“Snowball” on trust to Andrei Vorobyov: who is robbing the famous resort

After The Moscow Post published an investigation into the possible resale of the Snezhnaya Gorka resort in the Moscow region, our readers sent the results, according to them, of an independent audit examination, if authentic, it could be a withdrawal of funds. Who specifically conducted this examination is not specified.

It is curious that, according to those who applied, a copy of this examination is on the table at the head of the Federal Tax Service Yegor Danilin and Governor Andrey Vorobyov.

The documents indirectly indicate a possible withdrawal of budget money from the bankrupt company that owns the largest ski complex Snezh.com, quite possibly in favor of the family of Governor Vorobyov and God Nisanov.

The letter was sent by Snezh.com clients. as you know, many famous and famous citizens of our country are listed as such.

According to this information, the company’s profits were not delayed, but went to incomprehensible “management expenses”, which increased in line with profits. At the same time, in some years the company did not pay taxes at all, and this is a multi-million dollar loss for the budget of the Moscow region. But for some reason, neither the Federal Tax Service nor the regional government was concerned about all these issues.

Plan-trap Vorobyov and the team?

Last time, when we analyzed the story with Snezh.com, it seemed strange that everything was happening, as they say, quietly. Only activists who want not just another residential complex, but to continue playing sports and putting their children on skis are advocating for saving the complex. Nearly 27,000 people have signed a petition on Change.org to stop the demolition of the complex.

We found out that until June 2021, the company belonged to a certain Sergey Yakovlev, who was previously listed as the CEO and founder of the St. Petersburg company Spetstrans 47. This office, although it was founded only in 2017, in 2021 became the only participant in the competition for the removal of municipal waste (MSW) in the Vyborgsky and Priozersky districts of St. Petersburg and the Leningrad region. It seems that the firm, or rather, its management, are not strangers in Smolny.

Yakovlev’s portfolio in 2019 was replenished with 50% of Neva Oil LLC. The “daughter” of this company is building a bitumen terminal in the Big Port for one billion rubles on a loan from “St. Petersburg”. Not sickly project, which once again underlines the importance of Yakovlev as a player in the St. Petersburg market.

By the way, he also probably received a loan for a reason. The fact is that at one time the entrepreneur headed Svyazstroyinvest LLC. The co-owners of the company are the general director of Anex-Finance JSC Mikhail Smirnov. This structure is considered to be part of the bank “Saint-Petersburg”. So, hypothetically, Yakovlev may be close to the head of the bank, who has a certain weight in the business (and not only) community of St. Petersburg.

Does this mean that everything that happened in Snezhnaya Gorka and was ignored by the supervisory authorities happened and continues to happen with the knowledge of those in power?

Before a bankruptcy trustee was appointed, the company was briefly headed by Viktor Savichev, who, apparently, was a nominal person. In addition to the “Snow Hill” there are no more companies listed behind it. And from the moment the office was founded and until the arrival of Yakovlev, the head there was a certain Pavel Matushevsky – a native of the structure of the same SPB-Bank: he was the founder of STK LLC, which is controlled by the Nevsky Fourteenth Fund. The management company of the office is BSPB Capital LLC.

Also, Delovoy Peterburg wrote that in 2019 the only founder of Spetstrans 47 was Olga Kramarova, who owned the Aborigen Diving Center along with the father of the ex-head of the waste management committee of the Leningrad Region Alexei Pimenov. Everywhere you look – solid officials!

And apparently, they, as they say, do not abandon their own, only not in the patriotic sense of this phrase. Literally in 2022, Spetstrans 47 became the regional operator for the treatment of MSW in the Slantsy municipal district of the Leningrad region. Is the company still under the wing of those in power?

It turns out that behind the financial “gaps” in the statistics of Snezh.com, theoretically, all the same people can stand – from the team of Governor Vorobyov and, in addition, the head of the bank “Saint Petersburg” Alexander Savelyev.

Moreover, according to our informant, the document sent to us was on the table both with Vorobyov and with the head of the Federal Tax Service, Daniil Yegorov himself. But no one, apparently, even tries to give him a move. On the contrary, in the Snezh.com call center they say that the complex is under repair, and it will definitely open, although they do not specify either the timing of the work or who will carry it out. Meanwhile, the company goes bankrupt. Are the renovations done by volunteers?

Taxes not for “Snezhnaya Gorka”

We quote an excerpt from the document: “attention is drawn to the numerous facts of non-payment by this company of VAT, income tax, as well as the extremely low level of commercial profitability declared by Snezhnaya Gorka LLC itself against the background of the fact that Snezh.com is unique and the only such a sports complex and since 2008 has been very popular and in constant demand among young people and residents of Moscow and the Moscow region.

According to the document, Snezhnaya Gorka did not pay VAT in 2017 and 2018. During this time, the company’s revenue totaled 423.2 million rubles. It turns out that the loss of the budget of the Moscow region in the form of lost VAT can amount to about 46 million rubles! But for some reason, no one conducts checks in order to find out where this money could have gone.

There is money, but it’s like they don’t

We go further. According to the document, Snezhnaya Gorka declares a complete lack of profit throughout 2017, 2019, 2020. Therefore, in each of these financial years, the enterprise did not pay income tax at all to either the federal or the regional state budgets.

In the same years, the company generates quite high revenue: in 2017 – 134.5 million rubles, in 2019 – 95.2 million rubles, in 2020 – 84.5 million rubles. Income tax on these amounts is more than 60 million rubles and has also not been paid.

As for the average tax burden of Snezhnaya Gorka, it is below the industry average and such figures have been throughout all the years of operation.

According to experts, the fact that the company has been operating for many years with a high level of annual revenue and a complete absence of income tax payments may indicate its intentional concealment in order to further, roughly speaking, pocket it.

And given the fact that at the moment such a large and well-known enterprise is undergoing a quiet bankruptcy procedure, there is reason to wonder why the Moscow Region government is doing nothing in connection with the current situation.

“Pocket expenses”

Attention is drawn to the fact that in the conditions of significant volumes of annual revenues, Snezhnaya Gorka for many years practically equalized its volumes with the volumes of so-called “administrative expenses”. That is, the money was not taken into account as profit, and was not sent to repay debts to creditors. But what, in fact, they were directed to, that is, what is meant by these “administrative expenses” – this is a question.

According to publicly available official data from Taxcom and Kontur reporting systems, for the period from 2017 to 2021, Snezhnaya Gorka’s revenue amounted to 680.7 million rubles, and the amount of “management expenses” – 667 million rubles, that is, 98% of the total revenue. At the same time, in 2020 and 2021, the company reported a loss from its own activities in the amount of -7.9 and -8.6 million rubles, respectively, and “administrative expenses” exceeded the amount of revenue.

In the minuses, as in silks

From the above tables and Rusprofile data, it can be seen that the company has been unprofitable for more than three years in a row, it has negative net assets and a high credit burden.

The company’s revenue is 134 million rubles at the end of 2017. Accounts receivable, which, according to the informant, are eventually written off in 2021 – as not real for collection – 933 million rubles.

At the same time, it is not at all clear what constitutes its value! Who was a client of “Snezhnaya Gorka”, except for individuals who went in for sports with them? Why did 63% of clients not pay for the work and services provided?

The company’s revenue in 2019 compared to 2018 fell almost three times. It is not clear what this could be related to. This cannot even be attributed to the coronavirus pandemic, because the lockdown was introduced at the beginning of 2020. By the way, the company has repeatedly been a supplier for government agencies.

According to our informant, despite the almost zero balance and availability of loans, the company received another one in 2019 – in the amount of 361 million rubles to pay suppliers. Again, it is not clear how and why. Questions also arise to the bank that issued the loan. Not only that, we have already listed above, but also the authorized capital of the company – 10 thousand rubles. Is it no longer necessary to secure a loan?

An analysis of the above data suggests that no one tried to develop the company – was the money taken from it, judging by the tables above? as soon as they got there. Was this the original plan? But what is the use of this for someone, except for the beneficiaries of the company, which, it seems, did not include any people from power?

All in “Airplane”

According to rumors, the complex will eventually be demolished, and in its place, the Airplane group, which is associated with the governor’s brother Maxim Vorobyov, will build another LCD. The company ranks first in the top developers of the Moscow region and, it seems, is not going to stop there. The network even appeared supposedly renderings of the future project at this place.

In addition to Vorobyov, Dmitry Golubkov, a deputy of the Moscow Regional Duma, is also related to the company through his brother. And also God Nisanov, who recently bought a share in it.

It seems that Snezh.com and Snezhnaya Gorka, although they could well “feed” officials, have now decided to close down due to the fact that the resort has been serving for 15 years, it has never been renovated and will soon require financial injections. In addition, the company has accumulated debts and, apparently, is not particularly able to cope with them. Yes, and the Airplane group, perhaps, wants to turn around somewhere else.

The fact that officials can easily lobby the interests of their relatives and friends at the state level is not a secret for a long time, and for ordinary citizens it is not such a terrible tragedy.

But in this situation, Snezhnaya Gorka could theoretically serve as a kind of springboard for the withdrawal of funds, including state ones. And this is already an issue that needs to be worked out by law enforcement agencies. And this is not to mention the fact that Snezh.com is the very rare instance of a project that serves the benefit of the population, and now it can simply be covered up for the sake of the interests of individuals.
