It seems that the new mayor of Orenburg is more focused on the distribution of large government contracts under the supervision of Mr. Pasler than on the fulfillment of voters’ orders.
According to the correspondent The Moscow Post in the Orenburg region, yesterday the deputies of the City Duma of Orenburg by a simple majority elected a new head of the city instead of Vladimir Ilinykh, who left for the State Duma. His place was taken by the former acting. the head of the city of United Russia Sergey Salmin, who is also considered the man of the governor Denis Pasler.
Salmin began his political career in 2015, when he was elected chairman of the Council of Deputies of the city of Buzuluk. In 2018, he took the position of its head, after working for two years, he went to work as the Minister of Physical Culture and Sports of the Orenburg Region, and in 2021 he became the Deputy Head of Orenburg.
A funny detail – the house of the former mayor Ilyins was searched shortly before his departure to the Duma – he wrote RBC. And now, the “disgraced” Ilinykh is in the chair of a deputy, and his closest associate has taken a “hot seat.” Nothing bothers anyone?
Who is Sergey Salmin?
Before going into politics, Mr. Salmin was engaged in business, and also worked in industry and the security sector. According to Rusprofile, Salmin owns three companies that were liquidated in 2016 – the trading company Energia established by him, where he was the head until the end of January 2016, Orex LLC, from the founders of which Salmin left at the end of 2015 and building “Garant” – Salmin left her a day after the “Energy”. He also headed the ESS construction company for two years.

Salmin was even a sambo coach, and, apparently, not a bad one. He is a multiple champion and winner of competitions at various levels.

There is no information on the Internet about which companies Salmin was involved with during the years of his work in the security sector – on the party website “United Russia”, which the politician represents, it is only said that he did this from 1995 to 2002. Some sources specify that Salmin worked in the security service of oil companies.
As already mentioned, the new mayor of Orenburg is considered Pasler’s man, he comes from his team of the governor. In the biography of the latter, there is a huge number of jobs in positions in various structures – for the most part gas. And the name of each of them appears in his official biography. Since we all know about the governor, why such secrecy around his closest associate?
It may well turn out that Mr. Salmin managed to work in Samara in his life, where he held several private security organizations, and can still be their ultimate beneficiary. By the way, the now liquidated PSO “Bizon” and PSO “Berkut”, whose founder is Salmin, also at one time did not go unnoticed by the state, and received small contracts.
However, this did not help the firms to stay afloat – both of them were liquidated, being in a difficult financial situation, although at one time they turned over millions of dollars.

Pasler came to work in the region about a year before Salmin was called there. It was on the recommendation of the governor in the summer of 2021 that Salmin transferred to work in the administration of Orenburg. It seems that Pasler is “neatly and unobtrusively” pushing the members of his team to power, and so far he has been doing quite well.
By the way, no later than in June last year, when rumors spread about the possible appointment of Salmin to the post of mayor of Orenburg, he denied them. Was he not sure of Pasler’s influence and was afraid that he would “not burn out”? After all, the region has been whispering for a long time about the imminent departure of the governor, who allegedly does not inspire confidence in anyone from his post.
Moreover, Salmin himself was also a far from “clean” official. Literally before “escaping” to Orenburg, Salmin became a kind of unwitting participant in the situation when the city carried out an absolutely disgusting overhaul of the road on Novy Prospekt. Asphalt was laid there allegedly according to a new technology, and communications were also partially replaced.
The work was carried out by the infamous Vertikal LLC in the region, which always misses the construction deadlines and to which there are complaints about the quality. Rumor has it that as a result, in the spring of 2021, a utility accident took place right under the updated road surface. The asphalt was opened – the pit was filled up and that was the end of it.

The same contracting organization “repaired” the roads in Orenburg, some of which are still dug up. “Vertical” close friends with the administration? Judging by the current alignment of forces, the inhabitants of the region will endure the “work” of the company for a long time…
“Bandyukovskaya” story
As wrote The Moscow Post, Pasler’s name was heard in scandals with requisitions, illegal business and arson in the Buzuluk district of the Orenburg region. The name of the head of the district, Nikolai Bantyukov, was also mentioned there.
Security forces even visited Bantyukov last year, he wrote about this “Moscow’s comsomolets”. No official reason has been given.
If we recall that Salmin was not only the mayor of Buzluk, but also spent his childhood and youth there and even graduated from an educational institution of secondary vocational education in the city, made many friends and acquaintances, his connection with Mr. Pasler and, possibly, with the events described above is drawn even more strongly. .
Setting up forces for the benefit of Pasler?
Pasler, on the other hand, could indirectly contribute to the appointment of the former mayor of Orenburg, the Ilinykh, to the post of State Duma deputy. At least, they say, he was also offered to take part in the pre-election “race”, but he politely refused – perhaps at that moment it was important to get the Ilyins out of the blow and put “his” little man in his place, which turned out to be Salmin.
Apparently, it is also beneficial to “clean up” the staff in the administration – immediately after the Ilyins left the post of mayor, Salmin dismissed three of his deputies at once: Svetlana Zolotareva, Tatyana Malysheva and Dmitry Bevz. For the first one, one might even say, “the ground has been prepared” – rumors have spread that it is putting pressure on the management companies of the region. Evgeny Binkovsky was appointed instead of her.
According to online publication “56 media”, as Minister of Sports, Mr. Salmin earned 7.6 million rubles a year. He also owns 6 land plots, 3 residential buildings and one non-residential premises with an area of 131.3 sq. m. According to rumors, Mr. Salmin receives much more – at least 13 million rubles a year.
It seems to us that you will not earn that kind of money as a civil servant. So questions arise – who owns the network of private security firms and why, next to the name of Salmin, you can sometimes see the name of the scandalous road organization “Vertical”?
There are also questions to Mr. Pasler, who in 2019 declared as much as 200 million rubles. One gets the feeling that we have a friendly coalition that works primarily in its own interests. Well, commendable, of course, but they were not elected for this purpose.
