Siloviki will let Ufa officials through ultrasound

In Ufa, the FSB officers, according to the Proofy portal, detained the head of the State Institution “Department of Capital Construction of the Republic of Bashkortostan” (UKS) Inna Iksanov and the director of Medtekhnika LLC Rustam Aminev. According to the publication, law enforcement officers could be interested in the purchase of “counterfeit” ultrasound machines for republican medical institutions. Rustam Aminev did not confirm the information about the detention and stated that Medtekhnika is fulfilling government contracts in accordance with the requirements of the law.

On Tuesday, January 17, the Prufa portal, citing its sources, reported that the head of the Main Construction Department of the Republic of Bashkortostan (UKS) Inna Iksanova and the director of Medtekhnika LLC Rustam Aminev were detained. According to the portal, Ms. Iksanova was detained in her own house by the FSB officers in Bashkiria.

It was not possible to get official comments from the FSB in Bashkiria. Interlocutors of Kommersant-Ufa, who are familiar with the situation, confirmed the information.

Operative measures may be related to the purchase by UKS of allegedly counterfeit and prohibited for use by orders of Roszdravnadzor ultrasound scanning devices manufactured by the St. Petersburg enterprise Elektron for retrofitting hospitals in Ufa, Baimak, as well as the villages of Bolsheustikinskoye and Mesyagutovo, according to Proofs. Contracts for the construction and reconstruction of medical facilities were signed by the capital construction department in 2021. The equipment supplier was Medtekhnika and Medland, allegedly affiliated with it.

• LLC Medtekhnika (formerly State Unitary Enterprise Medtekhnika), according to Kartoteka.ru, was registered in December 2016. The authorized capital is 159.8 million rubles. The founders are Dmitry and Natalya Polyakov (through Medexposervis LLC). In 2021, the company’s revenue amounted to 2.12 billion rubles, net profit – 315.4 million rubles. In 2020, the company signed 516 government contracts for a total of RUB 3.56 million. According to SPARK-Interfax, in 2021 Medtekhnika signed six state contracts for the supply of ultrasonic scanning devices for a total of RUB 223 million. In 2022, a contract was signed with the Ministry of Health of Bashkiria for 238.8 million rubles. for the supply of 32 ultrasound imaging devices.

• Medland LLC was registered in February 2013. Authorized capital – 20 thousand rubles. Founder – Alina Kazeeva. With revenue of 335.6 million rubles. the company’s net profit in 2021 amounted to 65.1 million rubles. In 2020, Medland was a supplier of equipment under 37 government contracts for a total of RUB 327.4 million. In 2021, the company signed six state contracts for 60 million rubles. for the supply of ultrasonic scanning devices.

GKU “Department of Capital Construction of the Republic of Bashkortostan” was registered in March 2011. The enterprise performs the functions of a state customer at construction sites and objects of investment (target) programs implemented on the territory of the republic. The founder is the Ministry of Construction of Bashkiria. The institution does not disclose financial statements.

The interlocutor of Kommersant-Ufa confirmed the interest of law enforcement officers in the customer and suppliers of medical equipment, noting that through them the investigation is looking for exits to regional officials in charge of procurement. According to him, Mr. Aminev was released after the conversation.

The UKS declined to comment, sending it to the press service of the Ministry of Construction of Bashkiria. The Ministry of Kommersant-Ufa reported that they learned about the detention of Ms. Iksanova from the media, and there were no actions from law enforcement agencies in the Ministry of Construction itself.

Rustam Aminev told Kommersant-Ufa that it was impossible to supply counterfeit ultrasound machines. “With counterfeit goods, they would not even be allowed to bid. We provide all documents. There are only two plants in Russia that produce such equipment: the St. Petersburg NIPK Elektron and Samsung, which has localized its production here. According to the current legislation, according to the Decree of the Government of the Russian Federation No. 878, when participating in the auction, preference should be given to local manufacturers, which automatically cuts off foreign suppliers,” Mr. Aminev commented.

He added that Medtekhnika received requests from the prosecutor’s office of Bashkiria and the republican OFAS regarding ultrasound machines, but no response was followed.

The interlocutor did not confirm the information about his detention, noting that no investigative actions had been taken against him.
