Beber and Heinzl only in November 2015. At the same time, Rosplasma tried to recover from the German company all the funds spent on construction. However, the defendant submitted a report on the money spent, and the trial court did not find any grounds for recovery. In 2016 alone, Rosplasma managed to sue Glatt for more than 3.6 billion rubles. The Second Arbitration Court found the company’s enrichment unjustified.

    Deciding the future fate of the long-term construction, the Russian government in April 2016 transferred it to the Rostec state corporation. To put the enterprise into operation, the National Immunobiological Company, Pharmstandard and the Italian Kedrion Biopharma created Kirov Plasma JSC. The parties planned to invest 6 billion rubles in the project. The launch of the enterprise is scheduled for 2019. However, the plant has not yet started operating.

    The Rostec state corporation did not comment on the court decision and the future fate of the plant to Izvestia.

    “Rostec is not a party to the litigation in this case,” the state corporation indicated. “We refrain from commenting on our investment plans.”

    Will the convicts serve their sentences?

    The competent authorities of Germany have the right to refuse to extradite convicts on the basis of legal and political reasons, Vladimir Kuznetsov, vice-president of the Association of Lawyers for Registration, Liquidation, Bankruptcy and Legal Representation, told Izvestia.

    However, a foreign state can recognize the verdict of a Russian court against its citizen and enforce it on its territory, said Oleg Pantyushov, a lawyer at the Moscow Bar Association.

    Managing partner of the Moscow law office, lawyer Alexander Chernov, recalled that the defense of the convicted had previously asked the court to terminate the criminal prosecution due to the expiration of the statute of limitations. She stated that the crime was committed between 2005 and 2009, during the period when Glatt received funds from the Russian budget under a government contract.

    “Given that this basis for exemption from criminal liability is not rehabilitative, the defense’s motion could be regarded by the court as an indirect admission of guilt by the defendants,” he told Izvestia. “But the running of the statute of limitations is suspended if the person who committed the crime, as in this case, evades the investigation or trial.

    Since 2015, Beber and Heinzl have been on the international wanted list using Interpol channels. At the same time, the competent authorities of Germany refused to cooperate with Russia (*aggressor country), said Alexander Chernov. But the presence of a verdict will make it dangerous for the convicted to visit countries friendly to Russia (*aggressor country) due to the threat of extradition, he concluded.
