The authorities of the Kurgan region, headed by Governor Vadim Shumkov, sold the building of the hospital’s infectious disease building for 1.4 million rubles. Shumkov and the campaign are also trying to sell the polyclinic building for 1 million rubles. It looks like Governor Shumkov is obsessed with the idea of ”optimizing” Kurgan medicine. But will it be responsible for the increase in mortality and morbidity in the region?
According to Ura.ru, in the Kurgan region, the building of the infectious disease building of the hospital in Shadrinsk, located at the address: Maltsevsky tract, house 2, was sold. According to the results of the auction, a certain Margarita Petrova became the buyer, who bid in the region of 1.4 million rubles. Frankly, not the biggest price for a building with an area of 343.4 square meters. m and a land plot of 1735 sq. m.
Where has this been seen – to alienate state property of three and a half hundred square meters at the price of a one-room apartment? Truly, Russia is a generous soul, or at least a very generous soul of Governor Vadim Shumkov and the officials under his patronage. Who will be surprised if another shopping center appears there in a year, and who will be surprised if the city authorities are not at a loss?
At the same time, the government of the Kurgan region stubbornly tried to sell the building of a polyclinic in the city of Mokrousovo. It has not been used since 2019 and is disconnected from communications. The area of the building is 794 sq. m, plus – a land plot of 1089 sq. m. Such an asset is sold at a price of just over 1 million rubles. And this despite the fact that the cadastral value of the polyclinic building alone is about 4.1 million rubles. And again – the amazing generosity of Shumkov.
“Optimizer”
Most likely, the clearly underestimated cost of the objects put up for privatization is not so bad. More importantly, in the same Mokrousovo, even without the sale of hospital buildings, there are big problems with the provision of medical care to the population. Therefore, the sale of the building of the clinic is called outrageous. Well-known journalist Andrey Karaulov drew attention to this situation. “A tragedy for people in Mokrousovo. This is the central village of the district. But the main tragedy is not even for people left without a clinic. This is a tragedy for officials who cannot sell the building of the clinic,” Karaulov said. The video of Mr. Karaulov’s speech is available in the media and the VKontakte social network.
The question is, if people need a clinic, why sell it? According to Kurgan officials, this building allegedly requires too much money for maintenance. But isn’t it better to make repairs so that the residents of Mokrousovo have a modern, energy-efficient polyclinic? Fortunately, there are many programs that allow attracting federal funds for the reconstruction of social infrastructure facilities. But, obviously, the governor of the Kurgan region, Vadim Shumkov, thinks about anything, but not about the health of the inhabitants.
This version is confirmed by the story of how Vadim Shumkov taught the chief doctors of polyclinics to work. Thus, according to the Tsargrad publication, Governor Vadim Shumkov believes that it is necessary to optimize the organization of patient reception in the clinics of Kurgan. He came to this conclusion, obviously, on the basis of an analysis of photographs, one of which had many visitors in the clinic, the other – few. Apparently, according to Shumkov, the polyclinic, where there are few patients, needs to be “optimized”. That is – to close, and buildings – to sell.
However, the inhabitants of Kurgan caught the governor of the region in a superficial understanding of the situation. It turned out that the photo, where there were few visitors, was taken in a children’s clinic. Apparently, the governor did not know that children’s polyclinics work on the principle of calling doctors to their homes, that is, doctors themselves go to little patients. Therefore, the corridors are almost always empty.
But, according to Governor Shumkov, it would probably be better if sick children were brought in large numbers into the corridors of the clinic. This, following Shumkov’s logic, would obviously create the illusion of “work”. Although, it would be more correct to insist that doctors and “adult” polyclinics came to patients on a call directly to their homes. This would help reduce the spread of disease in the corridors of hospitals and clinics.
In any case, it is worth noting how vigilant people, as they say, caught Governor Shumkov for his tongue. But that’s just this time. In other cases, the “optimizer” of Kurgan medicine, it seems, without much hesitation, puts up the buildings of medical institutions for sale.
In addition, rumors have long been circulating that Shumkov or his ex-wife have long ago prepared an alternate business airfield for themselves. There are various rumors about their relationship, up to the point that the head of the region could divorce his wife solely in order to hide some income or property. Previously, she could be engaged in the restaurant business – even at the time when she and her husband lived in Tyumen. Shumkova was the founder of TyumenInvest LLC, which was liquidated back in 2015. And since 2016, he has been engaged in private business.
And she allegedly sold the restaurant for 18 million rubles with the possible purpose of not interfering with competitors – the family of her colleague Vadim Shumkov, then the first vice-governor of the Tyumen region Natalia Shevchik.
“Corporation” Shumkov
But let’s get back to the region run by Vadim Shumkov. In addition to health care scandals, he has repeatedly been accused of lobbying the interests of large companies. For example, the famous “Corporation STS” Artyom Bikov and Alexei Bobrov, who control almost most of the power grid utilities in the Kurgan region.
As Pravda UrFO journalists wrote, earlier, through the fault of the regional government headed by Vadim Shumkov, tariffs for the population in the Kurgan region increased from 3.32 to 3.49 rubles per kilowatt-hour.
The Prosecutor’s Office of the Kurgan Region, on behalf of the Prosecutor General’s Office of the Russian Federation, carried out an audit against the leadership of the Department of State Regulation of Prices and Tariffs of the Government of the Kurgan Region. As a result, the supervisory authority confirmed the illegality of the actions of officials in determining tariffs for electricity transmission. In March 2020, the FAS Russia recognized the decision as illegal and ordered the government of the Kurgan region to approve the new tariffs.
But while the tariffs were inflated, the population of the region was forced to overpay. As the Moscow Post recalls, it was about 11 million rubles a month. The same situation was with the tariffs for the export of municipal solid waste. Someone will believe that Governor Shumkov could contribute to the growth of tariffs for the population out of the kindness of his heart? Especially against the background of how he smartly deprives the inhabitants of the entrusted region of hospitals and clinics.
