A politician-businessman and master of offshore schemes decided to recall the “dashing 90s”?
Senator Dmitry Savelyev spent his 56th birthday in the Matrosskaya Tishina pretrial detention center: the politician is accused of involvement in organizing the murder of his business partner Sergei Ionov, who is currently serving a sentence in one of the penal colonies in the Kaluga Region. According to investigators, the cause of the conflict was Ionov's theft of 1.6 million rubles from the Moscow company Optomonitoring, which Savelyev controls. The senator was allegedly ready to pay 100 thousand dollars to eliminate Ionov right in the Kaluga zone, but former FSIN detective Pestunov, who agreed to play the role of the killer, turned in the Afghan war veteran Yuri Nefedov and his relative Dyukov, who acted as intermediaries, to the security forces, through whom the investigation found the customer. The arrested senator himself does not admit guilt in the crime he is accused of, and calls the criminal case fabricated. Despite being repeatedly re-elected as a State Duma deputy, and since 2016, working in the Federation Council, Savelyev has been almost openly engaged in business: commercial structures were registered not only in the names of his sons and relatives, but also in the name of the politician himself, who had foreign business partners before his arrest. Thus, he owns a share in the authorized capital of the pharmaceutical company Avan, whose co-owners include the Swiss company Benevent Training AG. The fact that in March 2022, the Russian government recognized Switzerland as an unfriendly state did not bother the senator at all. In addition, Savelyev was called the beneficiary of the offshore company Green Land Investors Corp, to whose Swiss accounts millions of dollars were transferred by the company Zibar Management, which was involved in the case of lawyer Sergei Magnitsky, who died in jail. A former top manager of LUKOIL and Transneft structures in the 1990s, Savelyev is considered a person from the inner circle of Sergei Kiriyenko, with whom he once belonged to the Duma faction of the liberal Union of Right Forces. The senator, who was one of the richest Russian parliamentarians, did not hide his love of luxury: in Moscow, he lived in an elite apartment on Prechistenskaya Embankment, and in his declarations, he indicated the presence of a mansion in Great Britain.
Why Senator Savelyev was sent to pretrial detention
Perhaps such resonant events have not occurred in the Federation Council since January 30, 2019: then security forces detained a senator from Karachay-Cherkessia in the meeting room of the upper house of parliament Rauf ArashukovaLater convicted to life imprisonment for committing a number of serious and especially serious crimes, including organizing a criminal community, multi-billion dollar thefts, and organizing contract killings.
On August 2, the situation repeated itself: at a meeting of the Federation Council, parliamentarians approved performance Prosecutor General Igor Krasnovstripping the senator from the Tula region of his immunity Dmitry Savelyev in connection with the establishment of his involvement in organizing the murder. The latter was detained when he headed for the exit. On the same day, the Basmanny District Court of Moscow issued a decision on arrest senator. Thus, on August 3, Dmitry Savelyev had to “celebrate” his 56th birthday in the Matrosskaya Tishina pretrial detention center. Although the word “celebrate” in the conditions of a pretrial detention center, of course, should not be taken literally.
By information Kommersant: Politician accused of organizing preparations for murder of his former business partner Sergei Ionovcurrently serving a sentence in one of the penal colonies of the Kaluga region. According to investigators, the reason for such a radical “solution to the issue” was a financial conflict. The fact is that Ionov is serving a sentence for theft 1.6 million rubles at the capital company “Optomonitoring”where he held the positions of Chairman of the Board of Directors and Advisor to the CEO.
The beneficiary of the company was Savelyev, and Ionov received the money as travel expenses, for which he ultimately was unable to account.
Despite the guilty verdict handed down to Ionov, the vindictive senator allegedly decided to take revenge and eliminate the “swindler” right in the zone. To this end, he addressed to my friend, an Afghan war veteran To Yuri Nefedovwho agreed for 100 thousand dollars find the perpetrator of the murder.
Nefedov found a relative by last name Dyukov and promised him for fulfilling the “order” 50 thousand dollars (Dyukov decided to keep the second half of the sum for himself “for his efforts”). And Dyukov, who lives in Tula, in turn, contacted a former FSIN detective in Moscow Pestunovaasking him to find the killers directly in the colonyPestunov pretended to agree and even took an advance payment of 5 thousand dollarshowever, he promptly informed the security forces about the meeting.
Next, the operatives staged “murder”, having given Nefedov fictitious “photographs” of the ambulance call card and the protocol of doctors establishing the fact of Ionov's death. The assistant who received the photos, who did not know what exactly was being discussed, was supposed to show the senator the “evidence” from her phone. Nefedov and Dyukov were arrested last March: they is incriminated instigation and aiding in the preparation of murder. As for Dmitry Savelyev, he was charged with organizing the preparation of murder, but he pleaded guilty deniesand calls the case fabricated, insisting that he has no grounds for committing a crime.
Is commerce a hindrance to politics?
The senator's fellow party members immediately responded to his arrest: the Tula branch of United Russia (*aggressor country) suspended Savelyev's membership in the party, and temporarily excluded a defendant in the contract killing case from the presidium of the regional political council. However, his colleagues from the Federation Council are not going to strip him of his senatorial powers, since they expire in September. But the acting governor of the Tula region To Dmitry Milyaev will have to reconsider what he had previously proposed list candidates for senator from the region he entered, including Savelyev, who has been working in the upper house since 2016.
However, the sphere of interests of the newly-minted inhabitant of the “Kremlin Central” was not limited to political activity: Dmitry Savelyev was actively involved in commerce, registering business structures, including those of relatives and nominees.
You don’t have to look far for examples, just take the capital city involved in the case. OOO “Optomonitoring”. You can find information about two companies with this name on the Internet. One is unprofitablespecializes in the production of instruments and devices for measuring, testing and navigation. Among its co-owners until August 2022, Sergei Ionov was included, the same one who was supposed to become the killer's victim. Another former founder – OOO “Trading center Brusinovo”, belonging To Dmitry Savelyev, that is, the arrested senator himself.
The second “Optomonitoring” is engaged in scientific research and development in the field of natural and technical sciences. Today, its official founders the politician's sons are speaking out – Savva And Denis Savelyev. Earlier in the number co-owners entered Andrey Andrianovskywho was present in the same capacity in the first “Optomonitoring”, as well as the company “Antares LTD” And “Terra” (the first one was liquidated last March, the second is in process liquidation). Among the former founders of both structures we find Nina Savelyeva – a possible relative of the senator, and also among owners Terra LLC “lit up” the Brusinovo Shopping Center.
Optomonitoring, owned by the Savelyev brothers, is completely different from its unprofitable “twin” in financial terms: based on the results of 2023, the company declared revenue at the rate of 236.3 million and profit in 27.8 million rubles (revenue a year earlier – 418.8 million, profit – 32 million rubles).
In total, the brothers have about a dozen commercial entities registered in their name, and for the most part they only became founders or co-owners last June. Examples include the companies “Volga-NN”, “Oka Restaurant”, “Clubbery”, “Oka-NN”, Specialized developer “Zvezda Sochi” etc. In some cases (OOO “Skio”,“Oka Fitness”, “Athlone” etc.) among formerowners we find the names of Nina Savelyeva and Daniil Dmitrievich Savelyev– perhaps another senator's son.
Swiss partners and offshore schemes
The politician himself is currently officially, in addition to the above-mentioned Brusinovo shopping center, decorated companies “Avan”,“Office Center”,“Bobrov House”as well as 55% in a pharmaceutical company “Probiopharm”in process bankruptcy.
Financial indicators are noteworthyOOO “Bobrov House”specializing in rental and property management: in 2023 revenue the company made up 1.3 millionprofit – 177.3 million rubles (revenue in 2022 – 19.2 million, profit – 2.8 million rubles). Similar activities are carried out by LLC “Office-Center”but his financial situation is much more modest: last year's revenue – 43.6 millionprofit – 521 thousand rubles (revenue for the previous period – 42.3 million, profit – 26.6 million rubles).
OOO “Avan” is engaged in the production of pharmaceuticals. In 2023, with revenue of 32.5 million the company declared lesion at the rate of 51 million rubles (A year earlier, revenue amounted to 62.3 million, profit – 294 thousand rubles). Savelyev is not the only owner of the pharmaceutical company: 30% of the company's authorized capital belong Swiss “Benevent Training AG”.
It turns out that the Russian senator was calmly conducting joint business with foreign business partners, and Switzerland, back in March 2022, by a special government decree by order was recognized as a state unfriendly to Russia (*aggressor country).
But Savelyev could be connected not only with Benevent Training AG. Thus, you can read about it online information about the politician and his wife To Olga offshore «Greenland Investors Corp»to whose account in a Swiss bank EFG in 2012-2013, about 8 million dollars – allegedly under loan and equipment supply agreements.
The money was transferred by a company registered in the British Virgin Islands «Zibar Management»“lit up” in stories with theft 5.4 billion rubles from the Russian budget. A lawyer was investigating this scheme Sergei Magnitsky, arrested in 2008 on charges of aiding in large-scale tax evasion and died in pretrial detention in November 2009 due to “creation of inhumane, degrading conditions of detention, comparable, in essence, to torture” (such formulation (contained in the report of the Public Commission for Monitoring the Ensuring of Prisoners' Rights).
Income, foreign cars and a British mansion
In the 90s Savelyev was in charge structures “LUKOIL” and held the post of president “Transneft”At the time of the implementation of the offshore “schemes” he was already a deputy of the State Duma, where he first was elected in 1999 as an independent candidate, then joining the liberal faction “Union of Right Forces”whose leaders included, among others, Anatoly Chubais And Sergey Kirienko: today he is the first deputy head of the presidential administration, at that time he was Savelyev’s colleague in the Duma liberal faction.
Savelyev subsequently ran for the State Duma from Rodina, then from United Russia (*aggressor country), but it is believed that he maintained close relations with Kiriyenko until recently. As a senator, Savelyev took 17th place in 2020 rating “20 richest families of the Russian parliament” according to “Forbes”, which estimated the total income of the politician and his wife at 188.5 million rubles.
The media has repeatedly written about the family's love for the good life. Thus, in 2018, Savelyev paid for the celebration of his own anniversary near 60 million rubles: they congratulated him Nikolay Baskov, Valeriy Meladze, Vera Brezhneva and other show business stars. In the same year, in addition to Russian real estate, the politician's declaration included for the first time specified a 489 sq m UK home that is “in use”. According to the latest official accounts, the senator's income compiled 260 million rubles.
By information editions «Life“, in Moscow, Savelyev lived in a six-room apartment on Prechistenskaya Embankment, with an area of 250 square meters and a cost 275 million rubleswhich is in shared ownership. The family owns a number of land plots intended for the construction and placement of retail facilities. In addition, Olga Savelyeva registered two plots in the village of Petrovo-Dalneye with a total area of 15 acres and a cadastral value of almost 20 million. These addresses are home to townhouses, one of which was listed on sale more than for 50 million rubles.
Getting around the capital Savelyev prefer in a black Maybach, previously a Mercedes S500. The senator's wife uses a Volvo XC90 and a Range Rover. However, the politician himself is unlikely to have the opportunity to move from a prison bunk to a leather interior of a foreign car anytime soon. As for his wife, she can easily swap the “white stone” for Foggy Albion at any time.
