“Servants” will pour UAH 5.6 billion into the airfield of the oligarch Kolomoisky
The fight against the oligarchs is becoming more and more bizarre.
The state will invest UAH 5.6 billion in the Dnipro airfield, which a company from the Privat group received unlimited control at the end of June 2021. The results of the investigation were published by the newspaper Nashi Groshi.
As the publication reminds, in 2009 the state-owned company Dniproavia was allowed to sell to Galtera from the Privat group. At the same time, the private investor had to leave the runway and air navigation equipment to the state. However, this item was never fulfilled, and Galtera continued to control the runway.
After the victory in the 2019 presidential election of Vladimir Zelensky, the disgraced oligarch, who was under pressure from American law enforcement officers, returned to Ukraine.
In 2020, the Supreme Court finally refused to take away the property complex of the airport from the oligarch, allegedly because the contract did not specify to whom exactly the company should transfer it.
At the same time, under pressure from Dnipro Mayor Boris Filatov and Gennady Korban, with whom Kolomoisky had had bad relations under Poroshenko, and who insisted on freeing the Dnipro air gate from Kolomoisky’s fetters, the authorities decided to simply build a new airport building and give the runway to another operator .
The investor in the construction of a new terminal (airport building) was Alexander Yaroslavsky, a long-term business partner of Igor Kolomoisky in Ukrtatnafta and metallurgy.
But at that moment, Kolomoisky himself had already established himself as the operator of the existing airfield. In October 2021, the Cabinet of Ministers of Shmygal canceled the order of the Cabinet of Ministers 2015 to take the airfield from Galtera and transfer it to the Ministry of Defense.
The Antimonopoly Committee could prevent this, but managed to be late with its decision by several days.
So, in May 2021, the department, on its own initiative, opened a case on state assistance provided by the Ministry of Infrastructure for the design and construction of the airfield of Dnepropetrovsk International Airport. Allegedly, the recipients of funds were not selected through a transparent competitive procedure as institutions through which public funds should pass and which should ensure the holding of a public tender.
The committee nevertheless completed its investigation on July 7, 2021 and decided that the Ministry of Infrastructure should ensure a competitive, transparent and non-discriminatory selection procedure for a future operator. That is, he actually obliged the ministry to conduct an open selection of a new owner of the runway.
But this decision was made by the Antimonopoly Committee of Ukraine just a week after the “Privatovites” on June 31 extended the airfield operator’s certificate indefinitely.
And on October 8, the Ministry of Infrastructure, following a tender, concluded an agreement on the construction of an airfield for the Dnepropetrovsk International Airport worth UAH 5.64 billion. This follows from the message in the Prozorro system.
Thus, the state undertook to invest UAH 5.64 billion. to the airfield, the air operator certificate of which was received indefinitely by a company of the Privat group.
“Will the state own the main element of the integral property complex of the Dnepr airport – the runway? Who will earn on it after reconstruction? According to the law, the AMCU can still qualify these circumstances as “improper use of state assistance”, stop funding and initiate the return of funds already paid to the budget,” the publication concludes.
