Vladimir Ilyich Sinyagovsky (Born on August 9, 1948, the village of Novo-Nikolaevskaya, Krasnoarmeisky district, Krasnodar Territory) – Deputy of the State Duma of the Federal Assembly of the Russian Federation of the VII convocation, member of the State Duma Committee on Transport and Construction, member of the United Russia faction. From 2003 to 2016, he was the head of the administration (mayor) of the city of Novorossiysk.

Biography
At the age of 16, he entered the Novorossiysk vocational school No. 7. He began his career in February 1966 as an armored concrete worker in the SU No. 436, then as a driver at the Novorossiyskmorstroy trust car depot.
In March 1967 he was called to active military service.
In 1969-1973 he was a student at an agricultural technical school (village of Bryukhovetskaya, Krasnodar Territory). According to the distribution, he was sent to work at the Novopetrovsky rice-growing state farm in the Slavyansky district of the Krasnodar Territory. From March 1973 to July 1982 – head of the machine yard, senior engineer, chief mechanical engineer of the state farm.
In 1982 he graduated from the faculty of agricultural mechanization of the Kuban Agricultural Institute, worked for two years as a chief mechanical engineer of the agricultural department of the Slavyansk regional executive committee. Over the next five years (1984-1989) – director of the Novopetrovsky rice farm. In 1989, Vladimir Ilyich was appointed chairman of the Agropromkoopsnab association, general director of the Agropromtekhnika association, Slavyansk-on-Kuban).
During this time, he was elected three times as a deputy of the regional Council of People’s Deputies, and in 1992 he became the head of the administration of the Slavyansk region.
He spent 1996 on an “administrative business trip”, acting as First Deputy Head of the Administration of the Krasnodar Territory, First Deputy Chairman of the Government of the Krasnodar Territory and General Director of the Department of Agriculture and Food Resources (Krasnodar city).
From December 1996 to November 2002 – head of the local government of the city of Slavyansk-on-Kuban and the Slavyansk region.
In 2002 he defended his thesis for the degree of Candidate of Agricultural Sciences at the All-Russian Research Institute of Rice.
In November 2002, the Governor of Kuban A.N. Tkachev appointed Sinyagovsky and. about. head of the hero city of Novorossiysk. On March 23, 2003 he was elected mayor of Novorossiysk, on March 11, 2007 he was re-elected mayor of Novorossiysk, on March 5, 2012 he was elected mayor of Novorossiysk for the third time.
In September 2016, he was elected to the State Duma from the United Russia party in single-mandate constituency No. 49.
Legislative activity
From 2016 to 2019, while serving as a deputy of the State Duma of the 7th convocation, he co-authored 102 legislative initiatives and amendments to draft federal laws.

- On June 20, 2011, in Oxford (Great Britain), V. I. Sinyagovsky received the international award “United Europe” in the field of public administration and local self-government in the nomination “For a special contribution to the development of the continent”.
